TSAC 06-04-2009 TRANSPORTATION SAFETY ADVISORY COMMISSION MINUTES June 4, 2009 The Transportation Safety Advisory Commission (TSAC) convened on June 4, 2009 at 5:30 pm in the Council Chamber Conference Room, Building # 4, 1400 Schertz Parkway, Schertz, Texas. CALL TO ORDER AT 5:30 P.M. Members present: Members not present: Andy Bores -Chairman Stephen Bish Mary Spence -Vice Chairwoman Larry Franklin Tracy Bean Ronald White Doreen Bowers Michael Goos, Alternate Member Bill Bowers Steve Starr, Police Chief Marc Bane, Police Captain Max Hernandez Kevin Bean, High School Liaison Larry Dublin, City Engineer Sam Willoughby, Public Works Director David Scagliola, Council Member HEARING OF RESIDENTS Chairman Bores recognized the following: • Mr. Brockman, 1000 Elbel, Apt #411 who was present to ask about: • Four Oaks - "right turn only" sign: facing the wrong way. He would like to see it corrected. Mr. Brockman is aware that this is matter is a TXDOT matter. • Paschal Elementary school - No Parking on Savannah: Would like the signs to say: "no stopping or standing" on Savannah. Cars are stopping or standing waiting for children causing a traffic problem. • Pedestrian crossing sign at Schertz Pkwy & Aero are not in alignment. He would like to see this corrected. • Third rear break light be part of State Vehicle inspection. If the vehicle has a third rear break light it should work. Mr. Brockman would like to see the City get involved with making this a State inspection requirement. • In front of the Royal Donut establishment on Schertz Pkwy there is a school zone. Some drivers are unfamiliar with the zone Mr. Brockman would like to suggest that "School Zone" be painted on the street. 1. Minutes -Consideration and/or action regarding the approval of the minutes of May 7, 2009. Motion to Accept May 7, 2009 minutes: Tracy Bean and seconded by Max Hernandez. -All Ayes- 2. Rainy Brook and Trail Brook -Request to change 1-way stop to a 3-way stop at the corner of Rainy Brook and Trail Brook. Bring forward to July 9th meeting because there was not a representative from the HOA (Wynn Brook HOA 3. .Fairlawn Ave. -Concerned about the parking in comfort circle at John Sippel Elementary School. Bring forward to July 9th meeting because there was representative was unable to make the meeting. (Stephen Bish) 4. City Council Action -Council liaison to brief Commission on actions taken at City Council meetings. Councilman Scagliola briefed the Commission on the following: • Researching into the "quite zone" along the train tracks running throughout the City. Accident rate have to go down in order for a quite zone to go into this has happened. It would cost the City anywhere between 15 thousand dollars to 1 million dollars to make the changes through out the City. This has been placed on the back burner for now. 5. City Engineer Report -City Engineer to brief Commission on status of bond projects. City Engineer, Larry Dublin, briefed the Commission on the following: • Chelsea/Wiederstein Rd/FM 1103 project has been awarded to D&D Contractors and construction will start shortly. • Bids will be going out for road work on Graytown, Boening Drive, and Northcliffe streets. 6. Items to be Placed on Next Agenda -Consideration and or action on questions and possible items to be placed on the next agenda. (Stephen Bish) 7 Commission Reports -Members of the commission will report on the following: • Motion made by Doreen Bowers to reschedule July 3'~d TSAC meeting to July 9, 2009 at 5:30 pm and second by Max Hernandez. -All Ayes- ADJOURNMENT Meeting was adjourned at 6:00 p.m. The next meeting will be on July 9, 2009 at 5:30 p.m. in the City Council Chambers Conference Room.
