2001R18- TRANSPORTATION SAFETY ADVISORY COMMITTEE RESOLUTION NO. CJ /- /Z - Iff A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS AUTHORIZING ESTABLISHMENT OF A TRANSPORTATION SAFETY ADVISORY COMMITTEE (TSAC). WHEREAS, in order to improve the City's quality of life through a citizen- government partnership that would promote safe and secure roads, convenience and efficiency in traffic flow, enhancement of recreational and leisure activities which use portions of transportation thoroughfares, and the continued beautification of the gateways and byways of the City; and WHEREAS, the growth our City is experiencing has made us aware that our residents desire to take a more active part in the discussions and processes of these kinds of issues in the future; and WHEREAS, the City would like to establish a Transportation Safety Advisory Committee (TSAC) to be strictly advisory in its function, offering suggestions and guidance to City Council and staff on these issues; and WHEREAS, this kind of public-private partnership also has the potential to reduce the image of government dictating such decision independent of community input; NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS: THAT, the City Council of the City of Schertz, Texas hereby authorizes establishment of a Transportation Safety Advisory Committee (TSAC); and THAT, the composition and recruitment of this Committee be done according to the guidelines set out in the Attachment to this Resolution. -----.-----..--..-.-----.---..-..--..-.---.-.............-....-r..-----...-.---....-......------.-.-'----.----....,-.---.-----.-.--,---- PASSED, APPROVED AND ADOPTED this~ay ATTEST: ~~~ City Secretary, City of Schertz (SEAL OF CITY) "..".-.-..--..-. .-----........'..--.--T.- I The composition of the Committee would be as follows: 4 Citizen appointees, to be appointed by the City Council. One of the Citizen appointees would serve as chairperson, to be elected by the committee members every two or three years, in keeping with whatever service terms are decided upon. 3 City Sta.f( to include the Chief of Police, the Director of Planning, and the Director of Public Works. Each of these officials would be allowed to assign designees as appropriate and necessary, to fill in when needed. Ex-officio members, as necessary and appropriate. Involvement of officials with Randolph AFB would also be sought, in recognition of their impact on this subject and their potential for bringing useful knowledge and resources to the discussions. The Council appointees to the TSAC would be recruited by advertising for volunteers to serve on the Committee, and stating qualifications for service in the advertisement. These qualifications would include residency in the city, statement of employment, characterization of interest in and special skills or experience for service on the Committee, and willingness to serve as a volunteer with a service term limit of two to three years. Council may establish other criteria, as you deem appropriate. A two consecutive term limit would be recommended, unless circumstallces warranted an exception. Initial appointees would receive different lengths of initial appointment, in order to stagger their terms and provide continuity of knowledge and experience. Advertisement for these appointments would be carried out locally, through the local print and electronic media, and would also include notice to the various homeowners associations in the city.
