2006R01-Community Service Award Resolution NO. 06-R-Ol RESOLUTION TO ESTABLISH A CITY OF SCHERTZ! STEVE SIMONSON COMMUNITY SERVICE AWARD WHEREAS, the City Council (the "City Council") of the City of Schertz (the "City") desires to establish an annual City Community Service Award. WHEREAS, the City Council desires to name that annual award in honor of former City Councilmember Steve Simonson. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ: SECTION 1: Establishment of the Steve Simonson Community Service Award. The City Council hereby establishes an annual community service award, entitled the "Steve Simonson Community Service Award," to be presented annually to the citizen of Schertz who best exemplifies the selfless dedication displayed by the late Steve Simonson. Award Criteria, Eligibility Requirements, Timelines, and Judge Panel Composition attached hereto. SECTION 2: Effective Date: This Resolution shall take effect on the date of passage hereof. PASSED AND APPROVED THIS /111v DAY OF J a , Hal a dwin, Mayor City of Schertz Attest: rz...4v r, City Secretary STEVE SIMONSON COMMUNITY SERVICE AWARD CRITERIA The Steve Simonson Community Service Award is presented annually to the Schertz citizen who during the eligibility year exhibited selfless commitment to his or her community via volunteer efforts that made a difference in others' lives. The Steve Simonson Community Service Award recognizes people who voluntarily offer their time and talent to improve the community in such areas as (but not limited to) health care, social services, youth or senior activities, the arts, education, justice, housing, nutrition, community growth and development, and community morale. Activities in support of political candidates or ballot initiatives will not be considered when evaluating nominees. The following criteria will be used to evaluate and judge nominations. -- Proven Track Record of Voiunteering Within the Schertz Community: Volunteer activities outside of Schertz will be evaluated and will lend weight to the nomination package. However, primary consideration will be given to those volunteer activities that occur within the community, and that assist other Schertz residents. -- Type of Service Rendered: Has the nominee actively participated in a leadership role, on multiple committees, or in support of several events or programs? -- Length of Service: How long has the nominee been actively involved with an event or program? If this is the first year, what exemplified his or her volunteer service? -- Level of Commitment: How much time, hands-on effort, money, or emotional investment has the nominee committed to the event or program? -- Impact on the Schertz Community: In what way is it evident that the volunteer has made lasting improvements or has effected positive change? Who has benefited and how? -- Obstacles, Challenges Nominee Overcame: What personal or professional challenges or obstacles did the nominee overcome to achieve his or her volunteer goals? --------- --- Steve Simonson Community Service Award Eligibility Criteria 1. Nominees must be at least 18 years old by January 1 of the nomination year. 2. Nominees must devote at least 50 percent of their volunteer efforts to programs, people or events in the City of Schertz. 3. Nominees may not be candidates for or holders of public office during the eligibility year. 4. Nominees may not receive the award two consecutive years. 5. Nominees must be unpaid volunteers, and may not receive any compensation for their efforts or time. 6. Volunteer efforts upon which a nomination is based must have occurred during the eligibility year: January 1-December 31,200_. Award Year Timelines 1. Nomination packages will be accepted through January 15 (or the Friday preceding January 15, when January falls on a weekend). 2. The Judges Panel will evaluate the nominations and select an award winner and three finalists who will also be honored for their service. Selections will be made by mid- February each year. 3. The Steve Simonson Community Service Award will be presented annually on the second Saturday of March, at a dinner to be held in the City of Schertz Civic Center. Panel of Judges The Steve Simonson Community Service Award Panel of Judges will include Carol Simonson, widow of the Late Steve Simonson (or a family member designated by Mrs. Simonson); the Mayor of the City of Schertz, the City Manager of the City of Schertz, the President of the Steve Simonson Foundation Board of Directors, and the President of the City of Schertz Chamber of Commerce. Judges' decisions will be final.
