01-31-2011 MinutesMINUTES REGULAR MEETING January 31, 2011 A Special Community Planning & Design Charrette Workshop was held by the Schertz City Council as well as various Boards and Commissions of the City of Schertz, Texas, an January 31, 201 i, at 6:00 p.m., in the Schertz Civic Center, 1400 Schertz Parkway, Building S, Schertz, Texas. The following members present to-wit: City Council Members Present: Mayor Hal Baldwin Councilmember Jim Fowler Councilmember George Antuna Councilmember Cedric Edwards Staff Present: Assistant City Manager John Bierschwale Assistant City Manager David Harris Assistant to the City Manager Bob Cantu City Secretary Brenda Dennis Dev. Services Director Michelle Sanchez Senior Planner, Misty Nichols Planner 1, Lesa Waod GIS Director Tany McFalls Planning and Zoning Commission Members Present: Ernest Evans, Jr. Ken Greenwald Richard Braud Jake Jacobs Bert Crawfoxd, Jr. Economic Development Corporation Members Present: Harry Whitney Holly McBrearty Tim Bxown Rosemary Scott Various other Board and Commission members were present from: Parks & Recreation Library Board Board of Adjustments (BOA) Transportation Safety Advisory Commission (TSAC) Historical Preservation Committee Animal Services General Comments 1. Discussion regarding a planning and design Charrette on the northern part of Schertz, especially the area from FM 3049 to Friesenhahn Road, and I-35 to FM 2252 {Nacogdoches Road}. (D. Harris/Scott Polikov) Mayor Baldwin welcomed everyone in attendance and introduced Assistant City Manager David Harris who provided opening comments and introduced Mr. Frank Pakuszewski, Developer for Gateway Planning who provided a brief PowerPoint OI-31-2011 Minutes Presentation "The North Schertz Sustainable Development Initiative" covering the following: • Goals of the Initiative • City Strategic Plan Goals • Workshop Deliverables • North Schertz should be considered in the Regional Context -growth by 2050 • Regional Population Trends overview 2005 to 2035 • Regional Employment Trends overview 2005-2035 • Review Lone Star Rail District Map • City of Schertz Population Trends 1970-2030 • Schertz area labor force profile 2002-2008 • Schertz area preliminary trade area population employment Forecast • Schertz area preliminary population and employment forecasts 2008-2030 • North Schertz Land use breakdown • North Schertz Preliminary market forecast • How will North Schertz accommodate its growth 2010-2030 Houses, offices, schools, stores, roads, parks, hospitals, apartments • North Schertz issues, challenges, and oppomuuties • Understanding the scale of the North Schertz Area • The evolution of roads and retail suggests an unsustainable development future • Sustaining value, not just cash flaw, is the new business model - Conventional development, sustainable development, new approaches are required ~ • How can North Schertz realize its potential for sustainable development Mr. Pakuszewski, conducted a series of questions for the members of the audience, utilizing a key pad polling system regarding their preferences far the following: ADJOURNMENT Mayor Baldwin and Assistant City Manager David Harris adjourned the Planning Charrette for the evening at 8:35 p.m. and reminded everyone about the Planning & Design Charrette stakeholders meeting tomorrow during the day and the comm 'ty meeting starting at 6:00 p.m. Wednesday, February 2, 2011. ~ --~`~'1 ATTEST: i Brenda Dennis, TRMC, MMC City Secretary 01-3I-201.1.
