10-28-2010 MinutesMINUTES SCHERTZ HISTORICAL PRESERVATION COMMITTEE MEETING OF OCTOBER 28, 2010 CALL TO ORDER Chairman Weirtz called the meeting to order at 6:30 with a quorum present. Voting members present: Merle Behne, Tom DeKunder, Lou Foehrkolb, Gail Hyatt, Debbie Krause, Cynthia Palmer, Andreas Wooten, Dean Weirtz. INTRODUCTION OF GUESTS Chairman Weirtz introduced and welcomed the following guests/Associate members: Judy Womack, Pete Perez, Dickie Day. PRESENTATION Chairman Weirtz offered a presentation about the Camino Real De Los Tejas/Corral Settlement Annexation. Additionally, Mr. Wooten offered an update on his prior presentation about Haiti. DISCUSSION/ACTION ITEMS 1. Minutes -Consideration and/or action regarding the approval of the minutes of July 22, 2010. Lou Foelukolb made a motion to accept the minutes and Debbie Krause seconded the motion which was carried by a unanimous vote. 2. Fund Expenditures -Consideration and/or action regarding the submission of member expense vouchers. Chairman Weirtz submitted a request for reimbrusement for printing expenses in the amount of $78.79. A motion to accept the voucher and approve reimbursement was made by Merle Behne and seconded by Andreas Wooten. The motion was passed by a unanimous vote. 3. Treasurer's Report -Consideration and/or action regarding the fiscal year of 2009- 2010 amd 2010-2011 budgets. Committee Treasurer Lou Foehrkolb reported that the budget for the fiscal year 2010-2011 has been formulated and accepted by the Schertz City staff. The budget for the coming fiscal year is fixed at $5,150. A motion to delineate general expenses and specific allocation of funds for historic banners/plaques was made by Lou Foelukolb and seconded by Debbie Krause. The motion was carried by a unanimous vote. 4. City Council Consideration of Committee By-laws Amendment (Article XIV) & Recommendations for Designations. -Consideration andlor action regarding the submission of Article XIV of Committee By-laws and recommended historic designations to the City Council on November 2, 2010. The City Council will hear a presentation by Chairman Weirtz at its November 2, 2010 meeting which will offer the Committee's procedural recommendation for historical designation as well as two applications for approval of a "heritage neighborhood" designation and a "landmazk property" designation. Chairmen Weirtz encouraged Committee members to attend this meeting. Anticipating City Council approval of the "heritage neighborhood" designation, Chairman Weirtz requested approval for the purchase of banners and a plaque for placement in the neighborhood. Tom DeKunder made a motion for the purchase of banners and a plaque Andreas Wooten seconded the motion which carried unanhmously. 5. Summer Newsletter and Special Edition Articles -Consideration and/or action regarding the publication of the Fall Newsletter and Special Editions Articles. Chairman Weirtz requested Committee approval for the publication of the Fall Newsletter and two Special Edition Articles. Cynthia Palmer made a motion to accept the Newsletter and Articles for publication. Lou Foehrkolb seconded the motion which was carried unanimously. 6. City Bond Election Update -Consideration andlor action regarding the status of bond proposal #5 (Fine Arts and History Center). Chairman Weirtz reminded members of the need to vote for bond proposal #5 on Election Day. He informed the members of the Political action Committee's efforts to promote all six of the bond proposals. 7. Museum Association Update -Consideration and/or actions regarding the status of the Museum Association. Tom Dekunder informed the Committee that the Museum Association has had its first organizational meeting. The Association has established a set of by-laws as well as a bank account and a postal delivery address. The Association now awaits the outcome of the bond election. 8. Schertz City Council Proposal to Change the Name of Schwab Road -Consideration and/or action regarding the changing of the name of Schwab Road by the Schertz City Council. Chairman Weirtz advised that this matter has been resolved by City Council agreement that Schwab Road will retain its name. 9. Calendar Year 2011 Committee Officer Nominations -Consideration and/or action regarding nominations for 2011 Committee officer positions. Chairman Weirtz announced that nominations for next year's Committee offficers was open and encouraged all members to consider serving in one of those positions. Nominations will close and voting will occur at the January 2011 committee meeting. REPORTS Cemetery Subcommittee: Chairman Weirtz indicated that the Schertz/Cibolo cemetery Trail would be designated as (HARP) Honored Ancestral Resting Places when referencing the cemeteries that were located in this designated area. Historian: None at this time. Outreach: Chairman Weirtz reported having been actively involved in the work of the Bond Issue Political Action Committee as well as having met with representatives of both the San Antonio Conservation Commission and the Comal County Historical Commission. The Committee co-sponsored a neighborhood night out event with the Old Schertz community Network group on October 5`h. The Committee will join again with the Old Schertz community Network group for a Christmas caroling event in December and will be involved in a self-help landscape project in the Old Schertz community in November in conjunction with the historic marker placement event. Museum/Kramer House: Chairman Weirtz reported on a meeting with Pat Moss and Ida Hardy from the Seniors' Center regarding placement of Committee historical photos in the Seniors' Center. Historic Site Designation: Chairman Weirtz displayed plaques that will be placed on the historic church and on church grounds at 201 Church Street if the City Council grants approval for such designation. He also discussed coordination activity he has undertaken with a representative of Saint Peter and Palul Catholic Church in New Braunfels regarding designation of Saint Joseph Chapel as a historic landmark. REQUESTS AND ANNOUNCEMENTS 10. Requests by Committee members for future agenda items: Creation of Emeritus status on this Committee for the Schertz and Ackermann families was suggested by several Committee members. The Committee would like to discuss the impact of the results of the Bond vote as it relates to the establishment of a Schertz Historical Museum. 11. Request by Committee members to City Manager and staff for information: The Committee will request space at the Festival of Angels to disseminate information about and generate interest in the SHPC. 12. Announcements by Committee Members: None at this time ADJOURNMENT: There being no further business before the committee, a motion was made by Tom DeKunder and seconded by Merle Behne to adjourn the meeting.
