05-12-1992 PLANNING AND ZONING MINUTES
The Schertz Planning and Zoning Commission convened in a regular
session on Tuesday, May 12, 1992 at 7:00 P.M. in the Municipal
Complex Conference Room, 1400 Schertz Parkway. Those present
were as follows:

#1 CALL TO ORDER
Chairman Andrews called the meeting to order at 7:.00 P.M.
#2 APPROVAL OF MINUTES: Regular Session April 28, 1992
George Vick made a motion to approve the minutes for the regular
session April 28,.1992. Leonard Zych seconded the motion and the
vote was unanimous in favor. Motion carried.
#3 CITIZENS' INPUT OTHER Z'~iAN AGENDA ITEMS
There was none.
#4 CONSIDER AND MARE RECOMMENDATION: Updating of Comprehensive..
Plan
George Vick suggested someone bring in their book the way it's
supposed to be set up so all the Commissioners can organize
theirs in a similar fashion.
Steve Simonson offered help to anyone who has the time to stop
by his office.
Chairman Andrews commented that most of the plan is completed
now, it just needs to be submitted to City Council.
Merwin Willman remarked they still need maps and completion of
the section on future plans and projects.
There was discussion regarding the appendices and Steve Simonson
informed the Commission they should .have 6 through 9 - the other
five are maps.
Steve Simonson stated, speaking of maps, that he had received
word from FEMA that the existing preliminary map (the new
floodplain map) had been approved and will become effective as is
on September 1, 1992.
Mr. Simonson further commented the Commission should be aware
that the various Visions Committees are submitting their reports
and these will need to be incorporated into the Comprehensive
Plan.
Chairman Andrews indicated. he feels the best thing for the
Commissioners to do is come in individually and work with either
Steve Simonson or Norma Althouse in putting their books in the
correct order.
Chairman Andrews also recommended reviewing the items in the
Comprehensive Plan block by block as they have done in the past
with other documents. That method seems to have worked out the
best. Mr. Andrews' suggestion was to cover items 1,2,3 and 4,
as listed on the Table of Contents, at the next meeting. The
Commission agreed.
#5 GENERAL DISCUSSION
George Vick•
(a) Asked Steve Simonson if he had heard about anything new going
in on FM 1518 North (not in our City limits) where they're.
clearing some land. Mr. Simonson replied he did not know of
anything.
Keith Van Dine•
(b) Related that the people in the Schirmerville area are glad to
see the City working on the roads.
Steve Simonson informed Mr. Van Dine the City is putting in
Pfeil Road again for a CDBG (Community Development Block Grant).
Councilperson Ken Greenwald reminded the Commissioners of the
meeting on the CDBG this Thursday evening at 7:00 P.M. at
Converse City Hall.. Mr. Greenwald emphasized they need as many
bodies there as possible.
Leonard Zych:
(a) Asked if there's any update on Savannah Square as far as real
estate is concerned.
Chairman Andrews answered that rumor has it Rayco will not be
building until the lawsuit on the drainage is settled.

Mr. Zych then asked if there's any update on those homes. which
had been started and then abandoned. Chairman Andrews replied
no, there is none at this time.
Merwin Willman:
(a) Mentioned that at the Shade Tree Mechanic location along
IH-35 there used to be No Parking signs. What happened to them?
Steve Simonson reported the State had taken them down and will
put them back when construction is completed.
(b) Questioned the status of the home occupation survey sent out
by the Inspection Department.
Steve Simonson acknowledged that only eight (8) replies had been
received. Mr. Simonson indicated he will have~a report for the
Commission by the next meeting.
Mr. Willman indicated the results of the survey could provide a
basis to start reviewing the procedures for permitting. a home
occupation.
(c) Pointed out that Planning and Zoning's public hearing on all
the recommended zoning changes sent forward to City Council is
scheduled for the Commission's next meeting on May 26th.
Steve Simonson:
(a) Advised the Commission they will be dea-ling with the Goofy
Golf sign at Oak Street and FM 1518. City Council has thrown the
task back to Planning and Zoning. The new owners of Goofy Golf
wish to work with the City, but want the sign to remain.
Mr. Simonson said he had informed the owners the sign - is.:.a
. non-conforming sign and they indicated they would come back in a
couple of weeks with a plan.
(b) Related that the future of building new roads is moving out
of the control of the State Highway Department and into the
control of the Metropolitan Planning Organization (MPO). This
organization is a planning agency comprised of regional metrocom
cities all vying to have their wishes fulfilled.
Mr. Simonson commented Schertz has informed the organization of
what's already under contract. Schertz is also adding the
following roads to the list for the MPO's future consideration:
1) Continued extension of Doerr Lane all the way out to FM 2252
2) Schertz Parkway from IH-35 to extension of Lookout Road
3) Woodland Oaks Drive extending to Green Valley Road
4) Lower Seguin Road from FM 1518 to Cibolo Creek widened
5) Schertz Parkway from E. Live Oak Road to IH-35 widened
6) Lower Seguin Road from Cibolo Creek to FM 78 east (making a
giant loop and way to bypass RAFB)

7) FM 3009 - FM 78 to Lower Seguin Road
8) Woodland Oaks Drive from Cotton King to FM 1518
9) Ware-Seguin from Loop 1604 to FM 1518 widened and improved
10} Schertz Parkway from Lookout Road to FM 2252
11) Schertz Parkway from 78 to connect with FM 1518
These would be designated in a time frame through the year 2002.
Mr. Simonson informed the Commission every single city has a
representative except for the cities in the Randolph region and
they have one representative, namely Tom Weaver.
(c) Asked if the Commission had noticed it was posted on the
bulletin board that 60-80~ of the Comprehensive Plan is complete.
Chairman Andrews:
(a) Related that Bobbie Vonada has a serious illness in her
family and may not be here for several .meetings.
(b) Told Steve Simonson he may want to alert the Inspection
Department to the fact that, due to hail damage, there will be
lots of new roofs in the area.
Merwin Willman commented he had another question and then asked
if anyone feels the Commission should get more involved with the
San Antonio Chapter of the APA by attending more meetings .and
letting them know we are there. Mr. Willman said there may be
some professionals there whose brains we can pick.
George Vick, noting the work on the drainage ditch at the Gardens
Subdivision, said he thought they were supposed to change: it.
Steve Simonson indicated they had made a slight change in it.
Mr. Simonson then went on to say there is still work to be done
under about 800` of Schertz Parkway.
#6 ADJOURNMENT
Chairman Andrews adjourned the meeting at 7:35 P.M.
The next meeting is a public hearing scheduled for May 26, 1992.
