TSAC 10-01-2009 TRANSPORTATION SAFETY ADVISORY COMMISSION MINUTES ~ October 1, 2009 The Transportation Safety Advisory Commission (TSAC) convened on October 1, 2009 at 5:30 pm in the Council Chamber Conference Room, Building # 4, 1400 Schertz Parkway, Schertz, Texas 78154. CALL TO ORDER AT 5:30 P.M. Members present: Members not present: Andy Bores -Chairman Mary Spence Vice Chairwoman Kevin Bean -High School Liaison Ronald White Tracy Bean Sam Willoughby, P W Director Bill Bowers Doreen Bowers Larry Dublin, City Engineer Stephen Bish Larry Franklin Michael Goos -Alternate Member Max Hernandez ( David Scagliola -Council Member Steve Starr, Police Chief HEARING OF RESIDENTS Chairman Bores recognized the following: No residents to be heard. 1. Minutes -Consideration and/or action regarding the approval of the minutes of October 1, 2009. Motion to accept October 1, 2009 minutes by Max Hernandez and seconded by Larry Franklin. -All Ayes- 2. Forest Ridge Subdivision -Blue Forest Dr -Neighbors concerns about the speeding on Blue Forest Drive coming onto Wiederstein Road. A HOA representative wasn't present at meeting; item placed on next month TSAC agenda. 3. City Council Action -Councilman Scagliola briefed Commission on actions taken at City Council meetings. • Replacing yields signs with stop signs has been approved by City Council. • Council Meeting on October 6, 2009 has been cancelled for National Night. ~ Council members will be divided into two groups and will tour the city ~ subdivisions in a two (2) hours time span starting at 6pm. d . ~ ~ Northcliffe Street construction -Commended Public Work staff of doing a good job at roping off the street and keeping the residents informed on the construction. • Schertz Fest this weekend starting Friday October 2 running through Saturday October 3, 2009. Admission is free, lots of bands .and vendor invited everyone out. • Requested TSAC welcome packet ready for new commissioner Joseph Bishop, Alternate appointed September 29, 2009 by City Council. • Recommendation for TSAC Commissioners to have City shirts for City functions, requested staff to research cost of ordering shirts. 4. City Engineer Report Larry Dublin -City Engineer to brief Commission on status on the following projects. • Rural Roads Phase #1 Project (Lower Seguin Road, Boenig, and North Greytown) construction will start in the near future. • Wiederstein Road bridge bid was turned around in 30 days. The cost will be split with the City of Schertz and Selma. • Morning Drive and Country Club Blvd construction has begun. • Attended a special Berry Creek HOA meeting September 22, 2009 in regards to using the emergency exit gate as a second exit from the subdivision. Residents voted 55 against to 20 in favor of paying expenses. Larry gave the HOA information needed to go before council with their concerns. 5. Items to be Placed on Next Agenda -Consideration and or action on questions and ~ possible items to be placed on the next agenda. (Commission Members) Forest Ridge Subdivision -Blue Forest Dr- speeding issue Doerr Lane -Speed limit increase Morning Drive -Speeding concerns Commissioners Term lengths and City shirts ADJOURNMENT: Motion made by Doreen Bowers and second by Bill Bowers -All Ayes Meeting was adjourned at 6:15 p.m. The next meeting will be on November 5, 2009 at 5:30 p.m. in the City Council Chambers Conference Room.
