REGULAR MEETING
January 22, 2011
A Special Workshop meeting was held by the Schertz City Council of the City of Schertz, Texas,
on January 22, 2011, at 8:30 a.m., in the Schertz Center North, 3501 Morning Drive, Schertz,
Texas. The following members present to-wit:

Staff Present: City Manager Don Taylor Assistant City Manager John Biexschwale

Guests Present: Dave Richmond, Planning & Zoning Chair and Robert Brockman,. Citizen.
CALL TO ORDER SPECIAL WORKSHOP MEETING
Mayor Baldwin called to order at 8:45 a.m., members present introduced themselves.
Discussion and appropriate action on a joint strategic plantung session to include mission,
vision, goals, strengths, weaknesses, opportunities and threats affecting the City. (D.
Harris)
• Opening Remarks (Mayor & City Manager)
Mayor Baldwin and staff provided opening remarks.
• Updates & Review of accomplishments (City Manager)
Assistant City Manager David Harris provided information on updates and
accomplishments since the first 2009 workshop.
• Review MissionlVision/Goals & Update SWOT Analysis (Facilitators - Briser~o)
Mayor Baldwin introduced Assistant City Manager David Harris who introduced
facilitators Mary and Alex Briser~o, who reviewed the MissionlVision/Goals and updated
information.
• Confirmation and/or Modification of Goals (Facilitators & Participants}
Mary and Alex Brise~o, facilitators confirmed and discussed revisions to the Council's
goals.
2. Action Plan Development -Discussion and appropriate action regarding an action plan
development regarding tactical strategies and a timeline for accomplishment of goals.

Mayor Baldwin recognized Assistant City Manager David Harris who provided a brief
PowerPoint on the following:
• Update/identification of goals implementation objectives/projects
• Development of tactical strategies & timelines for implementation of the Action Plan
CouncilmemberAntuna left at noon.
Mayor and Council provided updated goals, identifying and prioritizing them as well as
provided information on projected timeline for implementation of the Council's objectives
and projects.
Council discussed their tactical strategies and possible timelines for implementation of the
plan. Council stated that they wanted to revisit their goals and objectives sometime late July
or early Augast.
Mayor Baldwin recognized Mayor Pro-Tem Carpenter who moved, seconded by Councilmember
Edwards to have staff place the following information on the I-3S Billboard " 22 miles to San
Antonio, Schertz' largest suburb". Vote Was unanimous. Motion Carried.
