Buclzholtz Executive Director Bexar Metro 9-1-1 Network District 911 Saddletree Court San Antonio, TX 78231-1523 Dear Mr. Buehholtz, Regarding your memo to the county judge and city mayors dated August 23, 2011, for a potential funding source to enhance Public Safety Answering Points (PSAP) in the Bexar Metro 9-1-1 network, please except this letter to serve as a joint request for funding for the cities of Schertz, Converse and Universal City. On October 1, 2011, the City of Live Oak made an investment in excess of one million dollars to upgrade its 800 MHz radio system. `This was done to gain full compliance with the Texas Statewide Communications Interoperability Plan and Project 25 standard. The new radio system, the Randolph Metro Emergency Communications System (RMECS}, will be a 700-800 MHz interoperable radio communication system. RMECS will bring about regionalization to northeast Bexar County and will enable its users to reach across the state to communicate through other interoperative radio networks. As part of the integration with the RMECS system, the cities of Schertz, Converse and Universal City seek funding from your organization for radio consoles, log-in records and associated network hardware. Tt is our belief these consoles and associated equipment fall within the parameters of your PSAP enhancement requirements as they will network all RMECS PSAPs. This will enhance the connectivity between the PSAPs and will integrate the 9-1-1 system to make them more efficient in carrying out emergency communications. These partner entities are specifically seeking assistance from Bexar Metro 9-1-1 Network District to purchase Harris -Maestro C-3 consoles, P-25 ExaCom log-in recorders and P-25 networking hardware. Enclosed is the scope of the PSAP project for more detail. These cities are able to match funding by twenty-five percent {25%) to demonstrate theix commitment for the success of the PSAP enhancement. We look forward to discussing this matter with you furthgr. ~eT y, Ba dwin, Mayor 1400 Schertz Parkway ~ Schertz, Texas 78154 * 210.619.1000 * schertz.com RESOLUTION NO. 11-R-58 A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS AUTHORIZING A GRANT APPLICATION TO BEXAR METRO 911, AND OTHER MATTERS IN CONNECTION THEREWITH WHEREAS, the City staff of the City of Schertz (the "City") has recommended that the City Council authorize the filing of a grant application with Bexar Metro 911 relating to emergency communications equipment for the Police, Fire, and EMS Departments; and WHEREAS, the City Council has determined that it is in the best interest of the City to apply to Bexar Metro 911 for an emergency communications equipment grant for the equipment described on Exhibit A. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS THAT: Section 1. The City Council hereby authorizes the City Manager to execute and deliver a grant application with Bexar Metro 911 for the equipment described on Exhibit A, provided, acceptance of the grant (if awarded to the City) and funding of the City's share of the cast of the equipment shall require further approval by the City Council. Section 2. The recitals contained in the preamble hereof are hereby found to 6e true, and such recitals az-e hereby made a part of this Resolution for all purposes and are adopted as a part of the judgment and findings of the City Council. Section 3. All resolutions, or parts thereof, which are in conflict or inconsistent with any provision of this Resolution are hereby repealed to the extent of such conflict, and the provisions of this Resolution shall be and remain controlling as to the matters resolved herein. Section ~. This Resolution shall be const~~aed and enforced in accordance with the laws of the State of Texas and the United States of America. Section 5. If any provision of this Resolution or the application thereof to any person or circumstance shall be held to be invalid, the remainder of this Resolution and the application of such provision to other persons and circumstances shall nevertheless be valid, and the City Council hereby declares that this Resolution would have been enacted without such invalid provision. Section 6. Process • Work within the plan for a total review and strategic plan development for the City of Schertz's Public Safety Communications. • Complete an application for approximately $232,585 for the purchase of four new Internet based radio dispatch consoles. Of this amount, 25% {$58,146.25) would be the responsibility of the Ci#y of Schertz if our strategic communications plan called for this purchase. This application must be at Bexar Metro 911 on or before December 8, 2011. • The equipment specified in the grant application should be able to work across all radio platforms {VHF, UHF, 700 MHz, 800 MHz, etc.), be P25 (Federal inter-operability protocol) compliant as well as capable of being utilized by our current radio system. In addition, the specified equipment should not commit the City to any one specific path should our planning process determine changes in either the short, mid, or long term. • Continue with the evaluation and plan development for the short, medium and long term needs of public safety communications that includes radios, computer dispatching, telephone and data systems and regional opportunities for improvement or cooperation. • If grant is awarded and the final communications plan calls for replacing or upgrading dispatch consoles, the grant can be exercised at that time. If replacing consoles is not required, grant dollars can be returned to Bexar Metro 911 reserves. Resources An approximate expense $58,146.25 from City funds if the decision is made to accept grant funds that may be awarded. These funds are currently not budgeted. If utilizing the gran# funds was part of our overall communications plan, staff would return #o Council with a plan to allocate these funds if it was necessary to do so in the current fiscal year. Time Frame Obtain permission of City Council #o apply for possible grant funding from Bexar Metro 911 on Tuesday, December 6, 2011. Submit grant application for the possible purchase of four IP based dispatch consoles to Bexar Metro 911 by close of business on Thursday, December 8, 2011. Make decision on short term radio system plan by January 1, 2012 Have contract reviewed and back to Live Oak for needed revisions by January 1, 2012. Determine VHF needs by February 1, 2012. Have plan for radio equipment maintenance approved and in place by February 1, 2012 Have intermediate and long term plan to Review Committee February 1, 2012 Publish final plan and recommendations to City Council on or about April, 2012. Based upon Council approval of the overall plan, determine need for grant funds, timeline for purchase and timeline and plan for obtaining the City match. Bring plan for allocating the dollars for the City match and the console purchase plan back to City Council for approval to move forward. ProductlOutcomelBenefits: • Using grant funds to upgrade current, non-P25 dispatch consoles that limit dispatch radio monitoring to 8 channels with a computer based P25 compliant dispatch console that will allow dispatch to monitor and communicate on any number of radio channels that the City of Schertz is authorized to access (in excess of 100 channels at this time}. • Specified dispatch consoles do not commit the City to any single radio system or radio platform. If purchased these consoles will be functional for our short, mid-- and long-term plans regardless of the direction required. • If plans do not necessitate an upgrade of the dispatch consoles, grant funds can be returned to Bexar Metro 911. • Pursuing this grant allows us to participate in Bexar Metro 911's first grant program for dispatch improvements.
