05-28-1985 PLANNING AND ZONING MINUTES The Schertz Planning and Zoning Commission convened in a regular session on Tuesday, ~'ay 28, 1985 in the Municipal Complex Conference Room, 1400 Live Oak Road. Members present were as follows: PLANNING AND ZONING COMMISSION CITY STAFF THOMAS YARLING, CHAIRMAN EARL HARTZOG, PLANNING COORDINATOR BOB ANDREWS, VICE-CHAIRMAN DARWIN PEEK, SECRETARY EX-OFFICIO KEN GREENWALD, COUNCILMAN JAMES HARDEN TY BRISGILL MERWIN WILLMAN #1 CALL TO ORDER Chairman Yarling called the meeting to order at 7:00 P.M. #2 APPROVAL OF MINUTES A. Regular Session May 14, 1985 It was noted Item #5, first sentence, should be amended to read: "Neil Fisher presented the preliminary plat for the vacate and replate for Lot I, Block I at the entrance of Woodland Oaks". It was noted Item #8, Paragraph 2, third sentence should be amended to read: "There was a request for a variance on the minimum side yard set- back from 7' to 5' and the 75' frontage as indicated on the presented preliminary plat". Bob Andrews made a motion to approve the minutes as amended and James Harden seconded the motion. The vote was unanimous in favor. B. Joint Public Hearing and Special Session May 21, 1985 Bob Andrews made a motion to approve the minutes. Darwin Peek seconded the motion and the vote was unanimous in favor. #3 CONSIDER AND TAKE APPROPRIATE ACTION: Preliminary Plat Savannah Square Unit II Earl Hartzog advised the Commission that the plat was included in the package, and a report from Ed Ford, City Engineer, had not yet been received on the proposed drainage pond. Staff noted there is retention included in the proposed detention pond. Horizontal radii on some of the curves exceed the Highway Department's minimum requirements. The developer presented the preliminary plat to the Commission and ex- plained the reason for the retention pond, and the lot layout was approved during the zoning change. There was a lengthy discussion on the curve radius and the drainage pond. The Commission felt the retention pond should be eliminated from the detention pond and would like input from the City Engineer on this matter. There was discussion on the Sub- division Ordinance versus Highway Department minimum safety standards, and the Commission granting a variance on this matter. Bob Andrews made a motion to table action on this item until the June 11, 1985 meeting. The Commission felt additional input on this project was needed from the Police and Fire Departments and City Engineer. Merwin Willman seconded the motion and the vote was unanimous in favor. Chairman Yarling advised the developer that the Planning and Zoning Com- mission's action on this matter could be appealed to City Council. #4 CONSIDER AND MAKE RECOMMENDATION: Sign Ordinance The members reviewed the proposed Sign Ordinance and discussed a number of items that need to be clarified and changed. Mr. Dovey's proposal on portable signs was presented and it was agreed to consider this item. It was agreed the Sign Ordinance should be a separate ordinance to avoid public hearing on changes to the Zoning Ordinance. #5 REVIEW THE PLANNING AND ZONING COMMISSION FEEDBACK LIST Councilman Greenwald advised the Commission the no u-turn on Main Street was still pending at state level. Council passed the wooden shingle, Crime Watch Sign, no parking on West side of Colony and FM 3009 Special Overlay. District. These items were deleted off of the Feedback List. There was discussion about the enforcement of the Crime Watch Signs and the number that are appearing in places other than those authorized. It was agreed an updated Feedback List would be attached to these minutes. #6 GENERAL DISCUSSION Councilman Greenwald advised the Commission that the next Joint Cibolo/ Schertz meeting would be held in Sc~ertz Municipal Complex Conference Room June 17,1985 at 7:00 P.M. Ty Brisgill asked about the Welcome to Schertz Sign at the Cibolo Creek and the status of electrical service and repairs. It was agreed action needs to be taken to change the Subdivision Ordinance, on curve radii, as soon as possible. Earl Hartzog advised the Commission of the next meeting on June 11, 1985. #7 ADJOURNMENT Chairman Yarling adjourned the meeting at 10:47 P.M.
