12-R-40 Ford Engineering Live Oak Water Plant Pump UpgradesRESOLUTION NO. 12-R-40 A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS AUTHORIZING A PROFESSIONAL SERVICES AGREEMENT WITH FORD ENGINEERING, INC., RELATING TO ENGINEERING, DESIGN AND HYDRAULIC STUDY FOR THE EAST LIVE OAK PLANT PUMP UPGRADES, AND OTHER MATTERS IN CONNECTION THEREWITH WHEREAS, the City staff of the City of Schertz (the "City") has determined that the City requires professional services relating to engineering, design and hydraulic study for East Live Oak Plant pump upgrades ;and WHEREAS, City staff has determined that Ford Engineering, Inc. is uniquely qualified to provide such services for the City; and WHEREAS, pursuant to Section 252.022(a)(4), the City is not required to seek bids or proposals with respect to a procurement for personal, professional, or planning purposes; and WHEREAS, the City Council has determined that it is in the best interest of the City to contract with Ford Engineering, Inc. pursuant to the Engineering Services Agreement attached hereto as Exhibit A (the "Agreement"). BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS THAT Section 1. The City Council hereby authorizes the City Manager to execute and deliver the Agreement with Ford Engineering, Inc. in substantially the form set forth on Exhibit A. Section 2. The recitals contained in the preamble hereof are hereby found to be hve, and such recitals are hereby made a part of this Resolution for all purposes and are adopted as a part of the judgment and findings of the City Council. Section 3. All resolutions, or parts thereof, which are in conflict or inconsistent with any provision of this Resolution are hereby repealed to the extent of such conflict, and the provisions of this Resolution shall be and remain controlling as to the matters resolved herein. Section 4. This Resolution shall be conshued and enfm~ced in accordance with the laws of the State of Texas and the United States of America. Section 5. If any provision of this Resolution or the application thereof to any person or circumstance shall be held to be invalid, the remainder of this Resolution and the application of such provision to other persons and circumstances shall nevertheless be valid, and the City Council hereby declares that this Resolution would have been enacted without such invalid provision. Section 6. It is officially found, determined, and declared that the meeting at which this Resolution is adopted was open to the public and public notice of the time, place, and subject matter of the public business to be considered at such meeting, including this Resolution, was given, all as required by Chapter 551, Texas Government Code, as amended. Section 7. This Resolution shall be in force and effect from and after its final passage, and it is so resolved. PASSED AND ADOPTED, this ay of , 2012. Project Scone Bt order to facilitate the delivery of said project, Ford Engineering, Inc. and its team will provide the plans and specifications for a new pump and a new control valve and electrical equipment. No survey services are anticipated for this project. The design team will perform a site investigation to evaluate the existing conditions; specifically the power source and emergency power source, availability of space, and status of conduits, etc. It is expected that the 2800 gpm pump and piping appurtenances will mirror those of the adjacent 2800 gpm high service pump installed with recent pump station .upgrades, with the exception of pump motor and monitoring contacts. • The piping will include a 3"air release valve, a 16" CLA VAL pump control valve • The pump will supply 2800 gmp at 295 feet of pump head • The synchronous motor will be 300 hp, with 03, 60, and 460 (phase, frequency, volt) • The 300hp motor will have a Soft Start Starter, and • SCADA System provisions for new pump and control valve statuses and control It is expected that the 220(1 gpm pump and piping appurtenances will mirror those of the adjacent 2200 gpm high service pump installed with recent elevated tank installation. • The pump will supply 2200 gmp at 145 feet of pump head • The synchronous motor will be 150 hp, with 03, 60, and 460 (phase, frequency, volt) • The 150 hp motor will have a-Soft Start Starter, and • SCADA System provisions for new pump and control valve statuses and control It is expected that the new switchgear will be installed in the existing electrical building onsite, and that conduit exist the existing pump station pad to the building, with sufficient space for interior wiring. Plans and specifications will be in conformance with City of Schertz standards of construction and materials. Ford Engineering, Inc. will have a representative available for pre-bid and bid opening meetings with the City of Schertz. Ford Engineering, Inc. will have a representative available for pre-construction and monthly project meetings during construction, it anticipated that construction and installation will be ap~ximately three months, with one site visit per month. After construction has been completed and work approved by the Owner, Ford Engineering Inc. and its team will incorporate any changes made during construction, as indicated by the contractor on a marked up set of plans, into a set of Project Record Drawings. Ford Engineering, Inc. and its team will have representatives present at the site for startup of the new pump Ford Engineering Inc. is aware of the City's preference for a timely design period. We expect that the preparation of construction plans, specifications, and cost estimates to take approximately one to two months. Engineerine Fee Compensation for these services will be in the amount of 524,950 which will cover all costs associated with the scope described above. Additional services and significant changes will be compensated for as provided by Attachment 1 to the Second Amendment to agreement for Engineering Services between die City of Schertz and Ford Engineering, Inc. dated April 1, 2012 (the "Sewnd Amendment). Further, the services described in this letter shall be subject to the terms of the Agreement for Engincering Services between the City of Schertz and Ford Engineering, Inc. dated February 9, 2010, as amended by the First Amendment to Agreement for Engineering Services dated October 1, 2011 and the Second Amendment.
