11-19-2009 Minutes Schertz Historical Preservation Committee Meeting of November 19, 2009 CALL TO ORDER The meeting was called to order at 6:31 p.m. by Chairman Dean Weirtz with a quorum present Voting Members Present City Government Representatives Cynthia Palmer Mayor Hal Baldwin Dean Weirtz Guests: Dickie Koch Day Bob Crawford Michael Tews Earl Sawyer Gail Hyatt Andreas Wooten Walter Schertz Lula Mae Schertz PRESENTATION: Chairman Weirtz. made a presentation on Native American culture from a historical and contemporary perspective. DISCUSSION AND/OR ACTION ITEMS 1. Minutes -Consideration and/or action regarding the approval of the minutes of the regular meeting of October 15, 2009. A motion to accept the minutes with amendments was made by Earl Sawyer and seconded by Michael Tews. The motion carried by unanimous vote. 2. Fund Expenditures -Consideration and/or action regarding Committee fund expenditures. A motion was made by Earl Sawyer and seconded by Lula Mae Schertz to accept Chairman Weirtz's submission of a $106.14 expense voucher for reimbursement. The motion carried by unanimous vote. 3. Schertz Visitors Center Decor Change -Consideration and or action regarding Kramer House display change-out. Chairman Weirtz reported that his observations of the condition of displays at the Kramer House has revealed damage being caused to the Randolph Air Force Base exhibit pieces due to the room temperature. The heat being produced by the many windows lining the southeast wall has begun to weaken the Velcro's hold and caused wall foam board wall hangings to bow. Chairman Weirtz recommends removal of the exhibit from the room and inviting the Chamber of Commerce to use the room for whatever purpose it may choose. Chairman Weirtz suggested that the exhibit h; Page 2, Schertz Historical Preservation Committee Minutes 11-19-2009 could be stored at his home and later used as part of the history museum exhibit inventory. Motion was made by Earl Sawyer and seconded by Andrea Wooten to remove the exhibit. The motion carried by a unanimous vote. 4. Schertz History-Heritage Museum Development Plan and Timeline - Consideration andlor action regarding the Museum Development Plan. Chairman Weirtz reported that on Tuesday, November 10, 20009, the Schertz City Council approved the Committee's proposal that it be allowed to occupy the vacant City . owned house at 1049 Live Oak Road for the purpose of establishing a history museum in that space. The Committee will be required to lead a renovation project to bring the home up to a condition suitable for use as a museum. The initial actions needed include: Applying for 501.3c status (non-profit) with the Internal Revenue Service; redesign of existing downstairs space; changing of existing locks; recruiting volunteer workers for the project; obtaining and placement of project equipment and supplies. The existing museum subcommittee (Tom DeKunder, Dean Weirtz,.Earl Sawyer, Lou Foehrkolb) will begin planning and action-phase of the project. Mayor Baldwin advised the property is appropriately zoned for placement of a museum. Chairman Weirtz advised that fund raising projects will need to be organized during the coming year and asked members to consider volunteering to serve on a subcommittee to plan such events. Members were asked to contact Chairman Weirtz to volunteer for such a subcommittee. The goal for fund raising would be between $5,000.00 to $10,000.00. 5. Committee Officer Position Nominations -Consideration and/or action regarding the nomination of officers for calendar year 2010 with assumption of office in November 2009. Officer nominations were open. The following _ candidates were nominated for the positions indicated: Chairman: Dean Weirtz; Vice Chairman: Debbie Krause; Secretary: Cynthia Palmer; Treasure: Lou Foehrkolb; Historian: Lula Mae Schertz. Motion was made by Gail Hyatt and seconded by Earl Sawyer to approve the uncontested nominees for office in total. The motion carried by a unanimous vote. 6. December Committee Meeting -Consideration and /or action regarding whether to meet in the months of December. Chairman Weirtz recommended that the December meeting be cancelled and that a Committee Christmas function be held at an agreed upon location and date. A motion was made by Gail Hyatt and seconded by Andreas Wooten for the December meeting to be cancelled and a Christmas function be held at Harmon's BBQ Restaurant. The motion carried unanimously. Page 3, Schertz Historical Preservation Committee Minutes 11-19-2009 REPORTS Cemetery Sub-committee: Gail Hyatt, Subcommittee Chair informed the Committee that work on the Dietz and the two Seiler cemeteries is nearly completed. Gail will bring the completed documents to the January meeting for the Committee's examination. Historian: Lula Mae Schertz reported on ahistory-heritage museum in Frederick, Oklahoma that has developed displays celebrating is agricultural heritage. The museum has put on a special exhibit called "Seed to Sew" that features exhibits that showcase the history of cotton production in the area. They even have a cotton plants growing in a small plot. Their displays show the process of ginning, weaving, spinning machinery as well as an old sewing, machine. The town's chamber of commerce sponsored a chili cook off as a promotional and-fund raising activity. The community involved their school children by selecting children to be "Maid of Cotton" and "Little Miss Cotton Boll". Lula Mae indicated that an article regarding the Schertz City Council's donation of . the vacant house on Live Oak Road had appeared in the November 19, 2009 issue of the Northeast Herald Newspaper. Lula Mae will bring the Committee's 2009 scrapbook to the Christmas event. Outreach Sub-committee: Chairman Weirtz reported having received a CD from William Dietz that outlined (with photographs) the Dietz family history from 1871 to present. Chairman Weirtz made a paper copy of the CD and placed a cover on it, which he showed to the Committee. The paper copy and the CD will be kept in the Committee's archives. Chairman Weirtz reminded members that the Committee would be represented at the Festival of Angels event at Pickrell Park on December 4, 2009 from 6 to 9 p.m. Three Committee members have volunteered to man a Committee booth (Lou Foehrkolb, Gail Hyatt and Earl Sawyer). Museum/Kramer House: Gail Hyatt recommended that the Committee consider including the Schertz Mexican population's contributions to the community in its museum displays. Gail agreed to pursue research of Hispanic contributions to the community and to provide the Committee with suggested display materials for the museum. Page 4, Schertz Historical Preservation Committee Minutes 11-19-2009 Mayor Baldwin briefly discussed the history of the Kramer House utilization plan as it had developed. Gail Hyatt furnished photographs of artifacts now placed in the display Cabinets at the Kramer House. These photos will be maintained as a part of custody records for the Kramer House decor. Schertz City History Research Project (Phase II) Subcommittee: Chairman Weirtz reported that the National Archives Library for the Mormon Church in Salt Lake City, UT. Had purchased a copy of the Schertz history book for their library. Chairman Weirtz gave a summary report prepared by Lou Foehrkolb of book sale totals and receipts to date. The Transaction History Log of Book Allocations, Transfers and Book Inventory Activity has been updated through 11-19-09. Lou reported that a total of just under 455 books have been sold to date and that there are 142 books remaining in inventory. The Committee has recorded $7,566.00 in deposits for book sales as of November 19, 2009, excluding City Hall sales of recent weeks. Historical Site Designation Subcommittee: - No report submitted. Requests and Announcements 5. Requests by Committee members that items be placed on a future Agenda. Cynthia Palmer suggested the Committee consider development of a project to involve school children in the history-heritage promotion effort. Cynthia agreed to lead a search for possible programs to involve the students. 6. Request by committee Members to City Manager and Staff for information: a. Request City Manager's office furnish the Committee with a key to the house at 1049 Live Oak Road. b. Request City Manager supply the Committee with any existing floor plan of the house at 1049 Live Oak Road. c. Request City Manager advise the Committee as to requirements for City Inspection Department's review of renovation plans for the house at 1049 Live Oak Road. d. Bob Cantu submit Chairman Weirtz's voucher for payment. Page 5, Schertz Historical Preservation Committee Minutes 11-19-2009 7. Announcements by Committee Members: Gail Hyatt announced that she and some associates would be providing a genealogy seminar at the Schertz Library in the near future. This is an independent project that Gail is undertaking. Mayor Baldwin announced that he would arrange for a visitors log to be placed at the Kramer House Visitors Center.
