PZ 10-26-2011PLANNING AND ZONING MINUTES October 26, 2011 The Schertz Planning and Zoning Commission convened on October 26, 2011 at 6:00 p.m. at the Municipal Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas. CALL TO ORDER/ROLL CALL Mr. Richmond called the meeting to order at 6:00 P.M. 2. SEAT ALTERNATE TO ACT IF REQUIItED Mr. Braud was seated as a voting member. 3. HEARING OF RESIDENTS No citizen comments. 4. CONSENT AGENDA: A. Minutes for October 12, 2011. After the reading of the Consent Agenda, Mr. Greenwald moved to approve the item. Mr. Crawford seconded the motion. Vote was unanimous. Motion carried. 5. PUBLIC HEARING ITEMS: A. ZC2011-010 Randolph Commercial Park -Zoning Hold a public hearing, consider and act upon a request to rezone a total of 23.724E acres of land from Manufacturing District Light (M-1) 16.899 acres and General Business District (GB) 6.825 acres to Manufacturing District Light (M-1) 17.707 acres and General Business District (GB) 6.017 acres. The property is more specifically described as a portion of the Richard Mockert Survey No. 316, Abstract No. 497, County Block 5064, City of Schertz, Bexar County, Texas, generally located on Lower Seguin Road approximately 1246 + feet east of Loop 1604. Public Hearing opened at 6:02 pm. Ms. Sanchez reviewed staff comments and advised the Commission that utility services are available to the site with septic regulated by Bexar County. Mr. Richmond recognized the following: • Arturo Camacho, commented that there was a typographical error on the exhibit that will be corrected. • Betty Tate, 7905 Tate Drive, commented on the site survey and how it affects her property. • Jose Trevino, Registered Professional Land Surveyor, described his standards and responsibility as a Registered Professional and how measurements are taken in the profession. He identified himself as the Surveyor who signed and sealed the survey related to the subject property. The public hearing closed at 6:12 pm. Discussion followed between Commission, Staff and the Applicant on the General Business zoning, and the discrepancy on the survey. Mr. Greenwald moved to forward a recommendation of approval to City Council. Mr. Crawford seconded the motion. Vote was unanimous. Motion carried. 6. ITEMS FOR INDIVIDUAL CONSIDERATION A. PC2011-041 Randolph Commercial Park -Master Plan Consider and act upon a request for a master plan of the Randolph Commercial Park Subdivision, a 23.724E acre tract in the Richard Mockert Survey No. 316, Abstract No. 497, County Block 5064, City of Schertz, Bexar County, Texas, generally located on Lower Seguin Road approximately 1246 feet east of Loop 1604. Ms. Sanchez reviewed staff comments on the master plan and advised the Commission that the site consists of 24 commercial lots. The purpose of the amendment is to revise the street and lot configuration which will reduce the buildable lots by one (1). Discussion followed between Commission, Staff and the Applicant on the drainage easement located on the west side of the property, and the purpose of zoning to the centerline of the street. Mr. Jacobs moved to approve this item. Mr. Greenwald seconded the motion. Vote was unanimous. Motion carried. 7. DISCUSSION ITEMS A. Discussion related to parking and landscaping for large developments. (Murray) There was no discussion, and the item will be removed from future agendas until a new request is made. 8. REQUESTS AND ANNOUNCEMENTS A. Requests by Commissioners to place items on a future Planning and Zoning Agenda. No requests. B. Requests by Commissioners to Staff for information. Mr. Jacobs commented on signs located near the intersection of Main Street and Schertz Parkway, and Stars Dance Academy. Ms. Sanchez commented she would provide the information to Code Enforcement. C. Mr. Richmond commented on the formatting of the UDC chapters. D. Announcements by City Staff. • City and community events attended and to be attended. • NEW SITE PLAN APPLICATIONS: No site plan applications were submitted to the Planning and Zoning Division between October 4, 2011 and October 20, 2011. • Quarterly Report. Ms. Sanchez gave a brief update on the following: • Recent Certificate of Occupancy issued to the following: SNX1, Bush's Chicken, and Caterpillar Quarterly report provided. 9.
