1999R08- SELECTIVE TRAFFIC ENFORCEMENT PROGRAM RESOLUTION NO. tJrJ-;!- J? BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH THE TEXAS DEPARTMENT OF TRANSPORTATION FOR A SELECTIVE TRAFFIC ENFORCE- MENT PROGRAM FOR THE PERIODS OF JULY 2, 1999 THROUGH JULY 8, 1999 AND SEPTEMBER 3, 1999 THROUGH SEPTEMBER 9, 1999. WHEREAS, in order to promote use of seat belts and compliance with speed limit regulations, it is the intention of the City of Schertz to enter into a contract with Texas Department of Transportation for a Selective Traffic Enforcement Program; and WHEREAS, the Schertz Police Department has determined that a Selective Traffic Enforcement Program should be executed in the 900 block to the 4500 block of FM 3009, in the 100 block to the 1300 block of FM 78, in the 100 block to the 4500 block of Schertz Parkway, the entire length of Elbel Road, and Ashley Oak and Ashley Park from FM 3009 to Schertz Parkway in order to increase seat belt use and to ensure compliance with speed limit regulations; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS: THAT, the City Council of the City of Schertz hereby approves of this program and its benefits for the citizens of Schertz and authorizes a contract with the Texas Department of Transportation to conduct a Selective Traffic Enforcement Program during the periods of July 2, 1999 through July 8, 1999 and September 3, 1999 through September 9, 1999. FURTHER, that the City Manager of the City of Schertz is hereby authorized and directed to execute the necessary forms, applications and legal documents as may be required in order to finalize the grant and the contract. Sweatt, City Manager Jerry Smith, Chief of Police ~ A TO: As we recently discussed, I am forwarding information to you concerning a Selective Traffic Enforcement Program for the Independence Day and Labor Day holidays. The purpose of this project, popularly known as the S.T.E~P. program, is to target speeding violations and seat belt violations. Officers assigned to these project work spedfic zoned areas as agreed upon by The City of Schertz and the Texas Department of Transportation. The Texas Department of Transportation will, in turn, allocate funds to the city to pay for the participating officers' overtime costs. The Independence Day Holiday S.T.E.P. schedule will be July 2nd through the 8th between the hours of 0800 and 1900. The Labor Day Holiday S.T.E.P. will take place September 3rd through the 9th, also 0800 through 1900 hours. The work zones that have been designated for this program are as follows: 900 block to the 4500 block of FM 3009 100 block to the 1300 block of FM 78 100 block to the 4500 block of Schertz Parkway Elbel Road - entire road Ashley Oak and Ashley Park from FM 3009 to Schertz Parkway The Texas Department of Transportation requires that each participating city have their respective city council members adopt a resolution outlining the goals of the program. It is my'recommendation that we prepare and present a resolution as soon as poSSible to the City Council to expedite our receipt of the funding from the Texas Department of Transportation. 'jY / RESOLUTION NO. 98-R 25 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEW BRAUNFELS, TEXAS, AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH THE TEXAS DEPARTMENT OF TRANSPORTATION FOR A SELECTIVE TRAFFIC ENFORCEMENT PROGRAM FOR THE PERIOD, JULY 1, 1998, THROUGH JUNE 30, 1999. WHEREAS, in order to promote correct use of child safety seats and safety belts and compliance with speed limit regulations, it is the intention of the City of New Braunfels to enter into a contract with the Texas Department of Transportation for a Selective Traffic Enforcement Program; and WHEREAS, the New Braunfels Police Department has determined that a Selective Traffic Enforcement Program should be executed City wide in order to increase safety belt and child seat use and to insure compfiance with speed limit regulations. ~. .~ ---k6I::L V-~L'~ NOW, THEREFORE, BE IT RESOLVED BY THE CllY COUNCIL OF THE CllY OF NEW BRAUNFELS, TEXAS: THAT the City Council of the City of New Braunfels hereby approves of this program and its benefits for the citizens - of New Braunfels and authorizes a contract with the Texas Department of Transportation to conduct a Selective Traffic Enforcement Progam during the pe~ 1,1998, through June 30,1999. ---=:,.
