06-30-1986 PLANNING AND ZONING MINUTES The Schertz Planning and Zoning Commission convened in a special session on Monday, June 30, 1986 at 7:00~P.M. in the Municipal Complex Conference Room. Those present were as follows: PLANNING AND ZONING MEMBERS ABSENT BOB ANDREWS, VICE-CHAIRMAN THOMAS YARLING, CHAIRMAN JAMES HARDEN, SECRETARY MERt~IN WILLMAiV.. CITY STAFF TY BRISGILL DAVID ALLEP~ STEVE SIMONSON, PLANNING COORDINATOR DONALD WILSON SYLVIA TAYLOR, RECORDING SECRETARY KEN GREENWALD, COUNCILMAN #1 CALL TO ORDER Vice-Chairman Andrews called the meeting to order at 7:00 P.M. - #2 CITIZENS' INPUT OTHER THAN AGENDA ITEMS There was none. - #3 CONSIDER AND TAKE APPROPRIATE ACTION: Reaves Engineering - Replatting of Lot in Scenic Hills Community Phase I There was no one present to represent Reaves Engineering. Vice-Chairman Andrews stated this item had been tabled at the last meeting (June 24, 1986) so further information could be gathered. Mr. Andrews added that no house or.utilities are located on the present lots. Mr.-Allen inquired to the location of the power lines. Mr. Simonson stated the power lines were located in the back of the lots. Mr. Allen also inquired to the location of lot 55. Mr. Andrews stated lot 55 was the sewer easement as shown on the plat. Mr. Andrews asked'if the request was a vacatting and replatting request. Mr. Simonson replied it was. Mr. Willman made a motion to vacate and replat lots 43 and 44 to lot 56 in Scenic Hills Subdivision. Mr. Brisgill seconded the motion and the vote was unanimously in favor. Motion carried. Mr. Allen asked who owned the property behind lots 1 through 5. Mr. Simonson stated the property was owned by the Scenic Hills Developers. Mr. Allen asked Councilman Greenwald if. the Council had•any plans to annex Scenic Hills, and if they did who would be responsible for the easement. Councilman Greenwald responded the Council had no plans to~annex Scenic Hi11s and if they did the developers would be responsible for the easement-: #4 CONSIDER AND RECOMMENATION Zoning Ordinance Mr. Allen made a motion to table this item until the meeting of July 22, 1986. Mr. Willman seconded. the motion and the vote was unanimously in favor. _ Motion_ carried. #5 GENERAL DISCUSSION: Mr. Allen wished to inform the Vice-Chairman and Commission. he :would be .out of town, for .two weeks, starting July 14, 1986. Mr. Harden inquired as to the signs out on FM 3009. Mr. Wilson inquired as to the results of the gentleman, out on FM 3009, who was advertising the sell of his lot. Mr. Andrews stated the gentleman had changed the location of his sign. Mr. Greenwald reminded the Commission of the 4th of July picnic. Mr. Simonson stated there was a possibility that Robert Sult would be coming to City Counci 1 Mr. Simonson wrote to Dobie Heights concerning thei r recourse, i f they wish to appeal P&Z's denial of .a vari ance. Dobie Heights Farm now has electricity and will probably. have sewer services very soon; they do not have water. Mr. Andrews stated he would have to pay $107.70 to have the windshield of his car fixed due to damage received on FM 78,E between the .Car Wash and Beck's Concrete. Mr. Andrews asked if anything was being done to eliminate the problem of gravel on .the roads. - Mr.. Greenwald stated the State had relaxed their policies regarding covering - gravel trucks. The police department has been asked to patrol FM 78 in the morning and early evening. Mr. Beck has been known to have employees sweep the street by`hand. Mr. Andrews stated he had asked John E. Bierschwale, Supervisor of Water and Waste Water, about the condition of the sewer lines on Oak Street. Mr. Bierschwale had stated there was a dip in the sewer lines. To .date no-thing has been done to solve this problem. Mr. Greenwald stated the problem also existed in the Park sewerlines. Mr. Willman added the problem starts at .Pecan. Mr. Andrews added the lines from Pecan., Maple an d, Aviation take a 3 inch dip. Next regul ar meeting July 8, 1986..E #6 ADJOURNMENT Vice-Chairman Andrews adjourned the meeting at 7:15 P.M. 2
