A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF
SCHERTZ, TEXAS AUTHORIZING A GRANT APPLICATION TO
FEMA FOR ASSISTANCE TO FIREFIGHTERS GRANT TO FUND FIRE
EQUIPMENT
WHEREAS, the Assistance to Firefighter Grant allows Fire Departments to file grants to
purchase equipment for fire fighter safety and fire operations: and
WHEREAS, the requesting agency will pay a 10% required grant match based on the
actual cost of the equipment received by that agency; and
WHEREAS, the City staff of the City of Schertz (the "City") has recommended that the
City Council authorize the filing of a grant application with FEMA relating to personnel safety
and extrication equipment for Schertz Fire Department; and
WHEREAS, the City Council has determined that it is in the best interest of the City to
apply to FEMA for a grant to fund this equipment as detailed in Exhibit A.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS
THAT:
Section 1. The City Council hereby authorizes the City Manager to execute and
deliver a grant application with FEMA for the equipment described on Exhibit A, provided,
acceptance of the grant (if awarded to the City) and funding of the City's share of the cost of the
equipment shall not require further approval by the City Council.
Section 2. The recitals contained in the preamble hereof are hereby found to be true,
and such recitals are hereby made a part of this Resolution for all purposes and are adopted as a
part of the judgment and findings of the City Council.
Section 3. All resolutions, or parts thereof, which are in conflict or inconsistent with
any provision of this Resolution are hereby repealed to the extent of such conflict, and the
provisions of this Resolution shall be and remain controlling as to the matters resolved herein.
Section 4. This Resolution shall be construed and enforced in accordance with the
laws of the State of Texas and the United States of America.
Section 5. If any provision of this Resolution or the application thereof to any person
or circumstance shall be held to be invalid, the remainder of this Resolution and the application
of such provision to other persons and circumstances shall nevertheless be valid, and the City
Council hereby declares that this Resolution would have been enacted without such invalid
provision.
Section 6. It is officially found, determined, and declared that the meeting at which
this Resolution is adopted was open to the public and public notice of the time, place, and subject
matter of the public business to be considered at such meeting, including this Resolution, was
given, all as required by Chapter 551, Texas Govermnent Code, as amended.
Section 7. This Resolution shall be in force and effect from and after its final
passage, and it is so resolved.

Schertz is located in South Texas, east of San Antonio. We are situated within three counties, Bexar, Guadalupe, and
Comal, with obligations of primary and secondary emergency response to certain unincorporated areas of each. San
Antonio, with a population of 1.4 million is the largest city in Bexar County. New Braunfels to our northeast with a
population of 65,000 is the largest city in Comal County. Schertz with a population of 32,000, is the largest city in
Guadalupe County. Our city shares contiguous borders with the cities of San Antonio and New Braunfels, and we have
mutual aid agreements with each. Surrounding jurisdiction with which we share borders and automatic aid include the
cities of Cibolo, Selma, Universal Cily, Converse, and Randolph Air Force Base.. Schertz Fire Rescue covers an
extended service area of more than 40 square miles through Interlocal agreements with the counties of Guadalupe and
Bexar, and our agreements with volunteer fire departments require us to respond into unincorporated Comal County as
well.
The shape of our city resembles an "S" and the physical layout creates long vehicle responses to our major high speed
thoroughfares, Interstate 10 and Interstate 35. Because of this sprawling layout, we are a suburban city, bordering
bath urban and rural areas.
Interstate 35 is sometimes called the NAFTA Highway due to its high volume of heavy trucks moving freight to and from
Mexico. There are six pipelines traversing the city carrying natural gas and flammable liquids, and there are critical
infrastructure in communications and utilities.
Schertz Fire Rescue has 31 uniformed positions, with 27 assigned to its two fire stations. All firefighters are full time
career firefighters. We have four persons assigned per crew to our two first line pumpers, and maintain a minimum
staffing of no less than 3 persons. A shift commander responds alone in a command vehicle. All firefighters are highly
trained and motivated with each having Firefighter II and Wildland Firefighter as a minimum. All drivers are required to
have Driver Operator certification and all Officers are required to have Fire Officer land/or Fire Officer II depending
upon the rank. We have members on an area-wide hazmat team, and we host the technical rescue team for the region.
Schertz Fire Rescue is always ready to assist our neighbors and, with the exception of New Braunfels and San Antonio,
we resporxf to virtually all structure fires in surrounding cities and urdncorporated areas of the three counties that abut
our borders. We support the larger cities as well. We have relocated units into New Braunfels to back fill their station
during flooding in their city and we routinely assist San Antonio along Interstate 10 with major accidents and Wildland
fires.

The Fire Department receives all of its funding through the general fund of the City of Schertz. The general fund is
primarily supported through taxes, both ad valorem and sales. For two of the pas three years ad valorem taxes
dropped and the remaining year they stayed even. Sales taxes were off by 5% one year of the recession and were
overestimated the following causing a mid year reduction. We have no nonprofit status with which to raise donations
and we are not supported by an Emergency Services District, or ESD. Therefore, as the City goes, so goes the Fire
Department.
During the recent recession, Texas appeared to fare better than many states, but we were not immune to the
reductions that were required to balance the budget. While we averted layoffs, our operating budget still look some
hits. We were required to reduce our budget by 5% in two cycles, and while we thought the worst was over, were
required to reduce 4% this current year, and 4% next year.
We have begun to place annual money into a vehicle replacement fund, but it will be years before that has enough
money in it to be of any consequence. Our need for a vehicle is now. Our front line engine has 87,299 miles on it aril
has been in repair almost 1/3 of the time this past year. Our mechanic estimates that the cost of repairs on this vehicle
has been close to $85,000. Our reserve engine is 17 years old and has accumulated an estimated $55,000 in repair
costs. These operating costs are becoming prohibitive and yet we cannot afford to finance a new vehicle at this time.
We are still paying on our radios which were financed over a ten year period and have become obsolete due to the P25
compliance issue. We have the commitment from City management not to lay off firefighters, but we are expected to
hold down our operating cost in other areas to make up for that.

Background. Schertz has 12 miles of Interstate Highway, 8 miles of that along 135 which has been called the NAFTA
highway after the passage of the North American Free Trade Agreement. Cargo is shipped along this corridor to and
from Mexico which adds to the congestion and to the number of high speed vehicle accidents. 135 from San Antonio to
Austin is one of the top ten most congested highways in Texas according to the Texas Department of Transportation.
Add to that our growing traffic on 110 as it goes from San Antonio to Houston, and the many miles of State Highways al
this crossroads town and it explains why we have high numbers of vehicle accidents, many with extrication. We respond
to almost 200 vehicle accidents per year and almost one-fourth of those include some form of extrication.
Purpose. The intent of this grant application is to increase our ability to safely provide service to the traveling public and
freight haulers along our interstates and state highways. It is dedicated to responder traffic safely and efficiency in
operating at roadway incidents. Ii will replace worn and broken equipment ((hydraulic rescue tools ($18,950)), add
equipment that we have not had before ((cribbing ($1,631), shoring ($9,550), cutting saw ($1,065), warning signs
($1,794), extrication PPE ($9,900)), and upgrade equipment that does not meet the most current safety standard
((traffic vests ($1,530)).
Hydraulic Tools. The average age of our hydraulic rescue tools is 18 years old. Our power units for the tools are
permanently mounted onboard each engine. It was felt that this gave us more power for simultaneous use of the tools,
but it creates a problem when the tool is needed at some distance from the vehicle. We are tethered to the truck and
are therefore limited in our ability to use the tools. We will purchase a portable hydraulic tool system.
Cutting Saw. We will purchase an electric culling saw specifically designed for vehicle forcible entry. This also is
designed for entry into cargo areas of commercial carriers.
Shoring and Cribbing. We will purchase extendable jacks and cribbing for vehicle stabilization. We are using sawn wood
blocks with no exterxlable struts for stabilization of overturned vehicles.
Traffic Vests. Our 5 year old traffic vests met the ANSI standard when purchased, but do not have the 5-point
breakaway now required. They are due for replacement due to wear and staining of the reflective materials and
upgrading to the most current ANSI and NFPA standard is timely.
Warning Devices. Incompliance with NFPA 1500, we will purchase FHWA approved warning signs reading "Emergency
Scene Ahead", and mounting hardware to place them on each engine.

We intend to keep the cost down on each piece of equipment that we purchase. We have three bids on the hydraulic
rescue tools. Also, by purchasing a unit that is totally portable, it can be moved from vehicle to vehicle as needed when
another vehicle's unit fails. Traffic vests are considered the most important piece of personal gear when working along

highways. Firefighters are still be struck by vehicles at an alarming rate and some of it has to do with visibility of our
first responders. We had a police officer struck by vehicle several years ago. She lost her leg in that accident. No
emergency responder should have to endure such pain and suffering because he or she stood beside the roadway
helping a motorist. Warning signs and vests are directly aimed at responder safely.
Also for responder safety we have included cribbing and stabilization struts. With vehicles involved in accidents coming
to rest in odd places and strange configurations, entry into these vehicles can become quite dangerous. The first rule of
engagement is responder safely. Scene and vehicle stabilization are keys to safety. The benefit of purchasing these
pieces of equipment is that they fill a void in our response. Having the tools for quick, safe stabilization allows for better
patient care with quicker extraction of passengers. Waiting for tow trucks or heavy equipment to "hold" a vehicle in
place is costly and inefficient.
By purchasing a new hydraulic rescue tools system we will be replacing a 33 year old, original Hurst tool, but also a 22
year old system that has a pump that no longer works. The Hurst system will be taken out of service completely and
the cutters and spreaders of the 22 year old system will be fitted with adapters to allow use with the new tool and to
act as back up when a tool goes down. This lwo-for-one replacement is the most cost effective way of bringing our
rescue tools up to speed with new technology and more reliable operation. The tool that we intend on purchasing
comes with free loaner tool when one is out of service as well.

When it comes to vehicle stabilization, we have used techniques such as backing the wrecker against the vehicle when
possible, or using the winch on the wrecker to hold a vehicle in which we are working. These are not always available
and not always the safest method of stabilization. Struts allow securing a vehicle, especially one that is on its side.
Attempting entry into such vehicles is dangerous even when secured. On the high speed Interstate Highways we have
encountered vehicles wedged under eighteen-wheelers, large concrete bridge beams on top of passenger cars, and all
sizes and types of commercial carriers in every sort of geometric configuration of destruction. The proper tools are
invaluable. And it starts wish scene safety and stabilization of the wrecked vehicles.
We have had three eighteen-wheeler crashes with fires involving wmpressed paper, cardboard, books, and other
compacted cargo that required extensive forcible entry to reach extinguish the fire. The typical rescue saw has now
become so large and heavy that operating such a saw above shoulder level or overhead is dangerous. Tearing open a
large trailer from the sides is difficult in these circumstances. On passenger vehicles getting such a saw into tight
spaces is difficult as well. While the tool of choice in these instances would be the hydraulic tool, many times a quick cut
with a saw can be effective.
Hydraulic tools are the go-to tool for persons trapped in passenger cars. A portable unit that can be taken to the vehicle
expands our capability greatly. There have been times that the vehicle is in a ditch away from the roadway. Other times,
we must cross investigative areas that may be crime scene evidence with our Engine to get close enough to operate
the tools. This causes conflicts and delays at roadway incidents.
Traffic vests become soiled over time and use and must be replaced so that they meet the reflective requirements of
ANSI and NFPA. Replacing them with the most current model brings us into compliance.
NFPA 1500 slates that there should be adequate warning devices upstream from a roadway incident. While we have
the cones and flares, we don not have adequate advanced warning such as signs to warn traffic and begin the slowing
of approaching vehicles.

When it comes to vehicle traffic we are a busy department. The commerce and passenger traffic through our city is
enormous, and with regularity, these various motorists who share the highways run into each other. This granf if funded
will improve our current operation, increase our capabilities, and make us safer on the roadway. A study by the
American Automobile Association finds that congestion on our roadways costs the U.S. economy more than one billion
dollars a year. And from the U.S. Department of Transportation we are told that 50% of all congestion on the highways
is a result of roadway emergency incidents. These incidents block traffic, put responders at risk, and create secondary
accidents that many times are more severe than the primary one. The National Unified Goal of teh Federal Highway
Administration has only three parts: Responder Safety, Quick Safe Clearance, and Interoperable Communications.
Outfitting emergency responder with safe, efficient tools and equipment addresses two of the three priorities of the
National Unified Goal.

Extrication PPE. We will purchase 22 sets of extrication turnout coveralls. This will provide a set for each firefighter. We
began buying the extrication gear that met NFPA 1951 two years ago before budget constraints caused us to stop
buying. Since then, we typically use structural turnout gear for vehicle accidents not involved in fire.
In South Texas, wearing structural turnout gear in anything other than fire situations is counterproductive. Our heat
indexes are generally above 100 during the summer months and many times approach the 110 heat index. Spring and
Fall are marginally better.
Extrication PPE allows for greater flexibility while operating in cooler gear for long extrication operations.

The extrication turnout gear that we are purchasing meets NFPA 1951 for Technical Rescue and NFPA 1977 for
Wildland Fire Fighting. This double rating is the most cost effective approach to providing firefighters with protective
clothing for extrication and technical rescue. In addition to almost 200 vehicle incidents, we resporxled to more than 50
wildland fires in the last year. We are also members of the Texas Intrastate Mutual Aid System (TIFMAS) and have
sent firefighters to wildland fires in North Texas, West Texas, and most recently the catastrophic fires in Bastrop, Texas.
Those firefighters who go will wear the best gear we can manage from our old cache of wildland coveralls purchased
almost ten years ago.
Schertz Fire Department is the lead agency in the area's technical rescue team. The consortium of fire departments
called CESO, or Combined Emergency Services Organizations, includes more than 10 agencies. Many of our
firefighters are already certified as confined space and technical rope rescue technicians. As we expand our training to
all firefighters, this gear will be used on all such technical rescue.
The primary goal though is to provide all firefighters with approved PPE for use at roadside incidents. All other uses add
to the balance in the cost/benefit calculation. The greatest cost savings will probably come from the ability to not
subject our expensive structural turnout gear to the fluids, rips, and tears commonly associated with vehicle extrication

Our department responds to vehicles with extrication (44) more times than we respond to structural fires (30). Using the
wrong gear for the wrong purpose is costly and exhausting to the firefighters. The rip stop feature alone allows for
minimizing tears and allows for repairs to the PPE.
As we grow in our rate as responders along the Interstate Highways we have found that we must stay onscene longer
to assure safety to not only our crews but EMS, Police, and the recovery/wrecker service. We are responsible for
hazmat cleanup on the roadways when a commercial carrier has cane and on virtually all non commercial carriers.
Keeping our structural gear clean and away from these fluids is an added benefit in providing extrication turnout gear.
