01-28-1986 4 8 PLANNING AND ZONING MINUTES The Schertz Planning and Zoning Commission convened in a regular session on Tuesday, January 28, 1986 at 7:00 P.M. in the Municipal Complex Conference Room. Members present were as follows: PLANNIP~G AND ZONING COMMISSION MEMBERS ABSENT THOMAS YARLING, CHAIRMAN BOB ANDREWS, VICE-CHAIRMAN JAMES HARDEN, SECRETARY DONALD WILSON MERWIN WILLMAN TY BRISGILL CITY STAFF DAVID ALLEN KEN GREENWALD, COUNCILMAN STEVE SIMONSON, PLANNING COORDINATOR NORMA ALTHOUSE, RECORDING SECRETARY #1 CALL TO ORDER Chairman Yarling called the meeting to order at 7:00 P.M. #2 APPROVAL OF MINUTES: Regular Session January 14, 1986 David Allen made a motion to approve the minutes for the regular session on January 14, 1986. Ty Brisgill seconded the motion and the vote was unanimous in favor. #3 CITIZENS' INPUT OTHER THAN AGENDA ITEMS There was none. #4 ZONING ORDINANCE The Commission reviewed Articles XXI through XXIV and made their suggested changes. Merwin Willman commented on the Schedule of Uses for the Zoning Ordinance noting that some items need to be eliminated and some items added. There was a brief discussion on this and Merwin Willman also commented that a business not listed falls under unscheduled list of use and must be approved through Planning and Zoning. #5 GENERAL DISCUSSION Steve Simonson said he had sent a letter to Fort Collins requesting a copy of the Land Development Guidance System as he was requested to do at the last meeting. Mr. Simonson reported he had received a reply saying they would send a copy for a fee of $15.00. Steve Simonson also informed the Commission there is a joint public hearing scheduled for February 18, 1986. Ken Greenwald said he had misinformed the Commission about the date that the Sign Ordinance would be reviewed at the Council Workshop. Mr. Greenwald said it was not reviewed at the January 15, 1986 workshop, but rather would be reviewed at the workshop scheduled for January 29, 1986. Ken Greenwald reminded the Commission members of the Library and Humane Society Dance and Auction to be held at the Community Center on February 15, 1986. Mr. Greenwald said the tickets are priced at $3.00 each and urged everyone to parti- cipate. Ty Brisgill asked if Ur.it 2C in Woodland Oaks had been accepted yet. Steve Simonson said that to the best of his knowledge it had not. Ty Brisgill reported that at the location of a two-story home on Dimrock there are two sections of sidewalk .that are not joined together, but have a grass strip between them. David Allen asked if the Schertz-Cibolo Joint Commission was going to meet again. Ken Greenwald replied yes but had no definite date. David Allen asked if the Animal Shelter was open only during the day. Mr. Allen said there is a pack of dogs running at night and they are a nuisance. Ken Greenwald suggested he pick up a trap from the Animal Shelter so the animal can be caught and the owner cited. David Allen also said he wanted to thank whoever was responsible for seeing that the garbage at the Val Verde Apartments dumpsters-was no longer being picked up at 4:30 A.M. Chairman Yarling asked if a variance was given on the water line at the Stop-N-Go on IH 35. Steve Simonson said it was a decision made by the Water and Waste Water Superintendent, John Bierschwale. Chairman Yarling also asked when they will be starting construction on the Stop-N-Go. Steve Simonson said as soon as possible. Steve Simonson informed the Commission that N.C.S. is working with the City on the setback requirements in the Overlay Ordinance. Ken Greenwald commented that Steve Simonson had given a nice video presentation of the improvements made at the Old Reidel Trailer Park, now owned by Leon Parker, at the Council Workshop on January 15, 1986. James Harden akked what CDR is going to do .with the big pile of dirt in the middle of the ditch. Steve Simonson remarked that the engineering firm {pF.~) that CDR was dealing with is now defunct, but as soon as some monetary arrangements are completed, the dirt should be leveled out and/or removed. There was a brief discussion on some of the drainage problems in Schertz. Ty Brisgill asked if there was any talk of a drainage plan for the City. Ken Greenwald replied that if anybody has $100,000.00 we can get one. Steve Simonson commented that an estimate for fixing drainage all the way down to Dietz Creek was 2.5 million dollars. Ken Greenwald remarked that as property is developed, we should request the developers to fix the drainage. Merwin Willman suggested we might want to rezone Oak Run to R-2. The next regularly scheduled meeting is February 11, 1986. There is a joint public hearing scheduled for February 18, 1986. #6 ADJOURNMENT Chairman Yarling adjourned the meeting at 9:05 P.M. Z
