RESOLUTION
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SCHERTZ, AUTHORIZING
THE SUBMISSION OF A TEXAS COMMUNITY DEVELOPMENT PROGRAM APPLICATION
TO THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS FOR
DISASTER RECOVERY INITIATIVE FUNDS: AND AUTHORIZING THE CITY MANAGER
TO ACT AS THE CITY'S EXECUTIVE OFFICER AND AUTHORIZED REPRESENTATIVE IN
ALL MATTERS PERTAINING TO THE CITY'S PARTICIPATION IN THE COMMUNITY
DEVELOPMENT PROGRAM.
WHEREAS, the City Council of the City of Schertz desires to develop a viable urban
community, including decent housing and a suitable living environment and expanding
economic opportunities, principally for persons of low/moderate income; and
WHEREAS, certain conditions exist which represent a threat to the public health and safety;
and
WHEREAS, it is necessary and in the best interests of the City of Schertz to apply for
Disaster Recovery Initiative funds under the 1997 Texas Community Development Program;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SCHERTZ, TEXAS:
1. That a Texas Community Development Program application for Disaster
Recovery Initiative Funds is hereby authorized to be filed on behalf of the City
with the Texas Department of Housing and Community Affairs.
2. That the application be for $115.000 of grant funds to carry out acquisitions and
demolition/clearance activities.
3. That the City Council directs and designates the City Manager as the City's
Chief Executive Officer and Authorized Representative to act in all matters in
connection with this application and the City's participation in the Texas
Community Development Program.
4. That it further be stated that the City of Schertz is committing $60.353 from its
General Fund as a cash contribution toward the application infrastructure
removal. landscaoinQ and administration activities.

PUBLIC NOTICE
CITY OF SCHERTZ
TEXAS COMMUNITY DEVELOPMENT PROGRAM
The City of Schertz will hold a public hearing at 7:00 p.m. on December 30, 1998, at Schertz
City Hall in regard to the submission of a Disaster Recovery Initiative application to the Texas
Community Development Program. The purpose of this meeting is to allow citizens an
opportunity to discuss disaster recovery needs, the amount of funding available, all Disaster
Recovery Initiative eligible activities, the estimated amount of funds proposed for activities
that will benefit low/moderate income persons, and the use the past TCDP (or CDBG) funds.
The City encourages citizens to participate in the development of this application and to make
their views known at this public hearing. Citizens unable to attend this meeting may submit
their views and proposals to Kerry Sweatt, City Manager at the City Hall. Persons will
disabilities that wish to attend this meeting should contact City Hall to arrange for assistance.
Individuals who require auxiliary aids or services for this meeting should contact City Hall at
least two days before the meeting so that appropriate arrangements can be made.

application for a grant from the Texas Community Development Program. The grant
application request is $115,000 for a acquisition, demolition/clearance activities of the
PALMS APARTMENTS. The application/action plan is available for review at City Hall during
regular business hours.
