1997R05- STRONGLY OPPOSING HOUSE BILL 3316 RESOLUTION NO. 97-~--F A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS, STRONGLY OPPOSING HOUSE BILL 3316 AND OTHER LEGISLATION WHICH WOULD PROPOSE TO REQUIRE EXPENDITURES BY THIS AND OTHER CITIES WITHOUT CORRESPONDING OFFERS OF FUNDING OR COMPENSATION BY THE STATE OF TEXAS. WHEREAS, House Bill 3316 with a population of 10,000 or to specific classes of employees; would more and require that cities increase payments WHEREAS, the effect of the proposed legislation would double the payment of "longevity pay"; and WHEREAS, the net effect to of this legislative action would be cost in the equivalent of almost 1 rate; and the City to increase cent in the of Schertz personnel City tax WHEREAS, the State of Texas, acting through its legislative body has adopted many other restrictions on the City of Schertz and other cities that relate to its tax rate and specific publication and limitations; and WHEREAS, the State of Texas does not propose to assist the City of Schertz and other similarly affected employers by the development of resources to pay the increased cost proposed to be mandated by this and similar legislation; and WHEREAS, the City Council of the City of Schertz is charged with the responsibility to develop and determine resources to meet local municipal responsibilities; NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS: THAT, the members of the 75th Legislature be informed of strong opposition to House Bill 3316 and other legislation which would propose to require expenditures by this and other cities without corresponding offers of funding or compensation by the State of Texas.
