PZ 02-22-2012PLANNING AND ZONING MINUTES February 22, 2012 The Schertz Planning and Zoning Commission convened on February 22, 2012 at 6:00 p.m. at the Municipal Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas. Mike Malone, MHI Architects Derek Gerloff, 6719 Laura Heights Mr. Richmond called the meeting to order at 6:00 P.M. 2. SEAT ALTERNATE TO ACT IF REQUIltED No action required. 3. HEARING OF RESIDENTS Derek Gerloff, 6719 Laura Heights, commented on the Laura Heights, Unit 6 replat and the discussions that have taken place between the residents and the developer. 4. CONSENT AGENDA: A. Minutes for February 8, 2012. After the reading of the Consent Agenda, Mr. Jacobs moved to approve the item. Mr. Crawford seconded the motion. Vote unanimous. Motion carried. Chairman Richmond moved Item 6 forward. 6. Presentation and discussion of the Sedona Trails Subdivision. This property is zoned Planned Development District (PDD) for mixed use development and is generally located west of FM 1518 at Lower Seguin Road. Minutes Planning and Zoning Commission February 22, 2012 Page 1 of 3 Mr. Price gave a short introduction of the Sedona Trails Subdivision Project and introduced Mr. Bechtol. Mr. Bechtol briefed the Commission on the Vision and Community design of the Development. He shared with the Commission the excitement of the development team and ideas that the team visualizes for Sedona Trails. The team focus group described this development as authentic, ageless, connected and fun; taking to the rural nature in essence. He described several features that are being considered as architecture elements for the development. He explained the site design elements including: Pickett fences, Historic Wall, Cistern, Amenity Center, Central Greenbelt, trail connectivity, and pocket parks with themes. Mr. Malone, MHI Architects, stated how impressed he is with the Sedona Trails project. He explained that he is working on the architectural guidelines to create architectural design for this exceptional product and concept. The Architectural design that is proposed for the area is "Texas Heritage"; it's geared to old Texas Architecture with the use of earth tones and the creation of little villages. Discussion followed between the Developers, Architect, and Commission on the exterior products to be used in the construction of the homes including: water collection systems, roof types, material colors, lighting and the creation of the document to achieve the architectural control guidelines. 5. ITEMS FOR INDIVIDUAL CONSIDERATION: A. PC2012-002 Laura Heights Estates, Unit 6 - Replat Consider and act upon a request to replat Lots 14, 15, and 16 of the Laura Heights Estates, Unit 6 subdivision, establishing lots 20, 21, 22 and 23. The property consists of approximately 18.880E acres of land and is more specifically described as a portion of the Stacy B. Lewis Survey No. 317 and the Antonio Zamora Survey No. 36, City of Schertz, Bexar County, Texas, generally located at the intersection of Ware Seguin Road and Boenig Road. The property is zoned Residential Agricultural (RA). Ms. Sanchez explained that this item considers final action on a replat of Laura Heights Estates, Unit 6, Lots 14, 15, and 16, into 41ots establishing lots 20, 21, 22 and 23. She explained that the public hearing for this item was presented on February 8, 2012 where the Commission unanimously voted to postpone action on the item to the February 22, 2012 meeting. David Earl, 15303 Huebner, explained the he and his client had discussions with the homeowners that were directly affected by the replat. The developer agreed to sell properly to the homeowners to extend their rear yards for privacy; however, an agreement was not reached. Discussion followed between the Applicant, Staff and the Commission related to Lot 20's buildable area and fire safety. Mr. Greenwald moved to approve this item. Mr. Braud seconded the motion. Vote was 5/2 with Mr. Crawford and Mr. Evans voting nay. Motion carried. 7. REQUESTS AND ANNOUNCEMENTS A. Requests by Commissioners to place items on a future Planning and Zoning Agenda. No requests. Announcements by Commissioners • City and community events attended and to be attended • Continuing education events attended and to be attended Mr. Braud commented on the March 22, 2012 Reclamation Advisory Board of Randolph meeting. Mr. Richmond commented on flag lots and the need for strict regulation of these types of lots. Mr. Jacobs announced the Lions Club Casino Night on Apri120, 2012 and April 7, 2012 Easter Egg hunt. Mr. Dahle commented on his attendance at the Chamber of Commerce luncheon, and the proposed subdivision in the City of Selma off FM 1518. D. Announcements by City Staff. City and community events attended and to be attended. NEW SITE PLAN APPLICATIONS: No site plan applications were submitted to the Planning and Zoning Division between February 2, 2012 and February 17, 2012. Ms. Sanchez gave a brief update on the following: • UDC update for Parking Standards. City Council Workshop on Non-Conforming Uses 8. Mr. Harris briefed the commission on the following: • Gateway update -March 1, 2012 at the Civic Center • Gateway Charette - Apri19, 2012 • MPO voting for projects in Schertz. • City Council decision on Hunter Estates ADJOURNMENT OF THE REGULAR MEETING The meeting adjourned at 8:03 P.M.
