The Schertz Planning and Zoning Commission convened in a
regular session on Tuesday, July 23, 1991 at 7:00 P.M. in the
Municipal Complex Conference Room, 1400 Schertz Parkway.
Those present were as follows:

#1 CALL TO ORDER
Chairman Andrew3 called the meeting to order at 7:00 P.M.
Chairman Andrews welcomed Norma Althouse back from vacation.
Mr. Andrews then read a letter of resignation from Harry
Bauman effective immediately. Mr. Bauman said they have
sold their house and will be moving out of the area. Mr.
Bauman also thanked everyone for their help and said it had
been a pleasure working with them.
George Vick asked how many applications we have on hand and
Steve Simonson replied two - one old and one current.
Steve Simonson inquired from the Commission if they wanted him
to go ahead and advertise the opening in the Newsletter and
the Commission said yes.
George Vick then asked if the opening couldn't also be
advertised in the Herald newspaper and Councilperson Ken
Greenwald said he thought probably something could be put in
the Community Calendar.
#2 CITIZENS' INPUT OTHER THAN AGENDA ITEMS
There was none.
Chairman Andrews informed the Commission Merwin Willman had
talked to him about this Ordinance and thought at first there
would be only a few changes necessary. However, it appears it
will be more involved than just a few changes, so Mr. Willman
would like to table this item until he is clear about all the
facts and information on manufactured homes.
Chairman Andrews then asked the Commission if they had
reviewed the Mobile Home Ordinance and if they feel they need
to go into depth as far as making changes to it.
Gary Bricken asked if the Mobile Home Ordinance is needed in
the first place and then questioned several items in the
ordinance as listed below.
(1) Under Section III, Definitions, Mr. Bricken questioned
the need for a definition of a Modular home. Chairman Andrews
explained he thinks it is just for the purpose of providing a
definition.
(2) Under Section X, Mobile Homes on Individual Lots,
Paragraph C. which reads "No person shall park or occupy any
mobile home outside an approved Mobile Home Park or Mobile
Home Subdivision ", Mr. Bricken wanted to know if the
intention was to say you can't put a mobile home on private
property even though it meets HUD standards.
Chairman Andrews answered by saying yes, that was the
intention at the time this Ordinance was written.

the Tax Assessor was required to have certain information
provided to him /her each year about the mobile home park.
There was a brief discussion on mobile homes of today versus
those of 25 -30 years ago, about the inspection process for
mobile homes, about locating manufactured homes in a current
housing subdivision zoned residential, and about the
aesthetics of manufactured homes.

Merwin Willman made a motion to table review of the Mobile
Home Ordinance until the facts and information on manufactured
homes are clarified. Keith Van Dine seconded the motion and
the vote was unanimous in favor. Motion carried.
$4 CONSIDER AND MAKE RECOMMENDATION: Tour and Goals Planning
The Commission had received in their packages a memo from Mr..
Sweatt listing the 21 goals for the City of Schertz which were
compiled at the meeting following the tour on July 6th. The
goals had been expanded upon to provide additional clarity and

to their priority.

Chairman Andrews reminded the Commissioners there will be
another meeting on August 10th.
Steve Simonson remarked it appears that meeting will be at the
library and told the Commissioners they will be sent a revised
copy of the goals before the August 10th meeting.
Jim Shriver made a motion to approve putting the goals
together, in order of their priority, and having them ready
for the next meeting.
Merwin Willman seconded the motion and the vote was as
follows:
AYES: B. Andrews, J. Shriver, K. Van Dine, M. Willman,
G. Vick
NAYS: None
ABSTENTIONS: G. Bricken
Motion carried.
#5 CONSIDER AND MAKE RECOMMENDATION: Updating of
Comprehensive Plan
Chairman Andrews recommended tabling this item until the next
meeting because Steve Simonson has a lot information to

compile and make copies of for the Commission, but Norma
Althouse has been on vacation, so a little more time is needed
to accomplish the task.
Merwin Willman made a motion to table further discussion on
the updating of the Comprehensive Plan until the next
regularly- scheduled meeting. Keith Van Dine seconded the
motion and the vote was unanimous in favor. Motion carried.
Steve Simonson did distribute to the Commission some
preliminary informat-'on on demographics compiled by Victoria
Ellis. Mr. Simonson commented this is a rough breakdown of
the 1990 and 1980 census information. Ms. Ellis is still
working on 1970 and 1960. Mr. Simonson went on to say she
has done this in three weeks and he commended her on her work.
Mr. Simonson informed the Commission that Victoria Ellis will
be at the next meeting.
Chairman Andrews advised the Commission to review this
demographic information and probably Ms. Ellis can answer any
questions they may have at the next meeting.
#6 GENERAL BUSINESS
George Vick:
(a) Referred to the article in the Herald Newspaper which said
"Chance Discovery Uncovers Waste Dump" and reminded the
Commission he had mentioned this very waste dump several
months ago. Councilperson Ken Greenwald emphasized that the
Air Force has been working on this project for at least a year
and a half.
Jim Shriver:
(a) Mentioned that about a year ago the Commission had
discussed the fact that Beck Concrete should be annexed at no
cost to the City. Why hasn't it been done and aren't we
losing sales tali? Steve Simonson responded with a yes to both
questions. Mr. Shriver commented, that in his opinion, the
City should go ahead and annex the property.
Chairman Andrews announced this item needs to be on the agenda
so the Commission can make a formal recommendation to City
Council.
Merwin Willman:
(a) Asked if the Commission's 91 -92 budget had ever been
finalized. Steve Simonson replied it has been submitted.
(2) Questioned if the FuelAmerica truckstop project is dead.
Steve Simonson answered, that as far as he knows, it is.

(3) Wanted to know if another taxing entity could come into
the City without obtaining a permit from the City. This
question was in reference to the plan for a County Education
District (CED).
(4) Asked if the SCUC ISD had permits for the parking lot at
Corbett Junior High. Mr. wiliman said it looks like the
drainage off the parking lot will cause problems. Steve
Simonson said he will check into it.
Mr. Willman continued on saying the school has three curb
cuts there now and it looks like they've violated a lot of our
ordinances - we need to crack down on them.
Councilperson Greenwald:
(a) Related that Councilperson Hal Baldwin mentioned he had
seen a talk given at an APA meeting in San Antonio and had
made a tape of it. Mr. Baldwin was going to give the tape to
Kerry Sweatt.
Mr. Greenwald reported that what he had seen of the talk was
very interesting and he will try to make at least one copy of
Hal Baldwin's tape.
Gary Bricken interjected that the talk was very fascinating in
that they found that what people really want is a sense of
community, not just a house in the suburbs. Mr. Bricken
continued on saying there are some developments in Kansas
being built as cities, not just housing subdivisions.
#7 ADJOURNMENT
Chairman Andrews adjourned the meeting at 8:50 P.M.
The next regularly scheduled meeting is August 13, 1991.
