PUBLIC HEARING OF THE CITY COUNCIL
SEPTEMBER 17, 1974
A Public Hearing was held by the Schertz City Council
Tuesday, September 17, 1974, in the Council Chambers, 608
Live Oak Road at 7:03 P.M. Councilmembers present were:
Mayor Robert C. Bueker, presiding; Councilmembers Nell G.
Funk, Donald J. Seeba, Tom Koo1e, Robert E. Schwartz and
Bobbie L. Koch. Also present: City Manager Denny L.
Arnold and City Secretary June G. Krause.
Mayor Bueker explained the public hearing was held pur-
suant to adopting a Fiscal Year 1974-75 Budget and Program
of Work. He then read the Recapitulation Sheets for the
General Fund, Water and Sewer Fund and the Revenue Sharing
Fund.
It was announced that anyone wishing to review the
budget, can do so at the City Secretary's office at City
Hall.
There being no citizen wishing to be heard on this
subject, Mayor Bueker declared the Public Hearing closed
at 7:13 P.M.

A Public Hearing was held by the Schertz City
Council T~,7esday, September 17, 1974, in the Council
Chambers, 608 Live Oak Road at 7:12 P.M. with the
following members present: Mayor Robert C. Bueker,
presiding; Counciimembers Nell G. Funk, Donald J. Seeba,
Tom Koole, Robert E. Schwartz and Mrs. Bobbie L. Koch.
The Public Hearing was held pursuant to annexation
proceedings on the following parcels of land:
1. A 60.606 acre tract of land out of
Corral County, Texas.
2. A 25.271 acre tract of land out of
Guadalupe County, Texas.
Mayor Bueker pointed out on a map the areas des-
cribed in the above proposed annexations and gave the
reasons why the City Council is making the proposal.
There being no citizens wishing to be heard regarding
this public hearing, Mayor Bueker declared the hearing
closed at 7:19 P.M.

REGULAR MEETING OF THE CITY COUNCIL
SEPTEMBER 17, 1974
The Schertz City Council convened in Regular Session, Tues-
day, September 17, 1974, at 7:19 P.M. in the Council Chambers,
608 Live Oak Road with the following members present: Mayor
Robert C. Bueker, presiding; Mrs. Nell G. Funk, Mr. Donald J.
Seeba, Mr. Tom Koole, Mr. Robert E. Schwartz and Mrs. Bobbie
L. Koch. Also present were City Manager Denny L. Arnold and
City Secretary June G. Krause.
~~l APPROVAL OF MINUTES: A. Mr. Koole called attention
to a typographical error in
the last sentence of Item No, 6 on page 138 of the minutes of
September 3, 1974. The sentence should correctly read: "In
view of this information, it was the concensus of the Council
to leave the exemption as is for this year and review again
next budget year". Mr. Seeba moved to approve the minutes of
the Regular Meeting of September 3, 1974 as corrected. Mrs.
Funk seconded the motion which carried with the following vote:
AYES: Mrs. Funk, Mr. Seeba, Mr. Koole, Mr. Schwartz and
Mrs. Koch.
NAYS: None.
B. Mrs. Koch moved to accept the minutes of the Special
meeting of September 4, 1974 as presented. Mr. Koole seconded
the motion which carried with the following vote:
AYES: Mr, Seeba, Mr. Koole, Mr. Schwartz and Mrs. Koch.
NAYS: None
ABSTAINING: Mrs. Funk as she was not present at this
meeting.
C. Mrs. Funk moved to approve the minutes of the Special
meeting of September 10, 1974 as presented. Mrs. Koch seconded
the motion which carried with the following vote:
AYES: Mrs. Funk, Mr. Seeba, Mr. Schwartz, and Mrs. Koch.
NAYS: None
ABSTAINING: Mr. Koole as he was not present at this
meeting.
~~2 HEARING OF RESIDENTS: Mrs. Murphy of 205 Linda Court
addressed the Council concerning
her excessive electric billing for the month of July and her
inability to understand GVEC's explanation of the billing.
Council concurred that the City Manager should write a letter
to Mr. Doyle Hines, General Manager of Guadalupe Valley Electric
Cooperative, Inc., setting out complaints as expressed by citizens
at this meeting and requesting rate information, the number of
cities who approved the recent base rate increase and the rates
of all cities served by GVEC,

~k3 BID AWARD: Mr. Arnold explained the street and road
rate calculations and recommended the
Council award the insurance bid for the Fiscal Year 1974-75
to Koebig Insurance Agency of Seguin, who was the low bidder.
After thorough discussion and consideration by the Council,
Mrs. Koch moved to accept the bid, in the amount of $8,912.68,
~~ from Koebig Insurance Agency for the City's insurance program
r~~ for the Fiscal Year 1974-75, Mr. Seeba seconded the motion
~`~3 which carried with the following vote:
AYES: Mrs. Funk, Mr. Seeba, Mr. Koole, Mr. Schwartz
and Mrs. Koch.
NAYS: None.
~~4 POLICE RESERVE: Chief Schoonover presented Wilton
Voight, recommending that he be
appointed as a Police Reserve Officer.
Mr. Seeba moved to approve the appointment of Wilton W. Voight
,~:~} as a Reserve Police Officer of the City of Schertz. Mrs. Funk
~,y}' seconded the motion which carried with the following vote:

Mrs . Koch.

~~5 ORDINANCE: The Mayor introduced the following captioned
ordinance which was read in full by the
City Manager. Mr. Schwartz moved that said ordinance be con-
~ sidered by the Council as an emergency measure, which motion
~~ was seconded by Mrs. Funk. Whereupon said motion was fully
`,~ discussed and considered. The Mayor put the motion to consider
said ordinance as an emergency measure to the members of the
City Council and said motion was approved and adopted by the
following vote:

AN ORDINANCE LEVYING AND ASSESSING ALL TAXABLE
PROPERTY WITHIN THE CORPORATE LIMITS OF THE CITY
OF SCHERTZ, TEXAS FOR THE YEAR 1974, PROVIDING
THE BASIS OF ASSESSMENT OF APPRAISED VALUE AND
PROVIDING FOR THE COLLECTION THEREOF AT THE RATE
OF $1.00 ON THE ONE HUNDRED ($100.00) DOLLAR
ASSESSED VALUATION; STIPULATING EMERGENCY MEASURE.
The Mayor then introduced the above captioned ordinance as an

AN ORDINANCE PROVIDING FUNDS FOR THE FISCAL YEAR
BEGINNING OCTOBER 1, 1974 AND ENDING SEPTEMBER 30,
1975 BY APPROVING THE BUDGET FOR SAID PERIOD AND
APPROPRIATING THE NECESSARY FUNDS OUT OF T~~E GENERAL
AND OTHER REVENUES OF THE CITY OF SCHERTZ, TEXAS,
FOR SAID YEAR FOR THE MAINTENANCE AND OPERATION OF
THE VARIOUS DEPARTMENTS AND FOR VARIOUS ACTIVITIES
AND IMPROVEMENTS OF THE CITY; AND STIPULATING
EMERGENCY ADOPTION.

AN ORDINANCE ADOPTING THE 1974 NATIONAL ELECTRICAL
CODE AS THE OFFICIAL ELECTRICAL E;O;.~E OF THE CITY
OF SCHERTZ, TEXAS; AUTHORIZING AN OPERATING AGREE-
MENT BETWEEN THE CITY AND THE GUADALUPE VALLEY
ELECTRIC COOPERATIVE WHEREBY PROVIDING FOR ~RMIT
ISSUING AND INSPECTION PROCEDURES; REGULATING
LICENSING OF ELECTRICIANS; SETTING INSPECTION
RATES; AND PROVIDING FOR A PENALTY.
Whereupon, Mr. Seeba moved that said ordinance be further con-
sidered at the next regular meeting of the City Council to be
held on the 1st day of October, 1974, which motion was seconded
by Mrs. Funk and which carried by the following vote:

~~8 ORDINANCE: The Mayor introduced the hereinafter set
forth ordinance, which has been read and
considered at the last regular meeting of the C_;_ty Council
on the 3rd day of September, 1974. It was determined that
the City Secretary had caused a short synopsis of said
proposed ordinance to be published in the official newspaper
of the City after its consideration at the last regular
meeting of the City Council and prior to this meeting.
Whereupon said ordi=lance was discussed and further considered
by the Council.
Thereupon it was moved by Councilmember Koch and seconded by
` Mrs. Funk that said ordinance be finally passed and adopted.

LOCATED WITHIN BUFFALO VALLEY NORTH PROJECT, TEX.
R-112 FOR PARK AND OPENSPACE USE.

THAT CERTAIN DRAINAGE EASEMENT HERETOFORE CONVEYED

~~15 GENERAL DISCUSSION: Mr. Seeba suggested the City
of Schertz consider having
a Day of Celebration for the City. Mayor Bueker suggested
inviting the Trail Riders to stay in the City Park and have
a celebration day at that time.
~k16 PREVIOUSLY TABLED SUBJECTS: No. 3 Annexations:
Mr. Arnold asked the Council's wishes as to 'vavi~~~g Mr. Gaddis
City Engineer, start working on the next annexation, which
was approved.
