REGULAR MEETING
February 23, 2010
A Regular Meeting was held by the Schertz City Council of the City of Schertz, Texas, on
February 23, 2010 at 6:30 p.m., in the Municipal Complex Council Chambers, 1400
Schertz Parkway, Building #4, Schertz, Texas. The following members present to -wit:

CALL TO ORDER REGULAR MEETING

Mayor Baldwin called the meeting to order at 6:30 p.m.
INVOCATION AND PLEDGES OF ALLEGIANCE TO THE FLAGS OF THE
UNITED STATES AND STATE OF TEXAS.
Councilmember Carpenter gave the invocation followed by the Pledges of Allegiance to
the Flags of the United States and State of Texas.
HEARING OF RESIDENTS
Mayor Baldwin recognized Mr. Robert Brockman, 1000 Elbel who spoke regarding lights
out at the old library facility.
Discussion and/or Action Items
1. Minutes - Consideration and /or action regarding the approval of the minutes of the
Joint Workshop and Regular Meeting of February 16, 2010.
Mayor Baldwin recognized Councilmember Fowler who moved, seconded by
Councilmember Carpenter to approve the minutes of the Joint Workshop and Regular
Meeting of February 16, 2010. Vote was unanimous. Motion Carried.
2. Resolution No. 10 -R -10 — Annexation — Consideration and /or action approving a
resolution relating to the annexation of approximately 4.676± acres known as Lots
1 and 2, Block 3, Lost Meadows Subdivision, Unit 2, county block 5055c, Bexar
County, Texas, located at 12046 and 12066 Lost Meadows Road; authorizing and
directing the holding of public hearings for the proposed annexation, the publication
of notice of those public hearings, preparation by the Planning Department of a
Service plan, giving of a written notice of intent to annex, the submission of

preclearance materials to the Department of Justice, and related matters. (M.

Mayor Baldwin recognized City Attorney Michael Spain who introduced this item
stating that the City agreed with Bexar County that it would annex Crescent Bend
Park, which was completed in January 2010, two additional lots owned by Bexar
County that are part of Crescent Bend Park also need to be annexed. Action
requested by Council adopts a resolution to annex Crescent Bend Nature Park and
two (2) additional lots owned by Bexar County that are part of the park. Fiscal
impact negligible due to property being tax exempt.
Mayor Baldwin recognized Councilmember Trayhan who moved, seconded by
Councilmember Fowler to approve Resolution No. 10 -R -10. Vote was unanimous.
Motion Carried.
EXECUTIVE SESSION
Called under Section 551.071 Texas Government Code Litigation, pending litigation;
Section 551.072 Texas Government Code - Deliberation regarding the purchase,
exchange, sale, lease, or value of real property.
City Council did not meet in executive session.
Requests and Announcements
4. Requests by Mayor and Councilmembers that items be placed on a future City
Council agenda.
No requests given.
5. Requests by Mayor and Councilmembers to City Manager and Staff for
information.
Mayor Baldwin recognized Mayor Pro -Tem Scagliola who asked if staff could
provide an update on the house at the corner of Wimbledon and Country Club Blvd.
Mayor Pro -Tem Scagliola asked if staff contacted Ms. Terolitsky on Marilyn Drive
to address her drainage concerns. Staff indicated that they are working on a
resolution.
Mayor Baldwin recognized Councilmember Fowler who asked for an update
regarding Chelsea road. Mayor Baldwin recognized City Engineer Larry Dublin
who stated that paving was to occur Wednesday, but due to the weather issues, it
has been rescheduled to possibly Friday.

Mayor Baldwin recognized Mayor Pro -Tem Scagliola who stated that the Casino
Night for the Humane Society was a great success and thanked everyone involved.
He also mentioned the Business Expo, which was going on this evening at the Civic
Center.
Mayor Baldwin recognized Councilmember Fowler who thanked everyone for their
thoughts and prayers regarding the passing of his father.
Mayor Baldwin also stated that the Business Expo tonight is a great event and
encouraged everyone to attend.
7. Announcements by City Manager
• Recognition of City employee actions
• New Departmental initiatives
Mayor Baldwin recognized Assistant City Manager David Harris who reminded Council
of the Thursday, February 25, 2010 Workshop with the Economic Development
Corporation, which starts at 4:00 p.m. at the Civic Center.

As there was no further action, Mayor Baldwin adjourne the meeting at 6:40 p.m.
