REGULAR MEETING OF THE CITY COUNCIL
SEPTEMBER 3, 1974
The Schertz City Council convened in Regular Session, Tuesday
September 3, 1974 at 7:09 P.M. in the Council Chambers, 608
Live Oak Road with the following members present: Mayor
Robert C. Bueker, presiding; Mrs. Nell G, Funk, Donald J.
Seeba, Tom Koole, Robert E, Schwartz and Bobbie L. Koch.
Also present were City Manager Denny L. Arnold and City
Secretary June G. Krause.
~kl APPROVAL OF MINUTES: A. Mrs. Koch moved to accept
the minutes of the Public Hear-
ing of August 20, 1974 as presented. Mrs. Funk seconded the
motion which carried with the following vote:
Ayes: Mrs. Funk, Mr. Seeba, Mr. Koole, Mr. Schwartz
and Mrs. Koch.
NAYS: None.
B. Mr. Seeba moved the Regular Meeting minutes of August 20,
1974 be approved as written. Mrs. Funk seconded the motion
which carried with the following vote:
AYES: Mrs. Funk, Mr. Seeba, Mr. Koole, Mr. Schwartz
and Mrs. Koch.
NAYS: None.
C. Mrs. Funk moved to accept the minutes of the Special Meet-
ing of August 27, 1974 as presented. Mrs. Koch seconded the
motion which carried with the following vote:
AYES: Mrs. Funk, Mr. Koole, Mr. Schwartz and Mrs. Koch.
NAYS: None.
ABSTAINING: Mr. Seeba, as he was not present at this
meeting.
~~2 HEARING OF RESIDENTS: There were no residents to
be heard at this time.
Mr. Koo1e to take this opportunity to highly commend the SAFES
ambulance people as he saw them in action while on duty at a
hospital and stated they went far beyond their duties or what
was expected of them.
~~3 POLICE RESERVE: Mr. Arnold explained that due to both
of their work schedules, he had not
had an opportunity to interview Mr. Robert L. Ruedrich. He had
checked his background and found it very commendable. Mr. Arnold
then asked that the appointment of Mr. Ruedrich be delayed until
the next meeting to allow time to complete the interview and
background check.
Mrs. Funk moved the appointment of Mr. Ruedrich as a Reserve
Officer be tabled until the next regular meeting. Mr. Seeba
seconded the motion which carried with the following vote:
AYES: Mrs Funk, Mr. Seeba, Mr. Koole, Mr. Schwartz and
Mrs . Koch
NAYS: None

~~4 ORDINANCE: Mayor Bueker introduced the following cap-
tioned ordinance which was read in full by
the City Manager. Councilmember Seeba moved that the said ord-
inance be considered by the Council. Mrs. Funk seconded the
motion which carried by the following vote:
AYES: Mrs. Funk, Mr. Seeba, Mr. Koole, Mr. Schwartz and
Mrs. Koch.
NAYS: None.
The following captioned ordinance was then discussed and fully
considered by the Council:
AN ORDINANCE ACCEPTING DEED OF DEDICATION FROM
URBAN RENEWAL AGENCY OF THE CITY OF SCHERTZ,
TEXAS OF DISPOSITION PARCEL NOS. 17-5, 43-2,
44-5 and 54-6 LOCATED WITHIN BUFFALO VALLEY
NORTH PROJECT, TEX. R-112 FOR PARK AND OPEN
SPACE USE.
Whereupon, Councilmember Seeba moved that said ordinance be
further considered at the next regular meeting of the City Council
to be held on the 17th day of September, 1974, which motion carried
by the following vote:
AYES: Mrs. Funk, Mr. Seeba, Mr. Koole, Mr. Schwartz, and
Mrs. Koch.
NAYS: None.
~~5 RESOLUTION: Mayor Bueker introduced Resolution No.
74-R-8 adopting a set of personnel rules,
guidelines and regulations for City employees, which was read by
the City Manager.
Mrs. Funk moved to approve the hereinafter captioned Resolution /3~`''~
with the stipulation that a review be made of the Political Acti-
vities Section on page 6. Mr. Schwartz seconded the motion which
carried with the following vote:
AYES: Mrs. Funk, Mr. Seeba, Mr. Koole, Mr. Schwartz and
Mrs. Koch.
NAYS: None
A RESOLUTION DECLARING THE NEED FOR A COMPRE-
HENSIVE EMPLOYEE POLICY; RECOGNIZING AACOG
AS THE COORDINATOR OF THE MANUAL; ACKNOWLEDGING
THE CONSIDERATION GIVEN TO EXISTING POLICIES;
AND ADOPTING A NEW SET OF PERSONNEL POLICIES
IN THE FORM OF AN "EMPLOYEE MANUAL".
~~6 TAX EXEMPTIONS: Mr. Koole had asked to present his
suggestion of increasing the homestead
tax exemption of senior citizens 65 years of age or older. Mr.
Baldwin, Tax Assessor, presented charts showing the amount of
tax dollars involved in increasing the exemption from the present
X3000 to $6000. He then explained the senior citizens will be
getting a lower tax this year since the exemption was figured on

the market value last year instead of the assessed value. In
view of this information, it was the concensus of the Council
to leave the exemption as if for this year and review again
next budget year.
~~7 ORDINANCE: The Mayor introduced the heEeinafter set
forth ordinance, which has been read and
considered at the last meeting of the City Council on the 27th
day of August, 1974. It was determined that the City Secretary
had caused a short synopsis of said proposed ordinance to be
published in the official City newspaper after its consideration
at the last meeting of the City Council and prior to this meeting.
Whereupon said ordinance was discussed and further considered
by the Council.
Thereupon it was moved by Councilmember Schwartz and seconded
by Mrs. Funk that said ordinance be finally passed and adopted.
The Mayor put the motion to a vote of the members of the City
Council and the ordinance was finally passed and adopted by the
following vote:
AYES: Mrs. Funk, Mr. Seeba, Mr. Koo1e, Mr. Schwartz,
and Mrs. Koch.
NAYS: None
AN ORDINANCE SETTING A TIME, DATE AND :?LACE FOR
A PUBLIC HEARING ON THE PROPOSED ANNEXATION OF
TWO CERTAIN TRACTS OF LAND CONTAINING 60.606
ACRES AND 25.271 ACRES BY THE CITY OF SCHERTZ,
TEXAS AND AUTHORIZING AND DIRECTING THE CITY
SECRETARY TO PUBLISH NOTICE OF SUCH PUBLIC HERAING
~~8 and ~k9 ORDINANCES: Mayor Bueker asked to pass over
these two items until later in
the meeting when Attorney Harris is present.
~~10 CITIZENS ADVISORY MINUTES: Mrs. Funk moved to
accept the minutes of
the Citizens' Advisory Committee meeting of July 25th, 1474.
Mr. Seeba seconded the motion which carried with the fol-
lowing vote:
AYES: Mrs. Funk, Mr. Seeba, Mr. Koole, Mr. Schwartz
and Mrs. Koch.
NAYS: None
~~11 PLANNING & ZONING COMMISSION MINUTES: Mr. Seeba moved
to accept the
minutes of the Planning & Zoning Commission meeting of August
28, 1974 as presented. Mrs. Funk seconded the motion which
carried with the following vote:
AYES: Mrs. Funk, Mr. Seeba, Mr. Koole, Mr. Schwartz
and Mrs. Koch.
NAYS: None

~~12 GENERAL DISCUSSION: Mr. Bob Strange informed the
Council the Buffalo Valley
Youth Association is going to have a variety show in the Samuel
Clemens auditorium October 28, 1974 as a fund raising project.
~~8 ORDINANCE: Mayor Bueker introduced the following cap-
tioned ordinance which was read in full by
the City Manager. Mrs. Koch moved that said ordinance be consi-
dered by the Council as an emergency measure, which motion was
seconded by Mr. Seeba. Whereupon, said motion was fully discussed
and considerev. The Mayor put the motion to consider said ordin-
ance as an emergency measure to the members of the City Council
and said motion was approved and adopted by the following vote:
AYES: Mrs. Funk, Mr. Seeba, Mr. Koole, Mr. Schwartz and
and Mrs. Koch.
NAYS: None
The Mayor then introcuded the hereinafter set forth ordinance ~~~-
as an emergency measure. Thereupon it was moved by Mrs. Koch I~'~r
and seconded by Mr. Seeba that said ordinance be finally passed
and adopted. The Mayor put the motion to a vote of the members
of the City Council and the ordinance was finally passed and
adopted by the following vote:
AYES: Mrs. Funk, Mr.Seeba, Mr. Koole, Mr. Schwartz,
and Mrs. Koch.
NAYS: None
AN ORDINANCE APPROVING AN AGREEMENT APPORTIONING
ETJ BOUNDARIES BETWEEN THE CITY OF SCHERTZ AND SELi~iA
RESPECTIVELY; AUTHORIZING THE MAYOR TO EXECUTE SUCH
AGREEMENT ON BEHALF OF THE CITY OF SCHERTZ, TEXAS;
AUTHORIZING THE CITY SECRETARY OF THE CITY OF SCHERTZ,
TEXAS TO ATTEST SAID AGREEMENT AND SETTING THE
EFFECTIVE DATE OF SAID AGREEMENT

AN ORDINANCE APPROVING AN AGREEMENT APPORTIONING
ETJ BOUNDARIES BETWEEN THE CITY OF SCHERTZ AND
CITY OF GARDEN RIDGE RESPECTIVELY; AUTHORIZING
THE MAYOR TO EXECUTE SUCH AGREEMENT ON BEHALF OF
THE CITY ~' SCHERTZ; AUTHORIZING THE CITY SECRETARY
OF THE CITY OF SCHERTZ TO ATTEST SAID AGREEMENT
AND SETTING THE EFFECTIVE DATE OF SAID AGREEMENT.
~~13 PREVIOUSLY TABLED SUBJECTS: 4. Drainage Improve-
ments. Mr. Harris
brought the Council up to date on the legal work being done
concerning the south drainage ditch. At this time, the
papers are at the Frost Bank and we are waiting signatures
from them.
5. Rittimann Water System: Mr. Patterson said he had talked
with Mrs. Rittimann and she has decided to update her system
slightly and then sell to the highest individual bidder.
6. Mr. Arnold explained that with regard to the Schaefer
Road Rural Water Supply Corporation, he is trying to set up
a meeting shortly with Mr. Anderlitch, Mr. Harris, Mr. Dobbins
Mayor Bueker and himself.
Mr. Arnold explained he had sent Larry Burnside to Dallas to
National League of Cities meeting on Annual Arrangements,
which has been changed to Community Development Project.
Mr. Burnside will give a detailed report of this meeting at
a later date.
Mr. Arnold briefed the Council on a meeting he and Mayor
Bueker had with Mr. Schaefer recently concerning utility
rebates, Townhome Complex, possible use of his metal storage
building for SAFES ambulances and possibility of the City
purchasing,at a reasonable rate, some land around the Police
and Fire Departments.
Mayor Bueker read a letter from North Texas State University
saying June Krause had successfully completed two of the four
courses required for City Secretary certification.
Mrs. Funk moved the meeting be adjourned. The motion was duly
seconded and the Mayor declared the meeting adjourned at 9:23 P.M.
