11-26-1991 PLANNING AND ZONING MINUTES
The Schertz Planning .and Zoning Commission convened in a regular
session on Tuesday, November 26, 1991 at 7:00 P.M. in the
Municipal Complex Conference Room, 1400 Schertz Parkway. Those.
present were as follows:

#1 CALL TO ORDER
Chairman Andrews called the meeting to order at 7:0U,P.M.
#2 APPROVAL OF MINUTES: Public Hearing and Regular Session
November 12, 1991
Jim Shriver asked that on Page 4, Paragraph 5, "Shriver's CPA
Service" be corrected to read "Shriver's Tax Service."
Gary Bricken made a motion to approve the minutes, as amended,
for the public hearing and regular session November 12, 1991.
Merwin Willman seconded the motion and the vote was unanimous in
favor. Motion carried.
#3 CITIZENS' INPUT OTHER THAN AGENDA ITEMS

There was none.
#4 CONSIDER AND MAKE RECOMMENDATION: Request From the
Schertz-Cibolo-Universal City Independent
School District for the Rezoning of 11.281
Acres of Land from Neighborhood Services
tNS) to Public Use District. Land is
located between the Nialish Administration
Building and the Sycamore Creek Apartments.
Hal Balclw.in and Herb Rehman of thE~ SCUCISD were at the meeting to
represent: th:i.s request.

Chairman Andrews reminded the Commission the application from the
school district is in their packages and Hal Baldwin distributed
further information to the Commission including a letter"from Dr.'"
Byron Steele, Superintendent, requesting the zoning change, an
information sheet concerning the land purchase, a map, a survey
of the tract of land, and the field notes.
Steve Simonson commented this request for a change in zoning will
require a public hearing because it involves an amendment to the
Zoning Ordinance.
Gary Bricken, remarking on the fact the Commission-has forwarded
several other items to City Council which .require .:public
hearings, asked if these could all be taken care of at the same
time.
Chairman Andrews replied by saying that because ~f the necessity
to expedite the request from the school district a5 coon as
possible, there is not enough time to publish the other items in
the newspaper. The school district needs to close the deal-with
the Broadway Bank by December 20th, so a joint public hearing- -
with City Council and with the Planning and Zoning Commission is
being scheduled for December 17th. -
Jim Shriver asked if this property- runs up to the current school
district property and Hal Baldc•~in replied it's behind it.
Hal Baldwin then introduceu Herb Rehman to the Commission, saying
he was filling in tonight for Dr. Steele. Mr. Rehman briefed
the Commission on the reasons the school district needs to
purchase the tract of land. Those reasons are as follows:
(1) Growth
The number of students enrolled in the school district has
increased by 1,000 over the past several years.
The parking area for the district bus fleet is at capacity. The
addition of new buses every year makes parking space critical..
Additional parking is necessary at the Central Office to
accommodate both employees and visitors.
The district needs to expand its warehouse facilities to provide
adequate storage of supplies, materials and equipment. Also, the
maintenance shop is mLich too small for the types of building
repair provided by the maintenance crew.

Safety.
The gas fueling station creates a'dangerous situation because it
is ':~cated under the GVEC high voltage transmission lines.

The entrance/exit to the bus facility is hazardous because of the
slope at the point it enters Elbel road. An additional
entrance/exit would reduce the danger.
There is a requirement to build a separate facility for storage
of chemicals and painting materials.
(3> Savings
Central location of the bus fleet is a direct savings in fuel,
maintenance and manhours. A central kitchen relocated from the
high school to the new property would maintair. whatever -savings
result from the facility being .centralized in the district.
Mr. Rehman informed the Commission they have beer. working on
- this for two years because the growth experienced in the school
district dictates that the only feasible thing to do is acquire
more land.
George Vick indicated it is his understanding the school district
has net purchased the Iand yet. Hal Baldwin said that's correct-.,
the purchase of the land is contingent on the zoning change being
approved.
Bobbie Vonada asked if the rew location for the gas tanks would
abut Sycamc-~r° Creek and if that wouldn`t be dsnyerous next o
housing.
Hal Baldwin assured Mr Vonada the gas tanks would be located
on the school`s existing property, just moved-away from under he-
GVEC high voltage transmission lines.
Merwin Willman expressed.concer.n.about,complications that could
arise because the school district doesn`t own the property_ y.et.
Mr. Willman indicated complications have arisen in the past"`: in
similar situations.
Chairman Andrews felt any problems could be worked out.
Mr. Andrews then informed the Commission it is the real estate
office he works for that is handling the deal, so he will have to
abstain from voting on this request.
George Vick made a motion to favorably recommend to City Council,
pending t_he current property owner's approval, the request from
the Schertz-Cibolo-Univtirsal City ISD for the rezoning of 11.231
acres cf land from Neighborhood Services (NS? to Public Use
District. The land is located on Elbel Road between the Malish
~dmin_istrat:ion Building and the Sycamore Creek Apartments.

AYES: J. Shriver, M. Willman, G. Vick, G. Bricken, B. Vonada
NAYS: None
ABSTENTIONS: B. Andrews
Motion carried.
#5 CONSIDER AND TAKE APPROPRIATE ACTION: Cancellation of Meeting
Scheduled for December 24,:.1991
George Vick made a motion to cancel the regular meeting scheduled
for December 24, 1991. Merwin Willman seconded the motion and
the vote was unanimous in favor. Motion carried.
#6 GENERAL DISCUSSION
George Vick•
(a) Related that when delivering Thanksgiving baskets today,, he
noticed mobile home parks behind both the Smoke Pit and Kountry
Kitchen. Are these all one or are there two mobile home parks?
Steve Simonson replied there a.re two - the one behind the Smoke
tit is the Smoke Pit's mobile h:~me park and the one behind
Kountry Kitchen is Riedel`s.
Mr. Vick then commented that to the back of the Riedel property
are some old gutted mobile homes. Can the City do anythir_a about
them? V
Steve Simonson replied they are on private property and nothing
can be done about them unless the City gets complaints.
Merwin Willman:
fa) Asked if there's a suspense file on letters and
recommendations sent from the Commission to City Council _and
stated someone on the Commission should be in charge of such a
file. Mr. Willman commented there are some things the
Commission has forwarded to City Council which have not received
a reply.
Norma Althouse acknowledged she has a file containing all
recommendations and letters sent forward to City Council from the
Commission.
This px•ompted a brief discussion about items which should be
posted on the project. board.
Chairman Andrews asked if recommendations to City .Council can be
posted and Steve Simonson replied yes they can.
Mr. Willman noted that should be the fob of the Secretary.

Steve Simonson advised they will research the files for items
whir_h have not received a reply and let the Commission know the
results.
(b) Inquired if "The Gardens" subdivision has been issued a
Certificate of Occupancy. Steve Simonson said he would check on
~ it .
h1r. I:Tillman mentioned that when the Commission talked with C.P.
Vaughan about "The Gardens", he thought there was supposed to be
a-fence along the Schertz Parkway side, but the way the house. is
located there is no room for a fence.
Chairman Andrews remarked he had stressed that point at the time
because he didn't feel, according to the plat, there was room for

Jim_ Shriver added that he was under the impression you would see
a brick house without any windows facing Schertz Parkway.
Merwin 6Villman asked if there had been any progress on moving the
telephone pedestal and Steve Simonson replied they were working
on it today.
~ ~,s far as i.he fence is concerned, Steve Simonson related there is
notring on the plat to hold Mr. Vaughan responsible for putting
cne up. Mr. Simonson alsc told the Commission he had: advised
C.P. Vaughan to put some kind. of fence on the corner, but he
refused.
Mr. Willman brought up another point about "The Gardens." it is
zoned R-5A, zero lot line, and the house is in the middle of the
lot, not on the zero lot line. Mr. Willman went on to say he.`s
working on a checklist for the Commission to use in reviewing
plats.
Chairman Andrews explained that a plat is supposed to be staffed
before it comes to the Commission and suggested that, in the
future, if a plat is not staffed it be tabled until it is.
Jima Shriver asked if it's possible to put a fence line on a plat
and Steve Simonson said the wording could be put on the plat.
Councilperson P~:en Greenwald:

I (a) Commented on the article in tl~e Herald Newspaper about an RV
t>,~rk in Schertz. Does Odo Ra_edel have an RV Park'

Steve Simonson replied that Mr. Riedel thinks he does. Mr.
Simonson continued further saying he had told Mr. Riedel what
he had to do to bring the RV Park into compliance with required
standards and told the Commission if he is using an area he was
told not to use, the City will take action.
Steve Simonson listed three problems that exist in the RV park..
area: (1) the sewer pumping station is in the floodplain; (2)
the manholes are not sealed manholes, and; (3) that area is
illegally built (the approved plat is on file at the County.
Courthouse).
Speaking of signed documents such as plats and deeds, -Gary
Bricken said he had noticed that sometime deedti are written in a
different county than where the property is located and Steve
- Simonson advised that is a common practice in this area.

Chairman Andrews adjourned the meeting at 7:40 P.M.
The next regularly scheduled meeting is December 10, 1991.
A joint public hearing is scheduled for December 17, 1991.
