The Transportation Safety Advisory Commission (TSAC) convened on November 3, 2011 at 5:30 p.rn. in the Council Chamber Conference Room, Building #4, 1400 Schertz Parkway, Schertz, Texas 78154. Call to order at 5:30 p.m. by Michael Goos, acting chairperson. Members present: Stephen Bish Bill Botit~e~•s Larry Busch, Jr., E.LT. 1Ylichael Gnos Michael Harris, Assist Police Chief Doug Letbetter, PWs Superintendent ,Zahn Ost3•oti~~ski Debbie Perrone -Recording Secretary Gordon Rae -Alternate William Rurnfelt Byron Sandej fer Members riot present: Joey Bishop David Covington, Fire Chief Larry Dublin, Deputy City Engineer Mark Hill, P.E., Ford Engineering Max Hernandez Robert Martinez, PWs Streets Supervisor Debof•ah Stone Dudley Wait, EMS Director Sam Willoughby - P W Director HEARING OF RESIDENTS: Maurice Bishop, 301 Nell Deane. Concerns about the visibility at the corner of Lindbergh and Main St. ;New businesses open up and cars parked in front of businesses makes it difficult to see on coming traffic. Request no parking in this area. Staff stated this area falls under TxDot and concern would forward to TxDot. Larry Franklin, 453 Fawn Pass. Concern about where Main Street becomes FM 1518 left hand turn on to Aviation. Road has two lanes then turns into one lane suggest that another turning lane be added. Staff stated that FM 1518 falls under TxDot and concern would forward to TxDot. Robert Brockman, 1000 Elbel Rd,, Apt #411. Concerned about. stripping on traffic lanes at Schertz Pkwy and Elbel Rd. Left turning la~re should be both left turning and straight land and the right-hrrning lane be only turning lane not straight lane. Staff informed Mr. Brockman and commissioners that staff have reviewed this issue and changes made on or around November 18. 1. Minutes -Consideration and/or action regarding the approval of the minutes for October G, 2011. Motion to accept October 6, 2011 minutes by William Rumfelt and second by John Ostrowski -All Ayes- Motion passed Steve Bish arrived late 5:33 p.m. Gordon Rae arrived late 5:41 p.m. 2. Bell North Drive -Increasing the speed limit on Bell_North (zoned commercial). Steve Larrison owner of Impact Electric, 173005 Bell North Dr requested that the speed limit be increased to either 25 or 30 mph. All Ayes- Motion passed 3. City Engineer Report: (City Engineer) Larry Busch, Jr reported that Not~hcliffe reconstruction of streets should finish up in 3 to 4 weeks. 4.
