PZ 03-14-2012PLANNING AND ZONING MINUTES March 14, 2012 The Schertz Planning and Zoning Commission convened on March 14, 2012 at 6:00 p.m. at the Municipal Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas. CALL TO ORDER/ROLL CALL Mr. Richmond called the meeting to order at 6:00 P.M. 2. SEAT ALTERNATE TO ACT IF REQUIRED Mr. Dahle and Mr. Rae were seated as voting members. 3. HEARING OF RESIDENTS No citizen comments. 4. CONSENT AGENDA: A. Minutes for February 8, 2012. B. PC2012-005 Willow Grove Estates, Unit 1-Final Plat Consider and act upon a request for a final plat for Unit 1 of the Willow Grove Estates Subdivision, a 16.25E acre tract of land containing 38 residential lots generally located at the southwest corner of Schaefer Road and FM 1518, in the J. Leal D. Survey No. 79, Abstract 424, County Block 5058, Bexar County, Schertz Texas. This property is currently zoned Single-Family Residential (R-6) and General Business (GB). C. PC2012-007 Intercoastal Contractors -Final Plat Consider and act upon a request for a final plat of the Intercoastal Contractors Subdivision. A 1.20E acre tract of land consisting of one (1) buildable commercial lot, located on FM 482, southeast of Pig Alley in Comal County, Schertz Texas. PC2012-008 Verde Enterprise Business Park, Unit l0A -Final Plat Consider and act upon a request for a final plat of the Verde Enterprise Business Park Subdivision, Unit 10A. A 9.031E acre tract consisting of three (3) buildable commercial lots, located at the southeast corner of Enterprise Drive and IH 35. The property is zoned Planned Development District (PDD). After the reading of the Consent Agenda, Mr. Dahle moved to approve the item with a change to the March 1, 2012 Special Meeting minutes to include Michael Dahle to the Planning Zoning Commissioner Present. Mr. Crawford seconded the motion. Vote unanimous. Motion carried. 5. ITEMS FOR INDIVIDUAL CONSIDERATION: A. PC2012-006 Randolph Commercial Park -Preliminary Plat Consider and act upon a request for a preliminary plat of the Randolph Commercial Park Subdivision, a 23.7241 acre tract in the Richard Mockert Survey No. 316, Abstract No. 497, County Block 5064, City of Schertz, Bexar County, Texas, generally located on Lower Seguin Road approximately 1246 feet east of Loop 1604. The property is zoned Manufacture District Light (M-1) and General Business (GB). Public Hearing opened at 6:05 pm. Ms. Sanchez explained that this item considers a preliminary plat for Randolph Commercial Park Subdivision, consisting of 23.724E acres of land owned by Hardknocks Countertops, LLC, creating 23 commercial lots with a minimum lot size of 10,000 square feet. The Future Land Use Plan designates this property as Air Installation Compatible Use Zone (AICUZ). The site is zoned General Business (GB) and Manufacturing District -Light (M-1) and is generally located 1246E feet east of the intersection of Lower Seguin Road and Loop 1604. Public Hearing closed at 6:10 pm. Discussion followed between the Staff, Commission and Applicant related to the types of business to occupy the site. Mr. Greenwald moved to approve this item. Mr. Dahle seconded the motion. Vote was unanimous. Motion carried. 6. REQUESTS AND ANNOUNCEMENTS A. Requests by Commissioners to place items on a future Planning and Zoning Agenda. Mr. Dahle asked about the schedule for discussing Article 10, Parking standards. Ms. Sanchez responded no later than April. B. Requests by Commissioners to Staff for information. No requests. C. NEW SITE PLAN APPLICATIONS: The following site plan applications were submitted to the Planning and Zoning Division between February 13, 2012 and March 8, 2012. Caterpillar -Phase II, 6800 Doerr Lane -Site Plan Verde Enterprise Business Park, Unit 10 A -Site Plan Mr. Harris introduced Mr. Brian James as the new Executive Director of Development.
