A RESOLUTION DECLARING THE CURRENT
NUMBER OF INHABITANTS OF THE CITY OF SCHERTZ, TEXAS
WHEREAS, the City Council of the City of Schertz , after due and careful consideration, has
determined that it is necessary and appropriate to determine the number of inhabitants of the City of
Schertz as of the date hereof; and
WHEREAS, in order to develop a count ofthe inhabitants that is reasonable and accurate,
based upon the historic size of the City and the recent period of relatively intense growth, the City
Council has directed that a detailed study and analysis be conducted to determine the population of
the City; and
WHEREAS, in furtherance of this study and analysis, the City Staff of the City of Schertz
has carefully reviewed population estimates, forecasts, counts, and analysis from the U.S. Bureau of
Census, water utility counection information from all certificated water or waste water service
providers serving areas within the corporate limits of the City, new building permit issuance records
of the City from 1999 through the date of this Resolution, certificate of occupancy issuance records
of the City from 1999 through the date of this Resolution, annexation records of the City from 1999
through the date of this Resolution; and
WHEREAS, City Staffhas presented its report to City Council, which report concludes that,
based upon a careful and detailed analysis of all of the information identified above, the best
available information indicates that the City of Schertz currently has 26.463 inhabitants; and
WHEREAS, the City Council of the City of Schertz believes that it is necessary and
appropriate for the Council, as a legislative body, to make a determination of the current number of
inhabitants of the City based upon its assessment of all reasonably available data at the cormnunity
level.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SCHERTZ, TEXAS:
Section I. The City of Schertz , Texas is hereby determined to have 26.463 inhabitants as
of August 17, 2004.

Section 2. The figure set forth above has been determined by a detailed and careful
analysis of all reasonably available information as described in the recitals of this Resolution.
Section 3.

This Resolution shall take effect from and after its passage, and it is so
