04-22-2010 MinutesMINUTES SCHERTZ HISTORICAL PRESERVATION COMMITTEE MEETING OF APRIL22, 2010 CALL TO ORDER Chairman Weirtz called the meeting to order at 6:30 with a quorum present. Voting members present: Bob Crawford, Tom DeKunder, Lou Foehrkolb, Gail Hyatt, Debbie Krause, Cynthia Palmer, Dean Weirtz. DISCUSSION/ACTION ITEMS 1. Minutes -Consideration and/or action regarding the approval of the minutes of February 25, 2010. Tom DeKunder made a motion to accept the minutes and Debbie Krause seconded the motion which was carried by a unanimous vote. 2. Fund Expenditures -Consideration and/or action regarding Committee fund expenditures. Bob Crawford made a motion to reimburse Chairman Weirtz for payments of $450.45 for the 501 (3) (C) IRS application and $50.45 for miscellaneous committee materials. The motion was seconded by Debbie Krause and carried unanimously. Treasurer, Lou Foehrkolb informed the Committee that he will be acquiring a P.O. Box for the Museum Association. 3. Spring Newsletter -Consideration and/or action regarding the publication of the Committee's spring newsletter. It was proposed that the newsletter include a special article on Willie Hillert. The motion to publish the seasonal newsletter made by Tom DeKunder and seconded by Gail Hyatt was carried by a unanimous vote. 4. Old Town Schertz Recognition -Consideration and/or action regarding Committee endorsement for the City of Schertz to designate Old Town Schertz neighborhood as a "Heritage Neighborhood" and the Old Town Schertz business area (500 block of Main Street) as a "Historic District". A motion was made by Lou Foehrkolb to submit a written proposal to the city to have the City Council create a Commission to address the establishment of Heritage Neighborhoods and/or Historical Districts with concomitant rights and responsibilities of such designated areas. The motion was seconded by Bob Crawford and approved unanimously. 5. Schertz Blue Ribbon Committee (Bond Issue Consideration) -Consideration and/or action regarding Schertz Blue Ribbon Committee Submission. A motion was made by Tom DeKunder to have Chairman Weirtz provide a written request to the City Manager's office to afford a separate line on the bond for a vote on a museum instead of including it with other portions of the bond. The motion was seconded by Debbie Krause and approved unanimously. REPORTS The Cemetery Subcommittee: None at this time. Historian: None at this time. Outreach: Chairman Weirts offered a presentation to the Rotary Club and wrote a letter to the SCUCISD encouraging participation in the Texas State Historical Association Texas History Day Competition for students. Mr. Weirtz also wrote the library offering to provide a historical display for the entry area of the library. Additionally, the Committee has acquired "Wings Over the Alamo" from television station KLRN and the Committee has requested and received from the Photo Lab a CD depicting a panoramic view of Randolph Air Force Base. Schertz City History Research Project (Phase II) Subcommittee: Lou Foehrkolb reported that 48 books had been sold this fiscal year bringing the total value of sales to $930.54. REQUESTS AND ANNOUNCEMENTS 6. Reqests by Committee members for future agenda items: None at this time. 7. Request by Committee members to City Manager and staff for information: None at this time. 8. Announcements by Committee Members: Chairman Weirtz informed the Committee about his experience in attending a Museum Collection Workshop and Seminar. Chairman Weirtz announced the availability of a scholarship to attend a three day National Preservation Conference to be held in Austin, Texas on October 27-30, 2010. Chairman Weirtz announced that the Committee has been invited to display heritage and history exhibits at a neighborhood centennial birthday celebration planned for the Old Schertz downtown neighborhood residents. The event will be held at the Vineyard Fellowship Church in mid-July. ADJOURNMENT: There being no further business before the committee, a motion was made by Gail Hyatt and seconded by Tom DeKunder to adjourn the meeting. The motion carried unanimously.
