10-02-19734 REGULAR SESSION OF THE CITY COUNCIL OCTOBER 2, 1973 The City Council convened in Regular Session in theCity Council Chambers on Tuesday, October 2, 1973, at 7:06 P.M. with the following members present: Mayor Robert C. Bueker, presiding; Mrs. Funk, Mrs. Koch, Mr. Schwartz, Mr. Sandifer and Mr. Koo1e. Mr. Sandifer moved the minutes of the Regular Council Session of September 18, lie accepted as presented. Mrs. Koch seconded the motion with all members voting aye. With reference to the minutes of the Special Session of Sept- ember 25, 1973, Mrs. Funk requested the second sentence of the second paragraph, page No. 2, be amended as follows: "Mrs. Funk suggested the City pay any employee overtime for work done on the drainage ditch problems, done on their offduty time, with all Council members in concurrence." Mrs. Funk moved the minutes of the Special Session of Septem- ber 25, 1973 be approved as amended. Mr. Sandifer seconded the motion with all members voting aye. Mr. Clifford Barris addressed the Council to state he was again flooded during the past week's rains. Mr. Larry Childers, 916 Colony Drive, also asked the Council when the drainage ditch in back of his house would be cleared as he is flooded every time it rains. He also wanted to call the Council's attention to a large hole (about 1 foot deep) in the street in front of his house that has been there for a very long time. Mr. Johnson, Street Superintendent, said he would have it _ repaired immediately. Mayor Bueker read Ordinance No. 73-U-19 as follows: APPROVING THE PRICE AND CONDITIONS OF THE SALE BY THE URBAN RENEWAL AGENCY OF THE CITY OF SCHERTZ OF PROPOSED PARCEL r-1"2 LOCATED WITHIN THE BUFFALO VALLEY NORTH URBAN RENEWAL PROJECT TEX. R-112, TO CARLTON JACKTON FOR THE SUM OF $5,710.00, FOR 10,275 SQUARE FEET. iRJ ~~`;~'Irs . Funk moved Ordinance No. 73-U-19 be adopted as read. Mrs . ~•~ Koch seconded the motion with all members voting aye. Mr. Schwartz moved the minutes of the Planning & Zoning Commission meeting of September 26, 1973 be approved as presented. Mrs. Koch seconded the motion with all members voting aye. ~> Mr. Schwartz moved that Mr. Clifford Harris be appointed to ^,-,-the Citizen's Advisory Committee on the recommendation of Mr. Hal ~1•with all membersnvotingeayemmzttee. Mrs. Funk seconded the motion The request of the Planning & Zoning Commmission to have Mr. Dick Chambless appointed to the Commission to replace Mr. Chuck Peifer who had resigned, was tabled until the next regular meet- ing since a written resignation from Mr. Peifer has not been received. If written notice of resignation from Mr. Peifer has not been received by the next meeting, Mr. Wise, Chairman of the Plan- ning & Zoning Com, will give Mr. Arnold a letter stating the verbal request for resignation. Mr. Gary Rose, Administrative Intern., briefed the Council on requirements of Flood Plain Insurance Program to permit Schertz ~;%:~" to become qualified. Mrs. Funk moved to proceed with step one ~~ (submission of application) of the Flood Plain Insurance Program. Mrs. Koch seconded the motion with all members voting aye. Mrs. Koch asked that the City take some action to show our cooperation with AICUZ Map and Training Mission of Randolph AFB. Mayor Bueker asked Mr. Gaddis, City Engineer, to check the driveway approaches for the Alvin Cox, Catholic Church and McCuiston properties on Live Oak Road and Aero Ave. to determine whether or not it is the City's responsibility to do the paving. Mr. Gaddis said each would have to be determined separately. Mr. Arnold advised the City has received an answer to our request for an additional 6x6 truck, stating we would be getting pickup clearance within twm or tr~re$. days. Mr. Arnold has also written follow-up letters on our request for an ambulance. Mr. Arnold explained he is now working on the bid requirements for the Retirement or Pension Plan and would like to commence withholding the percentage from the employees, with the consent of the employees, from October 1, 1973. Mr. Schwartz moved that Mr. Arnold be given permission, with the consent of the employee ~;.:~:. to withhold 2~/o beginning with the October payroll for the re- tirement plan. Mrs. Funk seconded the motion with all members voting aye. Mr. Arnold briefed the Council on the status of the sewer problem at the front of Lone Oak Subdivision. Mr. Gaddis suggested that if the problem cannot be solved without cutting the street, the City ask the firm awarded the contract for the new middle school to also do this job. Mayor Bueker briefed the Council on Mr. Richard Harris' recommendation concerning the overlapping annexations of the City of Selma. He recommended annexation by election of qualified voters in the area to be annexed, being an area one (1) mile south of the present city limits on IH35 and 1/2 mile on either side of IH 35. Mr. Arnold is to compile a list of residents in tYn.s one mile area and Mr. Gaddis was requested to proceed with the meets and bounds necessary. Mrs. Funk asked that it again be publicly announced that the Council Workshop Sessions are open to the public. Mrs. Funk also asked if there was anything in the by-laws that would preclude someone outside the Schertz city limits but .in the Schertz ETJ from serving on tine Citizens Advisory Committee. Mr. Baldwin will check on this and report back to Council. Mr. Arnold explained to the Council that two Schertz citizens had asked why FM 3009 has been named Greenfield Road. The Telephone Compnay '_,ad changed their address in the current book without prior contact with them. Mr. Wright, of Greenfield Homes, says they received a letter of permission from Guadalupe County for the name change before FM 3009 was annexed into the City. Mr. Arnold explained that the Planning & Zoning Commission will have a Public Hearing on the street name changes within the City and will then report back to the Council.
