TSAC 07-09-2009 T SP(~RTATIOl~T SAFETY ADVISORY CO SSION MINUTES July 9, 2009 r' The Transportation Safety Advisory Commission (TSAC) convened on July 9, 2009 at 5:30 pm in the Council Chamber Conference Room, Building # 4, 1400 Schertz Parkway, Schertz, Texas. CALL TO ORDER AT 5:30 P.M. Members present: Members not present: Andy Bores -Chairman Tracy Bean Stephen Bish Bill Bowers Larry Franklin Michael Goos, Alternate Steve Starr, Police Chief Mary Spence -Vice Chairwoman Doreen Bowers Ronald White Max Hernandez Sam Willoughby, Public Works Director Kevin Bean, High School Liaison Larry Dublin, City Engineer David Scagliola, Council Member HEARING OF RESIDENTS Chairman Bores recognized the following: • Larry Tillick - 2220 Oak Valley brought his and his neighbors concerns about the amount of traffic going through on Valley Oak. People care cutting through Mesa Oak to avoid the Stop light on Live Oak Road and Schertz Parkway to get to Schertz Pkwy. This topic will be placed on next months agenda. • Mr. Brockman, 1000 Elbel, Apt #411 who was present to ask about: The road that now runs along side and behind the new Visitor's Center what is the name of it and will that road and parking lot be stripped? 1. Minutes -Consideration and/or action regarding the approval of the minutes of June 4, 2009. Motion to Accept June 4, 2009 minutes: Doreen Bowers and seconded by Stephen Bish. -All Ayes- . 2. Rainy Brook and Trail Brook -Request to change l~way stop to a 3-way stop at the corner of Rainy Brook and Trail Brook. Bring forward to July 9~` meeting because there was not a representative from the HOA (Jerome Watkins-Wynn Brook HOA President). Mr. Dublin stated that this doesn't fall into the guidelines of stop signs and there isn't anything that TSAC can do. Councilman Scagliola suggested to Mr. Tillick that he and his neighbors bring their concerns to City Council since Valley Oak has met all the requirements of TSAC Motion to closed item by: Stephen Bish seconded by: Larry Franklin. -All Ayes- 3. Fairlawn Ave. -Concerned about the parking in comfort circle at John Sippel Elementary School. Brought forward from June 4th meeting. (Stephen Bish) Larry Dublin suggested that "No Parking" signs be posted in the comfort circle. Request to forward to City Council motion made by: Stephen Bish and seconded by Larry Franklin. -All Ayes- 4. Buffalo Drive -The crossing area on Buffalo Drive near the first entrance to the Clemens curbed parking lot. There is a crosswalk in place leading to BVYA fields but there is no signage or markings making drivers aware. (Mary Spence) Larry Dublin said that this is r' School property the can only make a suggestion that Kevin Bowers, High School Liaison bring this issue to the School District. The City will work with the school. Kevin is to report back to the commissioners next month on the results. 5. Sch~ertz Parkway -Timing of the traffic lights (Councilman David Scagliola) Larry Dublin reported that there is a problem with the timing of this light and the City is working on it. 6. Live Oak Road -Timing of the traffic light (Councilman David Scagliola). Larry Dublin said that the City will look into the timing. 7. Live Oak Road -Westbound needs a right turn lane (Councilman David Scagliola) Larry Dublin said that there is move for a turning lane and when the corner vacant lot is development a turning lane could be added. Item closed. 8. FM 3009 -Request TXDOT to lengthen the right turn lane on FM 3009 just north of I-35 all the way to the right turn lane entrance into Wal-Mart (Councilman David Scagliola) Larry Dublin report that work has started on that portion of FM 3009 to be widen. This is a TXDOT project. Item closed. 9. City ,Council Action -Council liaison to brief Commission on actions taken at City Council meetings. Councilman Scagliola briefed the Commission on the following 1Q. City Engineer Report - City Engineer, Larry Dublin, briefed the Commission on the following: Wiederstein Road will be closed entering into Selma for construction on the drainage construction project. 11. Items to be Placed on Nezt Agenda -Consideration and or action on questions and possible items to be placed on the next agenda.
