CITY COUNCIL MINUTES REGULAR SESSION DECEMBR 23, 2003 The Schertz City Council convened in Regular Session on Tuesday, December 23, 2003 at 7:00 p.m. in the Municipal Complex Council Chambers, 1400 Schertz Parkway, Schertz, Texas. Those present were Mayor Hal Baldwin, presiding; Councilmembers Carl Douglas, Steve Simonson, Reginna Agee, Tony Wilenchik and Ken Greenwald. Also present were City Manager Mark Marquez and City Secretary Norma Althouse. Mayor Baldwin welcomed everyone and then asked that they rise and join him in the Pledge of Allegiance to the Flag. #1 HEARING OF RESIDENTS Robert Brockman of 4505 Grand Forrest mentioned the following: . He was driving down Schertz Parkway from Woodland Oaks all the way to the bridge and the lights are out. . . Noted the last Commissioner's Court meeting of the year was today and Schertz was not well represented. #2 ORDINANCE: Consider and take action on first reading of Ordinance regarding proposed annexation of approximately 655.5 acres located adjacent to the existing City limits line parallel to 1H-35 for the North boundary, the City ofCibolo ETJ for the South boundary, and between the existing City limits line along the Northcliffe/Scenic Hills development on the West and the City limits line that parallels Eckhardt Road to the East. Mayor Baldwin introduced an Ordinance and read the caption as follows: AN ORDINANCE PROVIDING FOR THE EXTENSION OF THE BOUNDARY LINES OF THE CITY OF SCHERTZ, TEXAS BY THE ANNEXATION OF APPROXIMATELY 655.5 ACRES LOCATED ADJACENT TO THE EXISTING CITY LIMITS LINE PARALLEL TO IH-35 FOR THE NORTH BOUNDARY, THE CITY OF CIBOLO ETJ FOR THE SOUTH BOUNDARY AND BETWEEN THE EXISTING CITY LIMITS LINES ALONG NORTHCLIFFE/SCENIC HILLS DEVELOPMENT ON THE WEST AND THE CITY LIMITS LINE THAT PARALLELS ECKHARDT ROAD TO THE EAST; AND RELATED MATTERS. . Mr. Marquez pointed out they had held two public hearings on this proposed annexation and it was discussed at the workshop last week. He then referred to a map on display for the public to see and stated they have completed the final version of the Service Plan. 133 . Mr. Douglas moved to approve the first reading of an Ordinance as stated in the caption above. Mr. Simonson seconded the motion, which carried with the following votes: AYES: Councilmembers Douglas, Simonson, Agee, Wilenchik and Greenwald. NAYS: None. #3 Items by City Manager General Announcements Reminded Council they have in their packets a copy of Mr. Wilson's resiguation. December 30th will be his last day. They are going to miss him. Wished everyone a Merry Christmas. #4 Items by Council General Announcements Councilmember Douglas Liaison - EDC Liaison - Schertz Library Board . Said he had mentioned a problem with the fence on Woodland Oaks Drive to John Bierschwale, Asst. City Manager, after the last Council meeting on Tuesday and by Thursday it was corrected. Also, he spoke with him today and was told they are drafting an ordinance for standard fencing along thoroughfares. Wished everyone a Merry Christmas and an especially healthy one. Councilmember Simonson 4-B Board Liaison - BVY A Wished everyone a good, safe holiday and told them to enjoy the season for what it is. Councilmember Agee 4-B Board Liaison - Schertz Housing Authority Wished everyone a happy holiday. . 134 . Councilmember Wilenchik 4-B Board Liaison - Schertz Humane Society Liaison - HOA Coalition Ex-officio - TSAC Remarked on the interesting article in the Herald Newspaper about the Animal Shelter. The person who wrote the letter is not a member of the Humane Society. His wife was very upset and he called Mr. Marquez about it. Mr. Marquez stated that Mr. Wilenchik, the Police Chief and Heather Barker of Schertz Animal Control have been working hard to mend fences with the Humane Society. They have the same goals. Wished everyone a happy holiday. Councilmember Greenwald 4-B Board Ex-officio - P&Z Commission Ex-officio - S/SLG Corporation Indicated he would like to see something to congratulate the Samuel Clemens football team. Mayor Baldwin suggested the first meeting after school starts back up. . Wished everyone a Merry Christmas and a safe and Happy New Year. #5 Items by Mayor General Announcements Asked what happened to the fence along Schertz Parkway and was told a pickup went through the light and struck it. Wished everyone a Merry Christmas and a happy New Year. Said he would get to hold his great grand-baby on his lap as Santa. #6 EXECUTIVE SESSION: Called under Chapter 551 Texas Government Code, Sub-Section 551.071, Consultation with Attorney. No Executive Session was held. #7 Action, if any, on above Executive Session. Being there was no Executive Session, there was no action required. #8 ADJOURNMENT .
