04-09-1985 PLANNING AND ZONING ~1INUTES The Schertz Planning and Zoning Commission convened in a regular session on Tuesday, April 9, 1985 in the Municipal Complex Conference Room, 1400 Live Oak Road. Members present were as follows: PLANNING AND ZONING COMMISSION MEMBERS ABSENT THOMAS YARLING, VICE-CHAIRMAN JOHN LINEBARGER, CHAIRMAN DARWIN PEEK, SECRETARY RAYMOND STANHOPE CITY STAFF MERWIN WILLMAN BOB ANDREWS EARL HARTZOG, PLANNING COORDINATOR JAMES HARDEN KEN GREENWALD, COUNCILMAN #1 CALL TO ORDER r Vice-Chairman Thomas Yarling called the meeting to order at 7:00 P.M. #2 APPROVAL OF MINUTES: Regular Session March 26, 1985 Item #9 under item by Councilman Greenwald should be amended to delete the status on the "Wooden Shingle Ordinance - first reading March 19, 1985". If this was said at the meeting it is incorrect because the first reading is scheduled for April 16, 1985. Ray Stanhope made a motion to approve the minutes as amended. Darwin Peek seconded the motion and the vote was unanimous in favor. #3 CONSIDER AND TAKE APPROPRIATE ACTION: Variance Requirement for Street Lights - Schertz Business Park Earl Hartzog advised the Commission that this item was discussed at the last meeting, however an official vote was not taken. The applicant has been advised this item would be on the agenda and he should attend this meeting to provide additional justification for the request. The Police Department has reviewed the request and did agree with granting the variance. The street lights will be necessary in the undeveloped area or vacant buildings. The applicant was not present and after a brief discussion, Bob Andrews made a motion to disapprove the variance. James Harden seconded the motion and the vote was unanimous in favor. #4 CONSIDER AND TAKE APPROPRIATE ACTION: Final Plat - Schertz Modular Park Earl Hartzog advised the Commission that the developer has asked fora final plat approval. However, the City Engineer has not approved the construction plans. Merwin Willman made a motion to table this item until the April 23, 1985 meeting. James Harden seconded-the motion and the. vote. was unanimous in favor. #5 CONSIDER AND TAKE APPROPRIATE ACTION: Final Plat - Windy Meadows Subdivision - Earl Hartzog advised the Commission that the developer has asked for a final plat approval. However, the City Engineer has not approved the construction plan. , Bob Andrews made a motion to defer action until the next meeting. Ray Stanhope seconded the motion and the vote was unanimous in favor. #6 CONSIDER AND TAKE APPROPRIATE ACTION: FM 3009 (Jack Hays Boulevard) Special Overlay District Three developers were present and permitted to speak on the proposed overlay district. The concern was the setback required on residential development, cost for the landscaped buffer and the ability to attract development because of the sign restriction. The items mentioned at the community meeting were discussed, and it was agreed to-make some changes including providing for residential development. The plan was to have the changes made to the proposed ordinance in time for Council to review at their workshop Wednesday, April 16, 1985. #7 CONSIDER AND MAKE RECOMMENDATION: (a) Resignation from Commission - Vice~Chairman Yarling advised the Commission that John Linebarger was resigning from the Commission effective May 1, 1985, and a letter had just been received from Raymond Stanhope to be effective April 10, 1985. Mr. Yarling asked the staff to ensure appropriate action was taken to provide certificates of appreciation to these members. - (b) Consider applicants for the Commission - Earl Hartzog advised the Commission that the existing applicants had not been notified of the vacancies, but letters would be sent out. It was agreed to put a notice on the water bills again and existing applicants would be considered at the next meeting. (c) Chairman/Vice-Chairman/Secretary ~ Mr. Yarling said the Chairman ppsition would become vacant the 1st of May and everybody should be think7ng aboat a replacement. #8 GENERAL DISCUSSION Earl Hartzog advised the Commission that a public hearing for the FM 3009 - Special Overlay District would be scheduled for April 16, 1985. Merwin Willman advised the Commission he would not be at the May 14, 1985 meeting. Raymond Stanhope asked the staff to look into placing a Stop versus a Yield Sign at Beacon and Maple. Councilman Greenwald advised the Commission the first reading on the Building Code Amendment for wood shingles would be on April 16, 1985. Bob Andrews advised that the Park in Lone Oak needed to be cut. There was discussion about enforcement of existing ordinances and that this Special Overlay District will provide a safe and attractive entrance to the City. However, if the ordinance is not enforced, there is no need for the Commission to work on new ordinances. Councilman Greenwald advised the Commission that Council will be working on the new budget and one of the many items will be to increase the number of people on the City Staff to enforce these ordinances. #9 ADJOURNMENT Vice-Chairman Yarling adjourned the meeting at 11:12 P.M.
