02-09-10MINUTES REGULAR MEETING February 9, 2010 A Regular Meeting was held by the Schertz City Council of the City of Schertz, Texas, on February 9, 2010 at 6:30 p.m., in the Municipal Complex Council Chambers, 1400 Schertz Parkway, Building #4, Schertz, Texas. The following members present to-wit: Mayor Hal Baldwin Councilmember Jim Fowler Councilmember Michael Carpenter Mayor Pro-Tem David Scagliola Councilmember John Trayhan Staff Present: City Manager Don Taylor Assistant City Manager David Harris CALL TO ORDER REGULAR MEETING Assistant City Manager John Bierschwale City Secretary Brenda Dennis Mayor Baldwin called the meeting to order at 6:30 p.m. INVOCATION AND PLEDGES OF ALLEGIANCE TO THE FLAGS OF THE UNITED STATES AND STATE OF TEXAS. Councilmember Fowler gave the invocation followed by the Pledges of Allegiance to the Flags of the United States and State of Texas. HEARING OF RESIDENTS No one spoke. Discussion and/or Action Items Proposed Sexar Metro 911 Regional Dispatch Center - Presentation/Discussion and possible action regarding the proposed Bexar Metro 911 Regional Dispatch Center. (D. Harris) Mayor Baldwin recognized Assistant City Manager David Harris who introduced this item requesting Council authorize City Staff to continue negotiating with Bexar Metro 911 Network District to construct a future regional dispatch center in the City of Schertz that would act as an Emergency Operations Center for all of Bexar, Comal and Guadalupe counties. Fiscal impact to include the donation of approximately five (5) acres of land, $4,000 to $6,000 of engineering costs as well as the possibility to support future payroll of the four (4) dispatchers located at the center, currently staffing three (3) dispatchers per shift. 02-09-2010 Minutes Assistant City Manager David Harris answered questions from Council addressing items such as the value of the 5.1 acres, the benefits the facility would bring to the City, the facility would save the City money on the communication side, the facility would provide 150 to 225 stable jobs, and other cities could possibly put their dispatch departments in this facility. Mayor Baldwin recognized Councilmember Trayhan who moved, seconded by Councilmember Carpenter to authorize City Staff to continue negotiating with Bexar Metro locating a future regional dispatch center in Schertz Texas. Vote was unanimous. Motion Carried. 2. Senior Hot Meals - Presentation/Discussion and possible action regarding the Senior Citizen Hot Meals Program. (Mayor Baldwin) Mayor Baldwin recognized Assistant to the City Manager Bob Cantu who introduced this item answering questions from Council and stating that the Senior Citizen Chair .and Vice Chair met with Mayor and staff regarding the possibility of serving three (3) meals a week instead of two (2). Fiscal impact of an additional $3,900 in the FY 2009/ 10 budget. Mayor Baldwin recognized Mayor Pro-Tem Scagliola who moved, seconded by Councilmember Carpenter to increase the Senior Hot Meals Program to $325 per month, increasing the budget to $11,400.00. Vote was unanimous. Motion Carried 3. Minutes -Consideration and/or action regarding the approval of the minutes of the Regular Meeting of February 2, 2010. Mayor Baldwin recognized Councilmember Fowler who moved, seconded by Councilmember Trayhan to approve the minutes of the regular meeting of February 2, 2010. Vote was unanimous. Motion Carried. 4. EMS Billing Write-Offs -Consideration and/or action approving the EMS Billing Write-Offs. (D. Wait). Mayor Baldwin recognized EMS Director Dudley Wait and EMS Billing Manager Allison Gorzell who introduced this item stating that as per City Policy, EMS is to bring uncollectable debt to City Council throughout the year for uncollectable debt to be written off after 180 days of non-payment. Staff is recommending that Council write off the amount of $1,298,489.58. Mayor Baldwin recognized Councilmember Trayhan who moved, seconded by Councilmember Fowler that based on the recommendation of staff City Council approve the EMS billing write-offs in the amount of $1,298,489.59. Vote was unanimous. Motion carNied. EXECUTIVE SESSION 02-09-2010 Minutes Page - 2 - Called under Section 551.071 Texas Government Code Litigation, pending litigation; Section 551.072 Texas Government Code - Deliberation regarding the purchase, exchange, sale, lease, or value of real property. City Council did not meet in executive session. Requests and Announcements 6. Requests by Mayor and Councilmembers that items be placed on a future City Council agenda. No requests given. 7. Requests by Mayor and Councilmembers to City Manager and Staff for information. Mayor Baldwin recognized Councilmember Fowler who stated he recently viewed the splash pad that was installed at Lowes and notice some debris which had been left behind and that the sandbags had been picked up. Councilmember Fowler requested City Engineer Larry Dublin to check out the area and have the contractor clean it up as well as possibly replacing one row of sand bags along the fence line. City Engineer Larry Dublin stated that he has not signed off on the final inspection of the project, but will address the above issues. Councilmember Fowler also asked if the electric and gas had been turned on at the new Recreation Center. City Engineer Larry Dublin stated it was up and running. 8. Announcements by Mayor and Councilmembers • City and community events attended and to be attended • City Council Committee and Liaison Assignments (see assignments below) • Continuing education events attended and to be attended • Recognition of actions by City employees • Recognition of actions by community volunteers • Upcoming City Council agenda items Mayor Baldwin recognized Mayor Pro-Tem Scagliola who stated that last Thursday the Trail riders came through town and thanked Schertz Bank and Trust for cooking the stew for this event and that it was very well received by them. He also stated that on Saturday he attended the "Stranger Danger" event, which was held at the Community Center by Master Meyers of Kung Jung Mul Sul. He stated this was a great program. Mayor Baldwin stated he also attended the "Stranger Danger" event and that Mr. Meyers puts on a very impressive program for the children. He stated that he also toured the new recreation center last week and that it is a monster facility and the finest YMCA in the area. 02-09-2010 Minutes Page - 3 - 9.
