03-23-10-Council/PZ MINUTES REGULAR MEETING March 23, 2010 A Joint Workshop was held with the Schertz City Council and Planning and Zoning Commission on March 23, 2010 at 4:00 p.m. The following members present to-wit: Mayor Hal Baldwin Mayor Pro-Tem David Scagliola Councilmember Jim Fowler Councilmember John Trayhan Councilmember Michael Carpenter Planning & Zoning Members present: Planning & Zoning Members absent: Vice Chair Ernest Evans Chairman David Richmond Commissioner Ken Greenwald Commissioner Cedric Edwards Commissioner Roberta Tutschke Staff Present: City Manager Don Taylor Assistant City Manager John Bierschwale Assistant City Manager David Harris Deputy City Secretary Mary Ybarra Development Services Director Michelle Sanchez Assistant to the City Manager Bob Cantu Others Present: Economic Development Director George Antuna EDC Vice President Steve White Assistant Economic Development Director Jeff Jewell EDC Analyst Peter Graves City Engineer Larry Dublin City Attorney Michael Spain Robert (Bob) Kraemer, Fulbright & Jaworski Mayor Baldwin arrived at 4:40 pm. CALL TO ORDER (GENERAL COMMENTS) Mayor Pro-Tem Scagliola called the meeting to order at 4:07 pm and recognized Assistant City Manager David Harris who provided a brief PowerPoint discussion regarding: Vision of the City Challenges and Opportunities Mission Strategic Goals Create a "roadmap" to action Discussion between City Council, the Planning and Zoning Commission and staff covered the following: • Council's desire to have all boards, commissions, committees and the other groups to have the same visualization to establish the mission, vision and goals for the future of City. • Development of annexation plan for future planning 3-23-2010 Special Minutes • Create businesses as tax base for City along IH-10 frontage • Expansion of FM 1518 - TXDot 2025 Master Plan development of FM 1518 will happen in stages. • Development Services Department to provide quarterly reports on Commercial development/businesses at Council meetings. • How much development does the City want on FM 1518 - What type of development and zoning designation • How much development does the City want on the north side of IH-35. - Look into modifying zoning designation of MI to possibly a "mixed use" - Do businesses need to be compatible to the current use - Include landowners in discussions - Seek sources such as San Antonio or Austin-what was done in their cities - Staff to research and report finding to Council, possibly mid May. • Focus on an appropriate location for commuter rail • Development of the south side of the City - focus on RA or R-1 zoning designation for area - is there a need for GB zoning designation to support area • Development of Wiederstein/Schertz Parkway and Live Oak/FM 3009 - School district looking at property behind Schertz Parkway and Forest Ridge for future use-is this the best use of property for the city • Freeway Manor property-city owns 40 out of 141 properties - research into the City possibly buying all the properties • FM 1103/IH-35 - would like to see retail in this area - Comal ISD looking to build school site on the north side of IH-35 - Possibly meet with City Mayor/Council to discuss is this good planning. - Research property owners to discussion other alternatives. • Schedule joint meeting with EDC, P &Z and Council after the May election No action taken on any matter.
