A RESOLUTION OF THE MEMBERSHIP OF THE NORTHEAST
PARTNERSHIP OPPOSING THE DEVELOPMENT OF A
CR/T.CAL PERIOD PLAN BASED ON THE "QUARTERLY
MANAGEMENTt! CONCEPT.
WHEREAS, the central Texas region experienced a drought of record in the year
2000, and; the Emergency Critical Period Rules for 2000 adopted by the
Edwards Aquifer Authority were a qualified success in managing withdrawls from
the aquifer and protecting spring flow; and,
WHEREAS, the trigger levels and water use restrictions, while strict, were
reasonably easy to understand and enforce.
WHEREAS, the staff of the Edwards Aquifer Authority is currently working on an
extremely complicated proposal, generally referred to as The Quarterly
Management Concept, for the region's critical period management plan,
WHEREAS, the proposed critical period ~quarterly management" concept fails to
meet the test of being understandable, defendable, and enfor~abre, due to the
multiplicity of factors used to set trigger levels and establish water use
restrictions and reductions. and
WHEREAS, the variable trigger levels proposed in the Quarterly Management
Concept are substantially higher than the 650' at J~ 17 set out In S B 1477 and are
clearly not in agreement with legislative intent,
NOW THEREFORE BE IT RESOLVED BY THE MEMBERSHIP OF THE
NORTHEAST PARTNERSHIP,
That the Edwards Aquifer Authority Board and Staff develop clear, unambiguous
objectives for the regions Critica1 Period Rules and redirect its efforts toward
developing a Critical Period Plan consi.sting of the least complicated and
restrictive rul necessary to achieve those objectives.
