1998R08- TEXAS REGIONAL WATER PLANNING REGION RESOLUTION NO. fJ1-(2-y BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS REQUESTING THE SOUTH CENTRAL REGIONAL WATER PLANNING GROUP TO INCLUDE IN ITS SCOPE OF WORK THE WATER SUPPLY PLANNING WORK OF THE COUNCilS OF THE CITY OF SCHERTZ AND THE CITY OF SEGUIN AS POTENTIALLY FEASIBLE IN MEETING THE DROUGHT NEEDS OF OTHER COMMUNITIES IN THE SOUTH CENTRAL TEXAS REGIONAL WATER PLANNING REGION. WHEREAS, Senate Bill 1 of the 75th Texas Legislature mandates a new statewide regional water planning effort with major responsibility for planning at the regional level to meet local needs; and WHEREAS, the Texas Water Development Board has appointed the South Central Texas Regional Water Planning Group as the regional planning group for our "Region l" area; and WHEREAS, South Central Texas Regional Water Planning Group is charged to identify water management strategies and water supply options potentially feasible to meet the needs of each one of the communities in the region; and WHEREAS, the South Central Texas Regional Water Planning Group will proceed with the evaluation and comparison of water supply alternatives to meet water needs in the region for the following three conditions: drought, as well as 50% and 75% of normal conditions; and WHEREAS, the scope of work to be presented by August 1, 1998 to the Texas Water Development Board, by South Central Texas Regional Water Planning Group, will direct the evaluation of water management strategies and water supply options; and WHEREAS, the South Central Regional Water Planning Group determines which alternatives are potentially feasible to meet regional water supply needs, and their recommendations will most likely become part of the State water plan which will largely control future water planning and resource allocation; and WHEREAS, the City of Schertz and the City of Seguin have each determined that existing water supplies do not provide adequate long-term drought protection for their respective communites and Guadalupe County; and WHEREAS, the City of Schertz and the City of Seguin are jointly engaged in planning for an alternative supply of water from the Carrizo Aquifer for the benefit of Guadalupe County, which includes evaluation of: quantity, reliability and cost of water delivered; environmental factors; impacts on other water resources; and other factors appropriate to planning an adequate water supply; and WHEREAS, extending the project planning effort of the two cities may be of value to other communities in the planning region and assist the South Central Regional Water Planning Group in providing working alternatives in the Regional Plan; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCilS OF THE CITY OF SCHERTZ AND THE CITY OF SEGUIN: THAT, the South Central Regional Water Planning Group be requested: (a) to include in its scope of work to be presented in August to the Texas Water Development Board, the water supply planning work of these cities, and (b) to identify such water supply plan as potentially feasible to meet the drought needs of Schertz and Seguin and the needs of other communities in the South Central Texas Regional Water Planning Region, PASSED, APPROVED AND ADOPTED the yth day of July, 1998. xt~ Mayor, City of Schertz, Texas ArrEST: ~~A' /JHJ~L<U'.J CIty Secretary, City of Schertz (SEAL OF CITY)
