REGULAR MEETING
June 14, 2011
A Regular Meeting was held by the Schertz City Council of the City of Schertz, Texas, on June 14,
2011, at 6:00 p.m., in the Municipal Complex Council Chambers, 1400 Schertz Parkway, Building
#4, Schertz, Texas. The following members present to -wit;

CALL TO ORDER REGULAR MEETING
Mayor Baldwin called the meeting to order at 6:00 p.m.
INVOCATION AND PLEDGES OF ALLEGIANCE TO THE FLAGS OF THE UNITED
STATES AND STATE OF TEXAS.
Mayor Pro -Tem Fowler gave the invocation followed by the Pledges of Allegiance to the Flags of
the United States and State of Texas.
Mayor Baldwin welcomed everyone.
PRESENTATION
• Introduction of new Sweetheart Court. (D. Harris/B. Bailey)
Mayor Baldwin recognized Senior Administrative Assistant/Sweetheart Court Liaison
Mary Spence who recognized the following members of the new City of Schertz
Sweetheart Court:
- Miss Sunshine Tabitha Joseph
- Miss Liberty Kayley Carter
Mayor and Council congratulated them on being selected to serve on the Sweetheart Court.
Mayor Baldwin recognized Miss Sunshine, Ms. Tabitha Joseph, who came forward and
thanked this City for the opportunity and announced the following: Luling Watermelon
Thump is scheduled for Thursday June 23, 2011 through Sunday June 26, 2011, and
reminding everyone about the upcoming City of Schertz 4th of July Jubilee parade and
events.
• Introduction of the Schertz Citizens, Police Academy Alumni Association (Chief
Taylor /S. Ceeko)

Mayor Baldwin recognized Police Chief Don Taylor who came forward announcing the
importance of the Schertz Citizens Police Academy Alumni Association, his gratitude, and
introduced Special Projects Officer Shawn Cecko. Officer Ceeko introduced the following
members who were present: Dixie Bane, Rosemarie Bores, Anita Clark, Bill Clark, Marcy
Cohen, Patsy Dekle, Richard Dziewit, Christina Espinoza, Norm Goldberg, Joe Goss, John
Ostrowski, and Deborah Stone.
Officer Ceeko stated that the Schertz Citizens' Police Academy Alumni Association
volunteers countless hours in assisting the Police Department in various City activities as
well as outside activities. Officer Ceeko thanked Chief Taylor, Mayor, and Council for the
support of this group,
CITY EVENTS
• Announcements of upcoming City Events (D. Harris/J. Bierschwale)
Mayor Baldwin recognized Assistant City Manager David Harris who provided the
following information:
Reception for newly appointed City Manager, John Kessel at the Civic Center- June
22, 2011, 4:30 p.m. to 7:00 p.m.
City needs volunteer judges for the upcoming 4th of July barbecue contest, as well
as volunteers for the beer booth. Please call 311 and let them know you wish
volunteer.
Mayor Baldwin recognized Assistant City Manager John Bierschwale who provided the
following information:
- July 40' Celebration, July 1St through 3`d from 6:00 p.m. to 11:00 p.m. and July 4th,
parade starts at 8 :00 a.m. and that the park's events will go until 11:00 p.m. Mr.
Bierschwale stated that for the first time the City will not be hosting a fireworks
show due to the extreme drought and fire hazards.
Mayor Baldwin recognized City Manager John Kessel who concurred that it is a public
safety issue and he also recommends the cancellation of the fireworks display.
Mayor Baldwin stated that the City needs to get the word out that they will not have a
fireworks show, due to it being the biggest event within the area during July and that many
travel to ,Schertz to watch. Assistant City Manager John Bierschwale stated that
information will be sent out to the newspapers as well as all media regarding the
cancellation. Public Affairs Director Brad Bailey has been in contact with all media
sources to get the word out.
Hearing of Residents
Mayor Baldwin recognized the following who spoke:
Mr. Michael Dahle, 9120 E. FM 1518, who thanked the City for hosting the meeting
Monday, June 13, 2011, regarding the proposed annexation. Mr. Dahle stated that the

question and answer session was very productive and that staff and the city attorney
provided very important information.
Mr. Robert Brockman, 1000 Elbel, who also thanked the City for hosting the
annexation question and answer meeting. He thanked Mr. Spain, Mr. Harris, Ms.
Sanchez, as well as Police Chief Taylor for being present. Mr. Brockman also asked
if staff would look into the flashing school crossing signal on Elbel. Assistant City
Manager John Bierschwale stated that they were working on it and that it should be
fixed shortly. Mr. Brockman also asked for clarification regarding item #2, Mayor
Baldwin stated Mr. Dublin would explain the need for the sign under the discussion
and action items.
Mr. Ken Greenwald, member of the Schertz Sequin Local Government Corporation
(SSLGC), mentioned recently there was a vacancy and empty seat on the Region L
Board. He stated that it has been recommended that Alan Cockerell be appointed to
fill that seat and requested the City provide a letter of support for the appointment.
Discussion and /or Action Items
1. Minutes - Consideration and/or action regarding the approval of the minutes of the Regular
Meeting of June 1, 2011.
Mayor Baldwin stated that City Secretary Brenda Dennis requested this item be pulled as it
was posted incorrectly and that it should have read minutes of the June 7, 2011.
No action.
2. Ordinance No. 11 -D -16 — Consideration and/or action approving an Ordinance amending
the speed limit on Schertz Parkway to 30 mph and revising the Code of Ordinances of the
City of Schertz, Texas by amending and revising Section 86 -115, Maximum Limits generally
on specific streets; and providing a repealing clause. Final Reading (J. Bierschwale/L.
Dublin)
Mayor Baldwin recognized City Engineer Larry Dublin who introduced this item stating that
action requested of Council approves a 30 mph speed limit on Schertz Parkway on a portion
of Schertz Parkway from 500' north of Live Oak Road to FM 78, which has not had a speed
limit designation by ordinance. Mr. Dublin stated that existing speed limit signs reflect the
state "default" speed limit of 30 mph. Additional signs will be installed at the cost of $200;
this is a budgeted item in the General Fund — Public Works Street Maintenance budget. Mr.
Dublin stated that staff recommends approval of final reading.
Mayor Baldwin recognized Councilmember Edwards who moved, seconded by
Councilmember Carpenter to approve Ordinance No. 11 -D -16 on final reading. The vote
was unanimous. Motion Carried
EXECUTIVE SESSION
Called under Section 551.071 Texas Government Code Litigation, pending or contemplated
litigation; Section 551.072 Texas Government Code - DeIiberation regarding the purchase,
exchange, sale, lease, or value of real property.
Council did not meet in Executive session.

Mayor Baldwin recognized Mayor Pro -Tem Fowler who stated he attended the following
events: attended the Schertz Housing Board meeting last night, Monday, June 13, 2011, and
that contracts have gone out to repair the buildings on -site and that the water leak had been
fixed, but wanted to know if the City would be assisting in cleaning out the drainage ditch.
Assistant City Manager John Bierschwale stated that he would be getting with staff and
provide information back to him.
7. Announcements by City Manager
Mayor Baldwin recognized City Manager John Kessel who provided the following
information:
- Thanked Marshal Beverly Todd for the coordination on assembling the Emergency
Management Team to go over the procedures that are necessary in case of a City
emergency, stating it was a well put together meeting and that Council would be
receiving updated training in the future.
Read an email from Mr. Leighton giving thanks to GIS Department, Mr. Tony McFalls
for assistance in obtaining GIS / ETJ maps.
Read a note praising the Library staff, Ms. Lizza Blaza and Ms. Teresa Brown, on the
coordination of the recent poetry reading held at the Library during the summer reading
program being held.
Presented to Council a thank you note from a five year old, thanking the Library and
their staff.

Thanked the Mayor and Council for allowing him to take off Monday to obtain his
marriage license, and that when in Dallas he met up with Dallas Mavericks' player Dirk
Nowitzki who congratulated him on being appointed City Manager and presented him
with the Championship T -shirt he wore after the victory in the locker room. City
Manager John Kessel presented the T -shirt to Mayor Hal Baldwin.
