09-17-2009Minutes Schertz Historical Preservation Committee Meeting of September 17, 2009 CALL TO ORDER The meeting was called to order at 6:31 p.m. by Chairman Dean Weirtz with a quorum present Voting Members Present City Government Representatives Lula Mae Schertz Hal Baldwin Walter Schertz Debbie Krause Bob Cantu Tom DeKunder Dean Weirtz Guests: Robert Brockman Merle Behne Patti Stroud Gail Hyatt Dicki Day Lou Foehrkolb Bob Crawford Michael Tews Earl Sawyer Pat Ramirez DISCUSSION AND/OR ACTION ITEMS 1. Minutes -Consideration and/or action regarding the approval of the minutes of the regular meeting of July 16, 2009. A motion to accept the minutes with amendments was made by Lula Mae Schertz and seconded by Earl Sawyer. The motion carried by unanimous vote. 2. Fund Expenditures -Consideration and/or action regarding Committee fund expenditures. A motion was made by Merle Behne and seconded by Michael Tews to accept Dean Weirtz's submission of a $363.09 expense voucher for reimbursement. The motion carried by unanimous vote. 3. Schertz Museum Development Plan -Consideration and or action regarding a museum development plans as presented by the SHPC Subcommittee on the Museum. Chairman Weirtz and Tom DeKunder briefed the Committee on the proposed organizational and operational stafFng plan for the museum development and operation (Attachment #1). A motion to accept the subcommittee recommended plan was made by Lula Mae Schertz and seconded by Earl Sawyer. The motion carried by unanimous vote. Page 2, Schertz Historical Preservation Committee Minutes 9-17-2009 Discussion was held regarding the need for a timeline for the museum development. Bob Cantu advised that the City had no money available to begin renovation of the old library building and that there is no expectation that money will become available during the next fiscal year (2009-2010). Bob also reported that the City has no excess office dividers/patricians that might be used by the Committee to divide areas of the museum. Bob has inspected the old library and found that there is a lot of furniture and bookshelves still in the building that will need to be disposed of in some way. Bob suggested that there has been no discussion of any proposals for clearing the building of the excess furniture. Chairman Weirtz asked Bob if the SHPC budget funds for the next fiscal year ($15,000) could be applied toward a "self help" renovation project for the museum area of the building. Bob stated that he would investigate the idea and let the Committee know. Chairman Weirtz also proposed that some of the old library bookshelves be donated to the Committee for use in renovation effort. Bob indicated that he would need to coordinate with Gail Douglas, Library Director, and with the City Manager regarding the "self help" renovation idea, use of Committee budgeted funds and the bookshelf donation. REPORTS Cemetery Sub-committee: Gail Hyatt, Subcommittee Chair, announced that the Subcommittee has completed survey work of the two Seiler cemeteries and the Dietz cemetery. The next cemeteries to be surveyed will be the two Mexican cemeteries. Historian: Lula Mae Schertz provided information regarding the opening of Cresent Bend Park on Saturday, September 19, 2009. Outreach Sub-committee: - Chairman Weirtz reported that he is scheduled to address the alumni of Schertz- Cibolo High School at their annual reunion on October 10, 2009. Chairman Weirtz has had contact with the curator of the Fort Sam Medical Museum and he has asked the curator to consider making any donation of materials to our museum project. No commitment has yet been made by the curator. Museum/Kramer House Sub-committee: - Mayor Baldwin reported that the City would like to fmd volunteers who would man the Kramer House during Saturdays. Page 3, Schertz Historical Preservation Committee Minutes 9-17-2009 Mayor Baldwin advised that the Schertz Arts Council is interested in displaying artwork created by Schertz artists in the Kramer House. He advised that the Council would rotate artist's work on a periodic basis. He suggested that the wall which now contains works by artist Bob Dale be used for this purpose. Chairman Weirtz reported that the decorating project has only to have some art pieces added to the hutches to be complete. Gail Hyatt will complete the hutches decoration. Chairman Weirtz reported that the Kramer House Grand Opening was very successful and thanked all those Committee members involved for their contributions. Schertz City History Research Project (Phase II) Subcommittee: - Lou Foehrkolb gave a summary review of book sales receipts to date and total book sales recorded. The Transaction History Log of Book Allocations, Transfers and Book Inventory Activity (through reporting period 8-21-09) is appended as Attachment #2. Historical Site Designation Subcommittee: - No report submitted. Requests and Announcements 4. Requests by Committee members that items be placed on a future Agenda. a. Kramer House (Visitors Center) display change-out with Schertz Arts Council. b. Museum Development Project Timeline. 5. Request by committee Members to City Manager and Staff for information: a. Request to the City Manager to authorize the Committee to undertake a "self help" project at the old library to establish ahistory/heritage museum in the children's section of the library. b. Request to the City Manager/Library Director to authorize the donation of old library bookshelves for use in renovation of the history museum area. c. Request to the City Manager to authorize the Committee to use its FY 2010 budget money for the "self help" renovation work at the old library. d. Have Bob Cantu submit Chairman Weirtz's expense voucher for payment. Page 4, Schertz Historical Preservation Committee Minutes 9-17-2009 6. Announcements by Committee Members: Chairman Weirtz announced he had picked up a quilt made by Schertz area residents for donation to the museum. Chairman Weirtz announced that Schertz Fest would be October 2-3, 2009 at Pickrell Park. ADJOURNMENT There being no further business before the Committee, a motion was made by Lula Mae Schertz and seconded by Earl Sawyer to adjourn. The motion was passed by general consent.
