A.PC2012-014 Friesenhahn 13 Subdivision ? Preliminary Plat Consider and act upon a request for approval of a preliminary plat of Friesenhahn 13 Subdivision consisting of 12.3392+ acres, located on the northeast corner of the IH 35 Frontage Road and Friesenhahn Road. Minutes Planning and Zoning Commission June 27, 2012 Page 1 of 4 Ms. Wood presented the request per staff report and explained that this item proposes to preliminary plat the 12.0382 acres establishing one (1) lot. The subject property is currently unplatted, undeveloped, partially graded and is located on the northeast corner of IH 35 Frontage Road and Friesenhahn Road approximately three-quarters of a mile south of Schwab Road. The lot will require all necessary utilities to be extended prior to recordation of the final plat. TxDOT has reviewed the preliminary plat for access, which has been placed on the plat. The applicant is providing a 1? non-access easement along the IH 35 frontage. Zoning on the front of the property is General Business and the rear of the property is zoned M-1. A 12? water line is available to the lot along the IH 35 Frontage Road. Since sewer is not directly adjacent to this lot, it will require extension. Extension of water and sewer lines shall be made along the entire frontage of the subdivision adjacent to both IH 35 and Friesenhahn Road. All public improvements required for this subdivision will be installed prior to recording of the final plat. The purpose of this preliminary plat is to establish one (1) buildable lot for clearing and grading to sell the property. All city departments have reviewed the preliminary plat with no objections. Mr. Crawford asked Mr. Hendrix of Ford Engineering if the applicant is going to provide fill. Mr. Hendrix stated that they want to grade the entire site to sell the property, and plan to maintain the drainage on the property. Mr. Glombik moved to approve this item. Mr. Crawford seconded the motion. Vote was unanimous. Motion carried. B.PC2012-032 Vestal Properties-Master Plan Consider and act upon a request for approval of a master plan and waiver to the UDC for the Vestal Property consisting of 117.255 acres tract of land. The property is located approximately 3,500 feet north of the intersection of FM 3009 and IH 35. Ms. Nichols presented the request per staff report and explained that a master plan is required prior to approval of a preliminary plat if the property is undeveloped, under one ownership and is greater than 50 acres in size. In this case the 11.679 acres being incorporated into the FedEx plat triggers this requirement as it is part of approximately 117 acres owned by Mr. Walter Vestal. This property is located north of FM 3009 near the intersection of IH 35 and is currently undeveloped. This site is predominantly zoned M-1 and there is a 500 feet wide strip along FM 3009 that is zoned GB-2. A portion of this site is located within the 100-year floodplain and it bisects this property at the northwestern end and separates it from the adjacent property to the east. There is a portion of this property, approximately 10 acres, that is surrounded by the floodplain on three sides which creates challenges and limits development. Minutes Planning and Zoning Commission June 27, 2012 Page 2 of 4 The City?s Master Thoroughfare Plan proposes an east/west collector (60? ROW) designated as the extension of Tri-County Parkway and a north/south Secondary Arterial (86? ROW) designated as the extension of Wiederstein Road. The owner has identified these two streets on his master plan as they affect his property. Staff worked with the applicant to plan the extension of Red Iron to a future interior road. All utilities and road improvements will be required as development occurs and will comply with the requirements of all City Codes. The owner is not planning to develop the entire property currently and does not know how the land might be subdivided or in the case of commercially zoned property the uses that will be developed. At this time, it is impractical and not beneficial to propose street names, conduct a detailed traffic impact analysis, provide an exact metes and bounds, or specify lot sizes or dimensions in all cases. Staff supports the applicant?s request to waive the following requirements: the formal survey, legal metes and bounds description, certified tax certificates, street name approvals, a traffic impact analysis form, number of proposed lots and lot dimensions. Approval of a master plan by the P&Z shall be deemed as a guide to the final design of streets, water, sewer and other required improvements. Discussion followed between the Staff and Commission related to the site. Mr. Greenwald moved to approve this item. Mr. Glombikseconded the motion. Vote was unanimous. Motion carried. 4.PUBLIC HEARING A.PC2012-028 FedEx Freight Schertz Texas- Replat Hold a public hearing, consider and act upon a request for approval of a replat of Lot 15R, Block 1 of the FedEx Freight East, creating a 32.943 acre tract known as Lot 16, Block 1 of the FedEx Freight Schertz Texas Subdivision The property is located at 7012 FM 3009, approximately 3,500 feet north of the intersection of FM 3009 and IH 35. Ms. Nichols presented the request per staff report and explained that this property is currently platted as Lot 15R, Block 1 of the Fed Ex Freight East Subdivision and is located north of the FM 3009 and IH 35 intersection. The subject property has direct access from FM 3009 via a secured, gated and guarded entry/exit for the access of tractor trailer trucks and a separate parking area for customers and employees. This proposed replat is adjacent to the cul-de-sac of Pipestone, and FedEx has indicated they do not plan to allow access through Pipestone and will continue to access the property from FM 3009. All required public improvements to this subdivision currently exist. The Fed Ex property has all utilities, and no extension of utilities is required as part of the platting process. Tree Preservation and Mitigation will come forward at Site Plan approval. Minutes Planning and Zoning Commission June 27, 2012 Page 3 of 4 Public Hearing opened at 6:30 P.M. There were no comments from the Public. The Public Hearing was closed at 6:30 P.M. Discussion followed between the Staff and Commission related to the site. Mr. Glombik moved to approve this item. Mr. Greenwaldseconded the motion. Vote was unanimous. Motion carried. 6.REQUESTS AND ANNOUNCEMENTS: A.Requests by Commissioners to place items on a future Planning and Zoning Agenda. Mr. Dahle requested a schedule on the UDC training. Mr. James stated that the drainage ordinance would be scheduled for the next agenda. Mr. Richmond inquired about the Planning and Zoning Commission serving as the Capital Improvements Advisory Committee with regard to Impact Fees. Mr. James stated that a semi- annual report is being prepared to submit to the Committee by the end of August. Additionally, an Ordinance will be submitted to City Council changing Committee membership to the P&Z Commission eliminating individual names. B.Requests by Commissioners to staff for information. Ms. Wood stated that Agenda, Staff Reports and Exhibits are now on our web page. Mr. Braud sent an email that he had a problem accessing, but all appears available now. C.Announcements by Commissioners. City and community events attended and to be attended Continuing education events attended and to be attended None. D. Announcements by City staff. rd July 3 City Council meeting has been cancelled. rd Jubilee starts on July 3 and runs through the weekend.
