A RESOLUTION BY THE CITY COUNCIL OF THE CIT~i' OF
SCHERTZ, TEXAS AUTHORIZING ACCEPTANCE OF A GRANT
FROM BEXAR METRO 911 REGARDING UPGRADES TO THE CITY'S
DISPATCH RADIO CONSOLES AND APPROPRIATE BUDGETARY
TRANSFER FOR THE CITY'S CASH MATCH AND OTHER MATTERS
IN CONNECTION THEREWITH
WHEREAS, the City staff of the City of Schertz (the "City") has recommended that the
City Council authorize the purchase of four (4) Maesh~o IP based radio dispatch consoles and one
(1}Exacom Logging Recorder;
WHEREAS, the City Council has determined that it is in the best interest of the City to
purchase four {4) Maestro IP based radio dispatch consoles and one {1) Exacom Logging
described on Exhibit A.
THAT:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS
Section 1. The City Council hereby authorizes the purchase four (~l) Maestro IP
based radio dispatch consoles and one (1) Exacom Logging described on Exhibit A.
Section 2. The recitals contained in the preamble hereof are hereby found to be true,
and such recitals are hereby made a part of this Resolution for all purposes and are adopted as a
part of the judgment and findings of the City Council.
Section 3. All resolutions, or parts thereof, which are in conflict or inconsistent with
any provision of this Resolution are hereby repealed to the extent of such conflict, and the
provisions of this Resolution shall be and remain controlling as to the matters resolved herein.
Section 4. This Resolution shall be construed and enfoa-ced in accordance with the
laws of the State of Texas and the United States of America.
Section 5. If any provision of this Resolution or the application thereof to any person
or circumstance shall be held to be invalid, the remainder of this Resolution and the application
of such provision to other persons and circumstances shall nevertheless be valid, and the City
Council hereby declares that this Resolution would have been enacted without such invalid
provision.
Section 6. It is officially found, determined, and declared that the meeting at which
this Resolution is adopted was open to the public and public notice of the time, place, and subject
matter of the public business to be considered at such meeting, including this Resolution, was
given, all as required by Chapter 551, Texas Government Code, as amended.

Section 7. This Resolution shall be in force and effect from and after its final
passage, and it is so resolved.

RANDOLPH METRO EMERGENCY
COMMUNICATION SYSTEM (R-MECS)
PROPOSAL FOR THREE DISPATCH CENTERS,
UNIVERSAL CITY, SCHERTZ, AND CITY OF
CONVERSE, PROVIDING P2 5 INTEROPERABILITY
AND DISASTER RECOVERY FORALL USERS OF THE
RANDOLPH METRO EMERGENCY
COMMUNICATIONS SYSTEM
The City of Live Oak on October 1St 2011 made an investment of over one
million dollars into the radio system to upgrade from an EDAC System to a
Full P-25 700MHz-800MHz interoperable system to allow the users to operate
regionally -and state wide.
PROJECT SCOPE•
LCRA will be providing through the City of Live OaklRandolph Metro
Emergency Communications System, P25 dispatch equipment and serrrices
to include: Maestro Consoles, Networking hardware into the -P25
switchlsystem, and Logging Recorders to support the P25 system, for the
cities of: Schertz, Converse, and Universal City.
The connection to the LCRA P25 trunked radio network will enable the City
of Live Oak, Schertz, Converse, and Universal City to accomplish multiple
key operational items.
1. It will provide Schertz, Converse, and Universal City, P25 compliant
dispatching through Maestro consoles, allowing monitoring of all talk groups
throughout the Randolph Metro Emergency Communications System.
2, The Maestro consoles will allow dispatchers to monitor each city's talk
groups and provide talk group patching and console to console voice
communication and text, off the air across network capabilities to other
neighboring systems, such as New Braunfels, San Marcos, Comal County,
Guadalupe County, and San Antonio - Bexar County.
3. Disaster Recovery, the redundancy of dispatch systems throughout the
Randolph Metro Emergency Radio System provides each city with a back up
location to dispatch police and first responders, if their dispatch center were
to ever close due to a natural disaster or major event.
4. Consoles operate in both modes P-25 and EDACS making the P-25
migration more manageable.
5. The Maestro integrates with the 971 system to allow for a single headset
to operate both radio and 917 systems making dispatchers more efficient
and can perform both two tone page and DTMF tones for fire station alerting.
This project will have an immediate impact on all users of the Randolph
Me#ro Emergency Communications System including: Cibolo, Schertz,
Universal City, Converse, Selma, Live Oak, Judson 1SD, Schertz Cibolo
Universal City ISD and will allow for this area to become a regional
operations system.
CONTRACT FOR SERVICE:
The LCRA Interlocal Cooperation Agreement between the City of Live Oak,
Texas and the Lower Colorado River Authority, will outline the services
provided and pricing. The contract has an initial term of 10 years with
renewable .options. It also outlines the ,current State of Texas regulations
that allow LCRA to provide communities, law enforcement, and first
responders, communication to aid their communities, on a cost recovery
basis.
This proposal and pricing will specifically address the costs and service to
be provided.
