06-14-1994 PLANNING AND ZONING MINUTES
The Schertz Planning and Zoning Commission convened in regular
session on Tuesday, June 14, 1994 at 7:00 p.m. in the
Municipal Complex Conference Room, 1400 Schertz Parkway,
Schertz, Texas. Those present were as follows:

#1 CALL TO ORDER
Chairman Andrews called the meeting to order at 7:00 p.m.
#2 APPROVAL OF MINUTES: Regular Session May 24, 1994
Merwin Willman made a motion to approve the minutes for the
regular session May 24, 1994. Pia Jarman seconded the motion
and the vote was unanimous in favor. Motion carried.
#3 CITIZENS' INPUT OTHER THAN AGENDA ITEMS
Dianna Tellerig inquired who the developer is going to be in
. Greenshire and Chairman Andrews acknowledged that because the
Commission hasn't received the final plats for alI of the units
in Greenshire, they are unable to answer that question.
Ms. Tellerig then asked how they, as residents of Greenshire,
will know when the Commission receives the final plats so they
have .some input and Chairman Andrews told Ms. Tellerig they
can attend each meeting to find out what is discussed. David
Richmond suggested they check the agenda which is posted on the
Friday before each meeting and. that way they will know if a
plat for Greenshire is scheduled for discussion.
#4 CONSIDER AND MARE RECOI~II~IENDATION: Request from Everardo
and Sylvia Guzman for a Specific Use Permit -
Allowing Them to Place a Double Wide Mobile _
Home, for Temporary Living Purposes, on
- Beck Street -
Sylvia Guzman was at the meeting to represent this request.
Chairman Andrews questioned: how long temporary is and Mrs.
Guzman answered two to three years. She feels it will take
that long before they can build their permanent residence..
Mervin Willman remarked that a double wide (manufactured home)
seems more permanent than temporary. Mr. Willman also
commented the zoning for Beck Street is General business and he
is reluctant to approve any residence, temporary or permanent.
The current residences on Beck Street were already there prior
to the zoning for this area.
Pia Jarman asked Mrs. Guzman how much of the property behind
Ambush Pest Control they own. Mrs. Guzman explained the
property is L shaped and goes from in front of Wheels & Deals
(their new business) to the back of Ambush Pest Control and to
Beck Street as shown on the drawing.
Councilman Greenwald, referring to the placement of the
manufactured home, asked how they get the manufactured home out
once the permanent residence is built. Mrs. Guzman admitted
the drawing was done in haste and the manufactured home was put
in the wrong place. The manufactured home will be located more
toward Beck Street and the new residence will be towards the
back of the property away from the tracks.
Mervin Willman questioned why they want to place a residence on
the property instead of renting in the area. Mrs. Guzman
replied they want to be living in Schertz before having to
renew their current lease in San Antonio and the payments on
the manufactured home are less than rent in the area.
Regarding a motion on this request, Chairman Andrews stressed
the real question is does the Commission wish to recommend a
public hearing be scheduled for consideration of allowing a
residence to be placed on the Beck Street side of the property.
Mervin Willman recommended the request be disapproved based on
the fact the zoning for the property is General Business not
Residential.
Keith Van Dine asked if this same process (Specific Use Permit
request) has to be followed for both a temporary and a
permanent residence and was told by Chairman Andrews it does.
Mervin .Willman made a motion to disapprove the request from
Everardo and Sylvia Guzman for a Specific Use Permit allowing
-them to place a double wide mobile home, for temporary living
purposes, on Beck Street; because of the General Business
zoning. Mr. Willman added he also disapproves of a permanent
_ ~ residence fore the same reason. David Richmond seconded the
motion and the vote was as follows:

ABSTENTIONS: K. Van Dine
Motion carried.
#5 CONSIDER AND MAKE RECOMMENDATION: Request from Christie
Olde for a Rear Yard Setback Special
Exception to the Zoning Ordinance Allowing
Her to Cover Her Patio
Christie Olde was at the meeting to represent this request.
Chairman Andrews asked for Staff input and Steve Simonson
informed the Commission Christie Olde is requesting the
variance for her residence at 3841 Habersham. The rear yard
setback is 20 feet and the survey for the plat showing a 15
foot rear yard setback is wrong. The request is for a 9 foot
variance.
Christie Olde advised the Commission they want to cover their
existing 12' x 20' patio with a cover that will conform to the
design of the house and will provide shade to the area.
...Tony Moreno made a motion to recommend approval to the Board of
Adjustment of the request from Christie Olde for a 9' rear yard
setback Special Exception to the Zoning Ordinance allowing her
to cover her patio. Included in the motion was a request that
the Board of Adjustment schedule a public hearing on this
matter. Pia Jarman seconded the motion and the vote was
unanimous in favor. Motion carried.
#6 GENERAL DISCUSSION
David Richmond:
• (a) Referencing the fact Rayco has bought more property in the
City, expressed serious reservations about the lot sizes that
may be requested.
Mervin Willman emphasized that 55' lots will not be considered
with Pia Jarman adding that she feels 55' lots are too small
and place homes too close together.
Chairman Andrews pointed out the density of the area needs to
be considered when. determining lot sizes. The Commission also
needs to stick to its guns by requiring utility easements be
placed in front of the lots instead of in the rear yard..
(b) Mentioned the widening of~FM 3009 and said it looks like
- - the workers just quit and left: Steve Simonson explained that
until a solution is found to;all the problems the Highway ,
Department has endured along the Greenfield Village area, -
construction of FM 3009 cannot be completed.

(c) Asked if there's any word from HEB. Steve Simonson related
Schertz did not make it onto their 1994 building schedule, but
they are hoping to get on the building schedule for 1995.
(d) Questioned if parking on-the islands in Greenshire Oaks is
permitted and was informed that" falls under the parking
ordinance.
Keith Van Dine•
(a) Commented that .considering the time and effort the
Commission has put into zoning Schertz Parkway, they should
hold to that zoning and not allow changes.
(b) Remarked it looks like someone is building an addition onto
a mobile home on Ware-Seguin Road.
(c) Stated the roads in the Schirmerville area. are finally
being repaired.
Pia Jarman•
Brought up environmental concerns about the trees and the
terrain of the area when new development comes in. These
things need to be considered when the developer provides plans.
Mrs. Jarman said; along this line, she had read an article
about the licensing of city planners.
Chairman Andrews noted there are city planners that are
licensed, but it is not a requirement. Steve Simonson
indicated he is not licensed, but he has attended courses and
seminars for city planners. Mr. Simonson also added the
Planning and Zoning Commission is composed of volunteers, so
the licensing does not apply.
. Merwin Willman•
(a) Asked if everyone had an opportunity to read-the article in
the Planning Magazine regarding an excerpt from the book "Rural
by Design" and if they are interested in purchasing the -book.
The Commissioners agreed it would be a good idea to have that
book for reference.
Steve Simonson:
Reminded .everyone of the Texas APA Conference which will be
held in El Paso. this year October 5, 6 and 7. He needs a
decision -from the Commissioners as soon:. as possible about
whether or not they .plan to attend.
Councilman Ken Greenwald:
(a) Advised. he had attended a meeting of the Canyon Regional
Water Authority and the plant should be up and running in July.

(b) Noted the Schertz 4th of July Jubilee will be a three day
celebration this year.

Chairman Andrews adjourned the meeting at 8:10 p.m.
The next regularly scheduled meeting is June 28, 1994.
