A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF
SCHERTZ, TEXAS AUTHORIZING A PURCHASE AGREEMENT WITH
U.S. AUTOWEAPONS, AND OTHER MATTERS IN CONNECTION
THEREWITH
WHEREAS, the City of Schertz Police Department desires to purchase forty Colt AR
Long Rifles, and
WHEREAS, the City Council (the "City Council") of the City has determined that it is in
the best interest of the City to purchase the forty Colt AR Long Rifles fiom U.S. Autoweapons,
in order achieve this goal; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS
THAT:
Section 1. The City Council hereby authorizes the City Manager to execute and
deliver the attached quote from U.S. Autoweapons in the form attached as Exhibit A. The City
Manager may agree to changes to the purchase which the City Manager, upon the advice of the
City Attorney, determines are insubstantial changes in the nature of clarifying additions or
corrections of clerical errors.
Section 2. The recitals contained in the preamble hereof are hereby found to be hve,
and such recitals are hereby made a part of this Resolution for all purposes and are adopted as a
part of the judgment and findings of the City Council.
Section 3. All resolutions, or parts thereof, which are in conflict or inconsistent with
any provision of this Resolution are hereby repealed to the extent of such conflict, and the
provisions of this Resolution shall be and remain controlling as to the matters resolved herein.
Section 4. This Resolution shall be construed and enforced in accordance with the
laws of the State of Texas and the United States of America.
Section 5. If any provision of this Resolution or the application thereof to any person
or circumstance shall be held to be invalid, the remainder of this Resolution and the application
of such provision to other persons and circumstances shall nevertheless be valid, and the City
Council hereby declares that this Resolution would have been enacted without such invalid
provision.
Section 6. It is officially found, determined, and declared that the meeting at which
this Resolution is adopted was open to the public and public notice of the time, place, and subject
matter of the public business to be considered at such meeting, including this Resolution, was
given, all as required by Chapter 551, Texas Government Code, as amended.
Section 7. This Resolution shall be in force and effect from and after its final
passage, and it is so resolved.

It is the recommendation of the Schertz Police Department to use the departments' seizure funds to
procure long rifles for the officers of the Schertz Police Department.
The police department is recommending thaF we use seizure funds to purchase forty Colt AR6450 9mm
rifles, Currently, a large majority of our officers do not have access to long rifles while patrolling the streets of
Scheriz. As we have experienced in the past, our officers never know when they may be faced with an armed
suspect during the course of their duties. An example of this would be the shooting involving Officer Kunz on
IH 35. A simple traffic stop resulted in an armed suspect shooting 40 rounds at Officer Kunz with an AK47.
Most recently Officer Gonzales was forced to shoot an armed suspect after he pointed a weapon at him and
another officer. With the growth of the city and the surrounding aroas, we continue to see an increase in violent
crimes Involving firearms. Outside of the (wo incidents listed above, we have also seen bank robberies, armed
road rage incidents, aggravated robberies and violent disturbances involving weapons in our city.
With this purchase we will be able to provide our officers with the tools they need to do their jobs and
hopefully keep them safe in the Ifne of duty.

Goals:
To provide a uniform weapons system for the police department.
Choose the most reliable weapons system available.
Reduce liability on the city and police department.
By having uniformity within the weapon systems, the department will be able to:
1. Standardize the firearms training program.
2, Standardize the ammunition purchased and stocked.
3. Standardize the gun locking systems within the police fleet.
4. Officers have the ability to share magazines /ammunition in a fire fight.
5. Minimize cost.
Weapon chosen:
Colt AR6450 9mm Rifle
Reasoning:
1. The Colt AR6450 is a proven weapon system.
2. The police department currently owns 10 of these weapons and during their service life have
performed flawlessly.
3. The Colt AR6450 can be secured in gun racks within our patrol vehicles due to size.
4. The 9mm round is well suited for the environment in which it will be deployed.
The choice of ammunition was between the .223 and 9mm. The 9mm round was chosen due to Its
characteristics and kill range. The biggest concern is the distance a round will fly if not stopped by an obstacle.
The urban environment in which we will use these weapons played a large role in the decision .to utilize the
9mm round. Below are the specifications for the 9mm and .223 characteristics
