PUBLIC HEARING OF THE CITY COUNCIL
AUGUST 20, 1974
A Public Hearing was held by the Schertz City Council
Tuesday, August 20, 1974 in the Council Chambers, 608 Live
Oak Road at 7:02 P.M. Councilmembers present were: Mayor
Robert C. Bueker, presiding; Mrs. Funk, Mr. Seeba, Mr. Koole,
Mr. Schwartz and Mrs. Koch.
Mayor Bueker explained the Public Hearing was held pur-
suant to adopting a new Zoning Ordinance and Zoning Map for
the City of Schertz.
There was no one from the audience wishing to speak
with regard to the public hearing.
Mr. Larry Burnside, Administrative Intern, gave the
changes being recommended by the Planning and Zoning Commis-
sion; after which the Council held a thorough discussion.
The Public Hearing was declared closed at 7:23 P.M.

AUGUST 20, 1974
The Schertz City Council convened in Regular Session, Tues-
day August 20, 1974 at 7:23 P.M. in the Council Chambers,
608 Live Oak Road with the following members present: Mayor
Robert C. Bueker, presiding; Mrs. Funk, Mr. Seeba, Mr. Koo1e,
Mr. Schwartz, and Mrs. Koch. Also present: City Manager
Denny L. Arnold, City Secretary June G. Krause, Attorney
Richard W. Harris.

~~1 APPROVAL OF MINUTES: A. Mr. Seeba moved to approve
the minutes of the Special
Session of July 26, 1974 as presented. Mrs. Funk seconded
the motion, which carried with the following vote:
Ayes: Mr. Seeba, Mrs. Funk, Mr. Schwartz, Mr. Koole
and Mrs. Koch
Nays: None.
B. Mrs. Koch moved to accept the minutes of the Regular
Meeting of August b, 1974 as presented, Mrs. Funk seconded
the motion, which carried with the following vote:
Ayes: Mrs. Funk, Mr. Seeba and Mrs. Koch.
Nays: None
Abstaining: Mr. Schwartz and Mr. Koole.
C. Mrs. Funk moved to approve the minutes of the Special
Meeting of August 13, 1974 as presented. Mr. Schwartz
seconded the motion which carried with the fallowing vote:
Ayes: Mrs. Funk, Mr. Seeba, Mr. Koo1e, Tir. Schwartz
and Mrs. Koch.
Nays: None.
~~2 HEARING OF RESIDENTS: A, Mr, Lutz desired to re-
serve time when Item ~~6
is brought before the Council.
B. Mr. Bob Strange addressed the Council to bring them up
to date on the activities of the Buffalo Valley Youth
Association. They are now operating under a charter and
have elected officers for the year. There will be an open
meeting at the Schertz Fire Station on September 5, 1974,
C. Mayor Bueker introduced Eagle Scouts Larry Comerford and
Robert Toomey, who were attending the Council Meeting for the
express purpose of earning a merit badge in communications.
Mr. Arnold read a letter signed by three citizens thanking
him and the City staff for the prompt and thorough job
which was done in cleaning up the area at the west end of
Zueh1 Road in answer to their request.
~~3 CCMA BUDGET PRESENTATION: Mr. Jesse Graham, General
Manager, presented to
the Council the CCMA Board's proposed budget for fiscal year
1974-75. Tn accordance with the contract between Schertz
and CCMA, the budget has to be presented to the Council within
7 days after Board passage then the Council has ten days in
which to study it and give their suggestions and reply to COMA.

~~4 POLICE RESERVE: Mayor Bueker introduced Mrs. Alice
Austin, who has worked for the
Police Department since August of 1971 - first in the capa-
city of Mama Patrol/volunteer clerk, then since February of
1973 as a full time clerk/dispatcher. She has attended
various schools including Dangerous Drugs, Red Cross and
now the Police Reserve School, which she passed with a 98.8
average.
~~5 URBAN RENEWAL PLANS: Mr. Charles C. Cross, UR Engin-
eer, presented construction plans
for storm sewer drainage and other UR projects. He was asked
to include a 12'" line down Randolph to Wright Avenue.
Mrs. Funk moved to accept the Urban Renewal Construction Plan ,~J`~"
for storm sewer drainage and other projects as presented. ~?~
Mrs. Koch seconded the motion which carried as follows:
Ayes: Mrs. Funk, Mr. Seeba, Mr. Koole, Mr. Schwartz and
Mrs. Koch.
Nays : None .
Mr. Otis D. Sale Jr., Industrial Engineer for Southern Pacific
Transportation Company; was introduced and discussed several
areas of concern pertaining to Railroad right-of=way through
Schertz. Some of the subjects discussed with Council. were
the excessive speeds of trains within the city limits, weed
control along the right-of-way, the feasibility of a sidewalk
on the south side of the tracks(between the railroad and
FM 78) .
~~6 VAL VERDE APARTMENTS: Mr. Lutz of Mortgage Bankers
Corporation, managers for the
Val Verde Apartments, introduded their on-site manager, Mrs.
Romines, who explained the rent-supplement program as it
pertains to Val Verde Apartments.
Mr. Arnold read the following captioned resolution No. 74-R-6
which regulates the percentage of rent supplement apartments
in Val Verde Apartments. !

Mr. Seeba moved to pass Resolution No. 75-R-6 as presented. 1-~~`
Mrs. Koch seconded the motion which carried by the following
vote:
Ayes: Mrs. Funk, Mrs. Seeba, Mr. Koole, Mr. Schwartz
and Mrs. Koch.
Nays: None.
A RESOLUTION REGULATING THE PERCENTAGE OF THE
VAL VERDE APARTMENTS TO BE OCCUPIED BY INDI-
VIDUALS WHO QUALIFY FOR THE RENT SUPPLEMENT
PROGRAM IMPLEMENTED BY THE HOUSING AND URBAN
DEVELOPMENT ACT OF 19b5.

~~7 RESOLUTION: Mayor Bueker introduced the hereinafter
set forth Resolution which was discussed
and considered by the Council. Mr. Schwartz moved to pass
Resolution No. 74-R-7 as presented. Mrs. Funk seconded the
motion which carried by the following vote:
Ayes: Mrs. Funk, Mr. Seeba, Mr. Koole, Mr. Schwartz
and Mrs. Koch.
Nays: None.
A RESOLUTION DECLARING THE NEED FOR COMBINING
DUPLICATE EFFORTS BETWEEN LAW ENFORCEMENT
AGENCIES; CITING THE AACOG AS THE AGENCY TO
CONDUCT A STUDY OF LOCAL LAW ENFORCEMENT NEEDS;
AUTHORIZING THE AACOG TO APPLY FOR A CRIMINAL
JUSTICE GRANT TO FINANCE SUCH A STUDY; AND
AGREEING TO SERIOUSLY CONSIDER THE RESULTS OF
SUCH A STUDY.
~~8 SPECIAL REQUEST: Mr. Arnold explained that Mrs.
Levora, of 400 Curtiss Avenue,
requested to build a concrete slab on City property
(dedicated street right-of-way) that is not used at this
time. They already have permission to fence in part of
this city property.
Mrs. Koch moved to approve the request of Mrs. Levora to
/~~ build a concrete slab on city property with the condition
that if the City ever needed to utilize the right-of-way
~3 for any permanent use, then the slab could be removed.
Mrs. Funk seconded the motion which carried with the follow-
ing vote:
Ayes: Mrs. Funk, Mr. Seeba, Mr. Koole, Mr. Schwartz
and Mrs. Koch.
Nays: None.
MR. KOOLE LEFT THE MEETING AT 10:19 P.M. IN ORDER TO GO TO
WORK.
~~9 PLANNING & ZONING MINUTES: Mrs. Funk moved to
accept the minutes
of the Planning and Zoning meeting of August 14, 1974 as
presented. Mrs. Koch seconded the motion which carried
with the following vote:
Ayes: Mrs. Funk, Mr. Seeba, Mr. Schwartzi and Mrs. Koch,
Nays: None.
~~10 GENERAL DISCUSSION: Nothing under this item.
~~11 PREVIOUSLY TABLED SUBJECTS: Under No. 7, Mayor
Bueker explained that

Mr. Strange, Chairman of the Citizens' Advisory Committee,
told him he had pQ~:~ed the members of his committee and they
were all in favor of Mr. Walter Mentzer being appointed to
their committee. He had called the two members who had been
approved for committee appointments but they preferred to
be a member of other committees.
Mr. Seeba moved to approve the appointment of Mr. Walter ~ ~~~~
Mentzer to the Citizens' Advisory Committee. Mrs. Funk ~?v,
seconded the motion which carried with the foiling vote:
Ayes: Mrs. Funk, Mr. Seeba, Mr. Schwartz and Mrs. Koch.
Nays: None.
~~12 ADJOURNMENT: Mr. Seeba moved the meeting be ad-
journed at 11:01 P.M. The motion
was duly seconded and carried unanimously.
