SPECIAL SESSION OF THE CITY COUNCIL
AUGUST 13, 1974
The Schertz City Council convened in Special Session, T-:.~es-
cay, August I3, 1974 at 7:08 P.M, in the Council Chambers,
608 Live Oak Road with the following members present: Robert
C. Bueker, Mayor, presiding; Councilmembers Robert E. Schwartz,
Nell G. Funk, Bobbie L. Koch, Tom Koole and Donald J. Seeba.
Also present City Manager Denny L. Arnold, City Secretary June
Krause and Attorney for the City Richard W. Harris.
Mayor Bueker requested the Council consider the agenda items
in inverse order as Attorney Harris would not arrive until
9:00 P.M, for Item No. 1 and Mr. Boyd would not appear until
8:00 P.M. for Item No. 2.
~~3 BUDGET REVIEW: Mr. Arnold explained the preparation
of the proposed 1974-75 Budget and
how he and City Staff arrived at the figures; after which the
Council reviewed a portion of the budget.
~~2 INSURANCE PROGRAM: Mr. Len Boyd of Fred Blair Insurance
Agency addressed the Council concern-
ing the City's insurance which will come due for renewal October 1,
1974. He presented a plan whereby the five area Insurance Agencies
would form a Placement Board and instead of cities advertising for
bids on their insurance needs, this board would select the best
policy for that insurance need. The agency that writes the policy
would get a 40% commission while the other four agencies would
receive 10% each and the group would then return 20% to the
city in some form of schooling for firemen or police.
~~1 EXECUTIVE SESSION: At 8:10 P.M. Mayor Bueker declared
a recess and called an Executive
Meeting under House Bill 3, Chapter 31, Section 2 (g).
Council reconvened at 9:50 P.M. at the direction of Mayor
Bueker.
~~3 BUDGET REVIEW: Council continued with the budget review.
On a motion duly made and seconded, meeting adjourned at 10:_28
P.M.
