06-22-10-Jont Mtg MINUTES JOINT WORKSHOP MEETING June 22, 2010 A Joint Workshop was held with the Schertz City Council, Planning and Zoning Commission and Economic Development Corporation on June 22, 2010 at 1:00 p.m. The following members present to-wit: Mayor Hal Baldwin Councilmember Jim Fowler Councilmember David Scagliola Councilmember Michael Carpenter Councilmember Cedric Edwards Mayor Pro-Tem John Trayhan absent. Planning & Zoning Members present: Chairman David Richmond Vice Chair Ernest Evans Commissioner Roberta Tutschke Commissioner Jake Jacobs Commissioner Amy McBrearty Commissioner Justin Murray Staff Present: City Manager Don Taylor Assistant City Manager John Bierschwale Assistant City Manager David Harris Development Services Director Michelle Sanchez Economic Development Director Jeff Jewell Deputy City Secretary Mary Ybarra Planners Misty Nichols and Lesa Wood Erin Matlock, EDC Specialist EDC Members Present: EDC Vice President Steve White Director Roy Richards Director Harry Whitney Director Tim Brown Director Angelina Kiser Presentation members: Scott Polikov, President, Gateway Planning Frank Pakuszewski, Principal, 1836 Asset Development Peter French, Gateway Planning Erick Schlather, Gateway Planning CALL TO ORDER (GENERAL COMMENTS) Mayor Baldwin called the meeting to order at 1:15 pm and after introduction of those present recognized Assistant City Manager David Harris who provided a PowerPoint presentation on the City Strategic Plan adopted June 2009. Mr. Harris stated he would go over the strategic plan only to recap everyone present, but will not focus completely on the plan. The focus today is to get a feel from Council, EDC, and Planning and Zoning on what does the City. do long term from a land use-planning standpoint for the far north area of Schertz and southern area of Schertz. Strategic Plan overview covered these areas: Vision of the City Challenges and Opportunities Mission Strategic Goals 6-22-2010 Special Minutes Strengths and Opportunities Key Success Factors Possible Future Considerations Short Term Action Create a "roadmap" to action ~ Assistant City Manager Harris recognized Scott Polikov, President Gateway Planning who presented a PowerPoint presentation of projects the firm has worked on and pointed out that these developments are successful because of economic drivers such as large anchor facilities. The City of Schertz is in a centralized location; focus should be on attracting medical, educational, and other facilities for the planning of future land use development. These types of facilities would drive the development to include residential, retail, and small business. Another aspect to consider is zoning designations that may include mixed use zoning designations opening the door for much more versatile development. Discussion between City Council, the Planning and Zoning Commission (P&Z), Economic Development Corporation (EDC) and staff covered the following: • Economic drivers of region • Financing environment • Best practices of sustainable development • Take advantage of Schertz location in the region • Propose a work plan It was the consensus of the Council, P & Z, and EDC to direct Assistant City Manager David Harris to proceed in working out a plan that best suits the City and that setting a timeline is crucial. The members of the joint meeting also reached a consensus that they would like to meet on a quarterly basis.
