12-R-61 Authorizing a grant application to FEMA for assistance to Firefighters Grant to fund certain Regional Interoperable Radio EquipmentRESOLUTION NO. 12-R-61 A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS AUTHORIZING A GRANT APPLICATION TO FEMA FOR ASSISTANCE TO FIREFIGHTERS GRANT TO FUND CERTAIN REGIONAL INTEROPERABLE RADIO EQUIPMENT WHEREAS, the Assistance to Firefighter Grant allows regional mutual aid partners to jointly file a grant to purchase equipment such as interoperable radios: and WHEREAS, each participating agency will pay their 10% required grant match based only on the cost of the equipment received by that agency; and WHEREAS, the City staff of the City of Schertz (the "City") has recommended that the City Council authorize the filing of a regional grant application with FEMA relating to radio equipment for Schertz Fire and EMS, the Converse Fire Department, and the Cibolo Fire Department; and WHEREAS, the City Council has determined that it is in the best interest of the City to apply to FEMA for a grant to fund radio equipment as detailed in Exhibit A. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS THAT: Section 1. The City Council hereby authorizes the City Manager to execute and deliver a grant application with FEMA for the equipment described on Exhibit A, provided, acceptance of the grant (if awarded to the City) and funding of the City's share of the cost of the equipment shall not require further approval by the City Council. Section 2. The recitals contained in the preamble hereof are hereby found to be true, and such recitals are hereby made a part of this Resolution for all purposes and are adopted as a part of the judgment and findings of the City Council. Section 3. All resolutions, or parts thereof, which are in conflict or inconsistent with any provision of this Resolution are hereby repealed to the extent of such conflict, and the provisions of this Resolution shall be and remain controlling as to the matters resolved herein. Section 4. This Resolution shall be construed and enforced in accordance with the laws of the State of Texas and the United States of America. Section 5. If any provision of this Resolution or the application thereof to any person or circumstance shall be held to be invalid, the remainder of this Resolution and the application of such provision to other persons and circumstances shall nevertheless be valid, and the City Council hereby declares that this Resolution would have been enacted without such invalid provision. 50459012.1 Section 6. This regional project includes four agencies: Schertz Fire Rescue, Schertz EMS, Cibolo Fire Department, and Converse Fire Department. These agencies are all members of the Combined Emergency Services Organization (CESO), a coalition of eleven departments serving the area northeast of San Antonio and portions of unincorporated Bexar, Comal, and Guadalupe Counties. All of the CESO departments provide automatic mutual aid to each other, including Randolph Air Force Base. All departments have standing mutual aid agreements with other non-CESO departments and the City of San Antonio. All have signed the Alamo Area Council of Governments regional mutual aid agreement covering the twelve county area surrounding San Antonio. Schertz Fire Rescue is a 32-member career department serving the City of Schertz and portions of unincorporated Bexar and Guadalupe Counties. The department operates two stations 24/7 with 27 personnel assigned to operations on three shifts. The other five personnel are assigned to Administration, Training, and Prevention. The City encompasses 32 square miles in three counties and has a permanent population of over 32,000 people. Services are provided to another 8 square miles of county area with a population of 8,000. Transportation infrastructure includes Interstate Highways 10 and 35, three rail lines, and six petroleum pipelines. Communications infrastructure includes critical fiber optic lines following IH 35, two vital telecommunications switches, and several data processing facilities. The City borders Randolph AFB on two sides and is home to a large military population. Schertz also shares borders with the Converse on the west, San Antonio to the south, Cibolo to the east, and New Braunfels on the north. Schertz EMS is a career non-affiliated service operated by the City of Schertz. Operating out of four stations with four ALS units and 46 personnel, they provde 24/7 service to Schertz and eight other cities, Randolph AFB, and parts of unincorporated Bexar, Comal, and Guadalupe Counties. Their service area is approbmately 235 square miles, suburban and rural, with a population of over 100,000. Schertz EMS provides fire fighter rehab on all building and wildland fires in their service area. Their units and personnel routinely provide medical transport service during hurricane evacuations throughout south Texas. In support of the local wmmunities, they provide first aid and CPR training classes as well as an EMT training academy. The Cibolo Fire Department is a 32-member combination department serving the City of Cibolo and adjacent areas of western Guadalupe County. The department operates 2417 out of two stations and covers a primary response area of 31 square miles with a population of 20,000. Cibolo's western border abuts the City of Schertz. Organized in 1956 as an all-volunteer department, the transition to a combination department began in 2008 due, in part, to explosive residential growth in the City. Critical infrastructure protected by Cibolo includes portions of Interstate Highway 10 and a major east-west rail line. Converse Fire Department is a 35-member career department serving the City of Converse and surrounding portions of unincorporated Bexar County. Converse also operates out of two stations 24/7 and covers a 16-square mile area with a population of nearly 50,000. This project cannot be done without federal assistance. Local funding is not available. The costs associated with this grant represent a significant percentage of each agency's annual discretionary (non-personnel) budget - as much as 65% for Schertz Fire Rescue. That kind of expense cannot be absorbed in an annual budget without a significant, negative impact on operations and service to the public. Normally, an expense like this would be paid for with general obligation bonds. Bonds, however, would require a property tax increase in an uncertain economic climate. Funding Sources. On average, the four organizations participating in this regional project receive 71 % of their funding from tax revenue. Schertz Fire Rescue is funded 100% with general fund revenue (property and sales taxes, permit fees, bond proceeds, etc.). Schertz EMS receives approximately 51 % of its funding from the general fund, 48% from EMS billing, and 1% from donations. The Converse Fire Department is funded 90% with general fund revenue and 10% from EMS billing. The Ciboto Fire Department receives 95% of its funding from the general fund, 4% from fund raisers, and 1% from donations. Personnel vs Equipment. On average, 78% of the operating budget is spent on personnel costs leaving only 22% for equipment, supplies, maintenance, fuel, and other operating expenses. The average annual discretionary (non-personnel) budget for each department is: Schertz Fire, $295,000 (11%); Schertz EMS, $1.4 million (22%); Ciboto Fire, $597,000 (60%); and Converse Fire, $303,000 (20%). The higher discretionary budget for Ciboto Fire is a result of their use of volunteer fire fighters. Economic Downturn: While the San Antonio area has faired better than many other areas of the country, we have been impacted by the economic downturn. Property tax revenues are down due to lower property values. Income from sales lax has decreased because of lower consumer spending. This has had a significant impact on operating budgets where the general fund provides most, and in at least one case, all of a department's funding. Further, please describe what you are requesting funding for including budget descriptions of the major budget items, i.e., personnel, equipment, contracts, etc.?'3000 characters This project will replace non-P25 800 MHz and conventional VHF radios with P-25 compliant multi-band VHF/700/800 radios. The grant will fund the purchase of 50 mobile radios ($278,000), 77 portable radios ($387,079), and 9 base station radios ($49,950). The new equipment will allow all four agencies to make use of ebsting regional infrastructure to improve both operable and interoperable communications. Radio communications in the region use multiple frequency bands and radio systems. The City of San Antonio and Bexar County jointly operate a proprietary (EDACS) 800 MHz system. The City of Live Oak operates an 800 MHz EDACS system and a P-25 700/800 MHz system. The Lower Colorado River Authority (LCR.4) operates a P-25 700 MHz system covering a large part of central Texas. The Live Oak P-25 system is linked fo the LCtZ4 system, providing enhanced coverage for users with 700 MHz capable equipment. Fire departments in Comal and Guadalupe Counties communicate using conventional VHF frequencies, with some upgrading to digital VHF. A P-25 VHF system is being installed in Guadalupe County using a 2011 AFG. The four agencies included in this regional project are all members of the Combined Emergency Services Organization (CESO), a coalition of eleven departments serving the area northeast of San Antonio and portions of unincorporated Bexar, Comal, and Guadalupe Counties. All of the CESO departments provide automatic mutual aid to each other, including Randolph AFB. All departments have standing mutual aid agreements with other non-CESO departments and the City of San Antonio. All have signed the Alamo Area Council of Governments regional mutual aid agreement covering the twelve-county area surrounding San Antonio. Most of the CESO departments, including the four project departments, use the Live Oak EDACS system for day-to-day communications. Some use the P-25 system. Others use the San Antonio system or VHF. The EDACS and P-25 systems are linked together so users of both systems can talk to each other. The EDACS system is scheduled to be deactivated on 1 January 2015. All users must upgrade to P-25 equipment before then or face a loss of radio communications. Effective radio coverage area is another issue. The Live Oak system consists of a single radio tower located in Live Oak. The tower site is adequate for those users close to Live Oak, but does not provide reliable communications for portions of Schertz, Cibolo, Converse, and their county areas. In-building coverage is of special concern for fire fighter safety. Plans fo increase coverage by adding an additional tower site are cost prohibitive at this time. Reliable coverage in these areas is provided by the LCRA 700 MHz system. Schertz EMS routinely transports patients to hospitals in New Braunfels, Seguin, and northwest San Antonio. Radio communications with dispatch are unreliable from these locations using the Live Oak System. Eliminating the VHF radios reduces maintenance costs and avoids additional acquisition costs. Having radios capable of operating on both 700 & 800 MHz will allow seamless roaming between the Live Oak and LCRA systems, resulting in reliable communications throughout the regional response area. Fire fighter safely will be significantly enhanced with better in-building coverage provided by both systems. The new radios will also ensure continued communications with our mutual aid partners. '3000 characters Mutual aid is essential to providing adequate fire protection throughout the CESO region. No department has the resources needed to safely fight a building fire or a large wildland fire. We all work together. Interoperable radio communications are crucial to safe, coordinated operations. In addition to local mutual aid, Schertz Fire Rescue also participates in the Texas Intrastate Fire Mutual Aid System (TIFMAS). Under TIFMAS, Schertz Fire has deployed apparatus and personnel to assist in fighting large wildfires throughout the state. Multiband radios will provide interoperable VHF communications with the Texas Forest Service and other responders during TIFMAS deployments. Schertz EMS plays a key role in disaster medical response throughout central and south Texas. As a part of Texas Emergency Medical Task Force 8, Schertz EMS units aril personnel deploy statewide to assist with medical evacuation and transport during hurricanes, floods, and other disasters. Having 700 MHz-capable radios will provide interoperability with responders from other parts of the state.
