SPECIAL SESSION OF THE C•TTY COUNCIL
AUGUST 27, 1974
The Schertz City Council convened in Special Session, Tues=
day, August 27, 1974 at 7:03 P.M. in the Council Chambers,
608 Live Oak Road with the following members present: Mayor
Robert C. Bueker, presiding; Councilmembers Tom Koole, Robert
Schwartz, and Bobbie Koch with Mrs. Nell Funk arriving at
7:48 P.M. Also present was City Manager Denny L. Arnold and
City Secretary June G. Krause.
~~1 ORDINANCE: Mayor Bueker introduced the herein-
after set forth ordinance, whiich
was read in full by the City Manager. Councilmember Koole
moved that said ordinance be considered by the Council. Mrs.
Koch seconded the motion which was carried by the following
vote:
Ayes: Mr. Koole, Mrs. Koch and Mr. Schwartz
Nays: None.
The following captioned ordinance was then discussed and fully
considered by the Council':'
AN ORDINANCE SETTING A TIME, DATE AND H.,ACE FOR
A PUBLIC HEARING ON THE PROPOSED ANNEXATION OF
TWO CERTAIN TRACTS OF LAND CONTAINING 60.606
ACRES AND 25.271 ACRES, RESPECTIVELY BY THE GITY
OF SCHERTZ, TEXAS, AND AUTHORIZING AND DIRECTING
THE CITY SECRETARY TO PUBLISH NOTICE OF SUCH
PUBL'ILC HEARING
Whereupon Councilman Koole moved that said ordinance be
further considered at the next regular meeting of the City
Council to be held on the 3rd day of September, 1974, which
motion was seconded by Mrs. Koch and which carried by the
following vote:
Ayes: Mr. Koole, Mr. Schwartz and Mrs. Koch.
Nays: None.
MRS. FUNK ARRIVED AT 7:58 PM HAVING HAD CAR TROUBLE.
~~2 CCMA BUDGET REVIEW: After a brief discussion, Mrs.
Koch moved for approval of the
CCMA Budget as presented an~i authorize the Mayor to sign a
contract.
Motion died for lack of a second.
Council reluctantly approved the budget with the following
recommendations to be made to CCMA: (1) that the adminis-
strative positions of Systems Manager and Environmental
Specialist shown on page 11 of the FY 1974-75 CCMA budget
be eliminated until such time as the system itself dictates
the necessity of these positions; and (2) that Schertz be

allowed a semi-annual review of the CCMA Budget. This should
be done in an effort to reduce costs passed on the the cities
for sewage treatment.
Mr. Schwartz painfully moved to accept the Cibolo Creek Muni-
cipal Authority budget for FY 1974-75 with the above mentioned ;~~.
recommendations, and to authorize the Mayor to sign a contract a(~
between CCMA and the City of Schertz. Mrs. Koch seconded the 1-
motion which carried with the following vote:
Ayes: Mrs. Funk, Mr. Koole, Mr. Schwartz and Mrs. Koch.
Nays: None.
~~3 INSURANCE AGENTS' CONSORTIUM: Mr. Arnold explained
that with the opinion
of Attorney Harris and Mr. Koole's comments at the last meet-
ing, he had advertised for bids on the City's insurance needs
on an individual basis; mailing bid invitations to the five
agencies which comprise the consortium. In order to process
the bids, +he Council needs to decide whether they wish to
agree to the consortium as presented by Idr. Boyd at the meeting
of August 13, 1974.
Council was in unanimous agreement to accept bids on the City's
insurance only on an individual basis for the year 1974-75
and will review the consortium concept at a later date.
~~4 POLICE RESERVE : Mrs . Koch moved to appoint Alice ~ ~~-r'
Austin as a Police Reserve Officer ~-
with Mrs. Funk seconding the motion which carried with the
following vote:
Ayes: Mrs. Funk, Mr. Koo1e, Mr. Schwartz and Mrs. Koch.
Nays: None.
~~5 BUDGET REVIEW: Council proceeded with a review of
the salary portion of the proposed
1974-75 budget.
MR. KOOLE LEFT TIE MEETING FOR WORK AT 10:40 P.M.
Mr. Schwartz moved the meeting be adjourned at 11: 1`i P.M.
Mrs. Funk seconded the motion which carried unanimously.
