SCHERTZ HISTORICAL PRESERVATION COMMITTEE
MEETING OF JULY 22, 2010
CALL TO ORDER
Chairman Weirtz called the meeting to order at 6:30 with a quorum present.
Voting members present: Merle Behne, Bob Crawford, Tom DeKunder, Lou Foehrkolb,
Gail Hyatt, Debbie Krause, Cynthia Palmer, Dean Weirtz,
Andreas Wooten.
City Officials present: Bob Cantu, Assistant to City Manager.
Guests present: Tim Fey, Sharlene Fey, Dickie Day, Pete Perez, Vicki Perez
INTRODUCTION OF GUESTS
Chairman Weirtz introduced the guests present and explained their specific ties to historic
Schertz neighborhoods and interest in preserving and revitalizing this old neighborhood.
PRESENTATION
Mr. Wooten shared his experiences in the effort to bring relief to the Haitian people in the
aftermath of the disasterous earthquake that ravage~that nation. Mr. Wooten provided
extensive background and visual exhibits of various natural and man-made conditions that
have impacted the growth and development of Haiti. Mr. Wooten shared with the group
the Herculean efforts of the United States to assist the Hatians in their desperate efforts to
establish political, economic and social stability.
DISCUSSION/ACTION ITEMS
1. Minutes -Consideration and/or action regarding the approval of the minutes of
April 22, 2010. Tom DeKunder made a motion to accept the minutes and Debbie Krause
seconded the motion which was carried by a unanimous vote.
2. Fund Expenditures -Consideration and/or action regarding the submission of members'
expense vouchers. Chairman Weirtz submitted receipts for purchases totaling $391.70
including stamps and for amending the 301 (C) (3) application for the Museum
Association. Treasurer, Lou Foehrkolb submitted a receipt for $72 for a P.O. Box for the
Museum Association. A motion was made by Tom DeKunder to reimburse Mr. Weirtz
and Mr. Foehrkolb and this motion was seconded by Andreas Wooten. The motion
carried unanimously.
3. Book Sales Report -Consideration and/or action regarding the sale of Schertz History
books April -July 7, 2010. Mr. Foehrkolb reported that since April, seven books have
been sold and that since 11/2008, a total of 488 books have been sold. Since October
2009, 55 books have been sold with deposits for the fiscal year totaling $1,068. A
motion was made by Tom DeKunder to gift copies of the book to our Intermediate
Schools. The motion was seconded by Andreas Wooten and was carried by a unanimous
vote.
4. Schertz Unified Development Code (LTllC) Amended -Consideration and/or action
regarding amendment to the UDC. Chairman Weirtz reported that the Schertz City
Council had approved an amendment to the UDC that allows for the Schertz Historical
Preservation Committee (SHPC) to serve as the "Commission" responsible for initiating,
undertaking and making recommendations on any matters pertaining to the regulation of
and use of area or buildings and structures of historic significance in the City. According
to Chairman Weirtz, the inclusion of these responsibilities for the SHPC by the UDC
requires a modification to the SHPC By-laws (Article XIV) to include the new
responsibilities and provide for procedures for carrying out said additional
responsibilities. The Committee discussed the proposed amendment to the By-laws and a
motion was made by Andreas Wooten and seconded by Lou Foehrkolb to accept the
amendment. The motion passed unanimously.
5. Summer Newsletter and Special Edition Article -Consideration and/or action
regarding the publication of the Summer Nesletter and Special Edition Article. The
Summer newsletter and Special Edition Article on a Schertz Historic Neighborhood were
presented for approval. A motion to approve publication was made by Andreas Wooten
and seconded by Debbie Krause. The motion carried unanimously.
6. Schertz Blue Ribbon Bond Committee and City Council Action -Consideration
and/or action regarding the decisions of the Schertz Blue Ribbon Committee and the
follow-up action by the Schertz City Council regarding proposed bond elections.
Chairman Weirtz indicated that the Blue Ribbon Committee had approved a proposal for
six separate projects to be sent to the City Council for inclusion on a November bond
package. The submission included a joint "fine Arts and History Center" project at a cost
of $1.45 million. The Schertz City Council met on Tuesday, July 20, 2010 and accepted
the combined joint projects. We will watch for public hearings to determine if the
History Center project is included on the bond.
7. Schertz "Heritage Neighborhood"/"Historic District"Designation Project -
Consideration and/or action regarding the designation of a Schertz neighborhood as either
a "Heritage Neighborhood" or a "Historic District". Chairman Weirtz reported that some
of the residents of the Old Schertz neighborhood where the June 19, 2010 centennial
birthday celebration was held have formed a network organization to promote
neighborhood enhancement and historical awareness among the larger body of
neighborhood residents. The network's first project was distribution of American flags
and a flyer for the Schertz 4~' of July parade. At the neighborhood birthday celebration,
ten residents voted on the issue of the establishment of either a "Historic District" or a
"Heritage Neighborhood". Two residents voted against the proposal, five voted in favor
of establishing a "Heritage Neighborhood" and three voted in favor of establishing a
"Historic District". The neighborhood network group has met twice since the celebration
ceremony and the consensus is that the neighbors would prefer a "Heritage
Neighborhood" designation. The neighborhood network group would like to see banners
attached to light poles that announce that the neighborhood is a "Heritage Neighborhood"
and possibly individual historic plaques that designate individual homes as "Landmark"
properties based upon their history and/or age. Mr. Weirtz explained that there are
sufficient funds within the SHPC budget to allow for the banner and plaque purchases. A
motion was made by Cynthia Palmer and seconded by Gail Hyatt to designate the
residential neighborhood bounded on the north by Highway 78, on the west by Cibolo
Creek, on the south by Zuelh Road and on the east by Mill Street as a "Heritage
Neighborhood", and to purchase and have installed banners and plaques that identify the
neighborhood and certain homes as "historic".
REPORTS
Subcommittee Reports -Discussion only
Cemetery Subcommittee: The committee was informed that the historic St. Joseph
Cemetary is now a part of the Schertz ETJ.
Historian: None at this time.
Outreach: None at this time.
Schertz City History Research Project (Phase II) Subcommittee: Lou Foehrkolb reported
that 48 books had been sold this fiscal year bringing the total value of sales to $930.54.
REQUESTS AND ANNOUNCEMENTS
8. Reqests by Committee members for future agenda items: None at this time.
9. Request by Committee members to City Manager and staff for information: A copy
of the proposed amendment to the SHPC By-laws was given to Mr. Cantu. A request has
been made to discuss the budget for the SHPC for next year.
10. Announcements by Committee Members: The Committee was advised that the
501 (3) (C) has been approved establishing the Museum Committee as a separate,
non-profit entity.

There being no further business before the committee, a motion was made by Gail Hyatt and
seconded by Tom DeKunder to adjourn the meeting. The motion carried unanimously.
