FOX, RPA/CTA CHIEF APPRAISER Per Section 6.03 (b) of the Texas Property Tax Code, the terms of all members of the Guadalupe County Appraisal District Board of Directors will expire on December 31, 1999. This is a biannual procedure, and the following is a brief outline of the process and this year's deadlines. Each taxing unit entitled to vote may nominate by resolution, and,then submit the names of those persons nominated to the chief appraiser no later than October 15. 1999. The chief appraiser must then prepare a ballot, and deliver it to each of the voting taxing jurisdictions bv October 30.1999. The goveming bodies must determine their vote by resolution, and submit it to the chief appraiser on or before November 15. 1999. The chief appraiser will then count the votes, declare the winners, and submit the results to the goveming bodies bv December 1. 1999. Current calculation of the number of votes available to each voting taxing unit indicates that City of Schertz has 190 votes 'to cast in this election; a copy of the calculation is enclosed. Austin, St., Seguin, Texas. Members present were Paul Soto, Malford Brehm, Mickey Franz, Larry Lippe, Sylvia Schlather, and Tavie Murphy. Others present were Ed Barnes, David Welsch, Isabel Cabello-Start, Penni Salge, Elizabeth Guerrero, Erich Strey, Steve Filipowicz, Judge Jim Sagebiel, Ernst Schlather, Jim o. Wolverton, Jerry Whitley, Don Holman, Albert Menn, Bob Thaxton, Dee Carter, Esmeralda Ortega, Melie McIntosh, Jamie Reynolds-Osborne, Jack Hamlett, Susan Hubbert, and Teresa Serralta. 1. CALL TO ORDER The meeting was called to order by Mr. Soto. 2. ROLL CALL All members present. 3. CITIZENS' COMMENTS None. 4. ACTION: APPROVAL OF MINUTES Mr. Brehm moved to approve the minutes of the August Budget Hearing and the regular meeting as presented; motion was seconded by Mr. Lippe, and passed unanimously. 5. ACTION: APPROVAL OF FINANCIAL STATEMENTS Mr. Lippe moved to approve the August financial statement, with expenditures in the amount of$67,183.06; motion was seconded by Mr. Brehm, and passed unanimously. 6. DISCUSSION: 1999 CERTIFICATION/APPEAL PROCESS The Board elected to table agenda items #6, #7, #8, and #12. SERVICES CONTRACT Mr. Brehm moved to extend the 1999 contract with Capitol Appraisal Group for one year, at an annual fee of $45,430~ motion was seconded by Mrs. Schlather, and passed unaHimously. 10. EXECUTIVE SESSION: TO DISCUSS EVALUATION AND EMPLOYMENT OF THE CHIEF APPRAISER The Board retired at 7:04 p.m., and reconvened in open session at 7: 13 p.m. Mr. Soto said that Chief Appraiser Pat Fox, had been on medical leave since June and due to health problems she was resigning, effective September 3, 1999 in order to take medical disability. Mr. Soto read Mrs. Fox's letter to the Board. He said Mrs. Fox had done much for the district. Among the accomplishments cited were: developing a responsive and knowledgeable appraisal team, which has been recognized by the state during the Annual Property Valuation Study, closing the gap on the coefficient of dispersion~ reducing the number of formal appraisal protests~ lowering the budget for several years~ paying off the remainder of the building and addition ahead of schedule~ and coordinating the opening of an appraisal district office in Schertz to serve residents of western Guadalupe County. Mr. Soto said Mrs. Fox had done a superb job, and was going to be missed. Mr. Franz moved to accept Mrs. Fox's resignation, effective September 3, 1999. Motion was seconded by Mr. Brehm, and passed unanimously. Mr. Soto presented Mrs. Fox a plaque in recognition of her service to the District. Acting Chief Appraiser Ed Barnes said he wanted to thank Mrs. Fox for all she taught him and for approaching her job as a citizen first and foremost. Representatives of taxing jurisdictions joined board members in expressing appreciation for Mrs. Fox's many achievements as Chief Appraiser. Mrs. Fox said that the last nine years has been the most enjoyable of her life. She went on to say that she has enjoyed working with the wonderful people of Guadalupe County and with the appraisal district staff She said she was leaving the district in excellent hands. One thing that made her feel the proudest was that the district had credibility and integrity, something that should be found in every part of government, she said. She thanked the Board for their concern and support. 13. DIRECTORS' REPORT None. 14. ADJOURNMENT The meeting was adjourned at 7:30 p.m, SECRETARY
